About this file

This is an irrigation drawings attachment for a competitive sealed bid solicitation (IFB #012-3044004-EB) issued by the County of Orange, OC Community Resources, for the procurement and installation of smart irrigation controllers and associated equipment at Mile Square Regional Park in Fountain Valley, California. The project involves the removal of ten existing irrigation controllers and their replacement with eight new HydroPoint WeatherTRAK OptiFlow XR smart irrigation controllers configured with varying station capacities: one 36-station retrofit controller (Controller 1), one 24-station metered pedestal assembly (Controller 2), one 24-station retrofit controller (Controller 3), one 48-station wall-mounted controller (Controller 4), one 72-station OXR manager controller (Controller 5), one 24-station wall-mounted controller (Controller 6), one 48-station wall-mounted controller (Controller 7), and one 36-station retrofit controller (Controller 8). The drawings specify detailed conversion plans for each controller location, including existing electric control valve identification across multiple zones (V, U, T, R, S, M, N, O, P, Q, FH, and AR designations), master valve and flow sensor assembly installation, valve box upgrades, wire connector replacements, and conduit routing for flow sensor cables. All work must comply with manufacturer specifications and local electrical codes, with contractor responsibility for obtaining HydroPoint commissioning services and WeatherTRAK controller inspection reports confirming proper installation. The contract term extends for one calendar year from execution with bid submission deadline of April 27, 2026, at 2:00 PM through the County's eProcurement Portal.

Bidders must possess a valid California C27 Landscaping Contractor license, demonstrate minimum five years of continuous commercial irrigation system installation experience, and hold manufacturer certification in WeatherTRAK OptiFlow XR installation prior to commencing work. All eight controllers must include a ten-year Central Irrigation Management (CIM+OFS) service plan, ten-year warranty coverage, and ten-year field technical support, with pricing structured as firm fixed-fee covering equipment and materials, labor and services, and optional time-and-materials work items for field wiring repairs. The County has established local small business preferences offering a five percent bid price deduction for certified Orange County Local Small Business (OCLSB) bidders or an eight percent deduction for bidders certified as both OCLSB and Disabled Veteran Business Enterprise (DVBE). Insurance requirements mandate minimum coverage of $1,000,000 commercial general liability per occurrence, $1,000,000 automobile liability, statutory workers' compensation, and $1,000,000 employers' liability insurance from carriers rated A-/VIII or better by A.M. Best. Prevailing wage compliance is required under California Labor Code sections 1771 et seq., with Board of Supervisors approval required if the annual contract value to any single contractor exceeds $200,000 or total contract value across all years exceeds $1,000,000. Work must be performed during standard business hours (Monday-Friday, 7:00 AM-5:00 PM) excluding County holidays unless pre-approved, with multiple scheduled site observations required throughout the project.
