About this file
This document is a Material Source Narrative from the Oregon Department of Transportation (ODOT) Region 5 Geology for the Dry Creek Quarry, located in Umatilla County, Oregon. The narrative details a prospective material source for the OR11: MP 4 to Weston Interchange Chip Seal Project, offering an existing ODOT-owned quarry for producing crushed aggregate. The development plan estimates a project material requirement of 7,000 cubic yards, with the quarry development plan identifying an adequate excavation area and volume to supply the necessary aggregate materials.
The Dry Creek Quarry is situated in the eastern portion of the Blue Mountains, primarily composed of basalt from the Umatilla Member of the Saddle Mountain Basalt Formation. The site has a geological composition of fine-grained crystalline and flow-banded basalt flows, with interflow layers of tuff and breccia. The rock is closely jointed and overlain by 4-6 feet of unconsolidated Quaternary deposits, including wind-blown silty sand and caliche. The quarry has historical use for various purposes, including EAC, HMAC, base, and sanding rock, with its most recent use in 2012 producing 23,000 cubic yards of crushed aggregate for HMAC and chip seal projects. Multiple subsurface explorations have been conducted, including core and air track drilling, with no measurable groundwater detected.

This narrative memo and all of the attachments (historic drill logs and laboratory testing data) should be duplicated and distributed to all bidders that inquire about this prospective material source. This is a permitted existing ODOT-owned material source.
ODOT Region 5 is offering this Prospective material source for production of crushed aggregate for chip seal aggregate. The development plan for this source is based upon estimated project material requirements of 7,000 cubic yards (cyds) of material. The quarry development plan sheets identify an excavation area and associated volume adequate to supply the aggregate materials necessary to complete this project.
The Dry Creek Quarry is located in the eastern portion of the Blue Mountains physiographic province of northeastern Oregon. This quarry is in an area mapped by DOGAMI (I.P. Madin, Unpublished) as primarily within volcanics of the Basalt of Umatilla Member (map symbol Tu) of the Saddle Mountain Basalt Formation, part of the Columbia River Basalt Group erupted during the Miocene geologic Epoch.
These rocks are a succession of fine-grained crystalline and flow banded basalt flows, with interflow layers of tuff and breccia. The basalt flow rock is closely jointed. In unexcavated areas of the quarry, the rock is overlain by an overburden thickness of approximately 4-6 feet of unconsolidated Quaternary deposits (Qa), consisting of wind-blown silty sand (eolian loess) and caliche.

Information concerning the operational history in this source is limited. According to ODOT records, this material source has been historically used for EAC, HMAC, base and sanding rock. The site was last used to produce 23,000 cyds of crushed aggregate for HMAC and chip seal aggregates in 2012. Before that it was used for a cold mix resurfacing in 1993 and a paving project in 1994.
Subsurface exploration was performed by core drilling in 1973 (11 core holes up to 28 feet deep) and in 2009 (4 core holes up to 60 feet deep, with 2 of the core holes on the adjacent property to the east); and by air track drilling in 1992 (20 air track holes up to 40 feet deep), in 1996 (19 air track holes up to 46 feet deep), and in 2008 (31 air track holes up to 46 feet deep). Subsurface exploration found no measurable ground water in the core and air track holes at the time of drilling. Logs of the drilling are attached to this Narrative. Laboratory testing results from a composite basalt sample of the 2009 drill core are attached to this Narrative. The quarry is situated in an area of occasionally very strong winds. Sand and crusher rejects have been known to be blown out of the quarry and onto the highway, if not stabilized. Contractors should be aware of these conditions, and prepare their bids and production methods accordingly. Also, even with a successful blast, special equipment or equipment setup may be necessary for secondary reduction, or to enable the contractor to handle large size material if it is generated. Contractors need to be aware of the existence of these conditions and plan methods accordingly to effectively deal with them.
The development concept for this source is for short- and long-term intermittent use. As such the development plan sheets and specifications show excavation of an area extending to the east down to the quarry floor, with a near vertical backwall(s) for future entries. No surface runoff should be allowed to flow into the drainage channel to the south. This plan will provide for the removal of the current contract needs and leave the site in a condition that will allow for systematic development towards the east in the future. Soil overburden and crusher rejects can be used to construct safety berms along steep slopes and ant necessary stormwater control berms, with any excess material separately stockpiled for future reclamation of slopes within the quarry. It is important that access to backwall, and access around the top of cut be constructed properly and be maintained. When the current operation is completed, the site must be left in a stable and safe condition.
Contractors should make an on-site visit to this source to familiarize themselves with the existing conditions and appearance of the source and to visually inspect the existing quarry faces and the surrounding ground surface in advance of bid preparation. Based on the on-site visit and review of all available information, Contractors will then be able to use their best judgment to prepare a bid based upon existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and on the most accurate information available for the source.
