About this file
This is a supporting document file containing referenced pictures from a job walk for an evacuation request related to a reclaimed water line project at Mile Square Park, prepared by the County of Orange, OC Community Resources. The file accompanies a competitive sealed bid solicitation (IFB #012-3044004-EB) for the procurement and installation of smart irrigation controllers and related equipment at Mile Square Regional Park. The project involves removal and replacement of ten existing irrigation controllers with eight HydroPoint WeatherTRAK OptiFlow XR smart irrigation controllers featuring stainless steel enclosures, replacement of the existing master valve with a Cla-Val model valve, installation of one WeatherTRAK flow sensor, installation of one HydroPoint rain sensor, and replacement or upgrade of 84 valve boxes consisting of 31 lid-only replacements and 53 complete lid and box combinations. All eight controllers must include ten-year Central Irrigation Management service plans, warranty coverage, and field technical support. Work must be performed during standard business hours (Monday-Friday, 7:00 AM-5:00 PM) excluding County holidays unless pre-approved, with multiple scheduled site observations required throughout the project including pre-job conference, controller installation, controller activation, point of connection installation, master valve and flow sensor installation, and final site observation. Electronic bid submissions are required through the County's eProcurement Portal with a deadline of April 27, 2026, at 2:00 PM, and the contract term is one calendar year from execution.
Qualified bidders must possess a valid California C27 Landscaping Contractor license, demonstrate a minimum of five years of continuous commercial irrigation system installation experience, and hold manufacturer certification in WeatherTRAK OptiFlow XR installation. The County of Orange has established local small business preferences offering a five percent bid price deduction for certified Orange County Local Small Business (OCLSB) bidders or an eight percent deduction for bidders certified as both OCLSB and Disabled Veteran Business Enterprise (DVBE). The contract is structured as a firm fixed-fee agreement with separate pricing categories for equipment and materials, labor and services, and optional time-and-materials work items for field wiring repairs, with contract award made to the lowest responsive, responsible bidder. Insurance requirements mandate minimum coverage of $1,000,000 commercial general liability per occurrence, $1,000,000 automobile liability, statutory workers' compensation, and $1,000,000 employers' liability insurance from carriers rated A-/VIII or better by A.M. Best. Prevailing wage compliance is required under California Labor Code sections 1771 et seq., and all bid prices must remain firm for the entire contract term with any price decreases automatically extended to the County.
