About this file

The document is a Travel Voucher Reimbursement form from the Florida Department of Children and Families (DCF), designed for documenting and processing travel expense reimbursements. The associated state and local contract opportunity is an Invitation to Bid (ITB) 2425 077 for a comprehensive cloud-based solution involving Travel Mileage Reimbursement and Fleet Management Applications. The procurement targets support for Adult Protective Investigators, Child Protective Investigators, and Field Support Staff, seeking two interconnected applications to automate mileage tracking and vehicle fleet management. The solicitation was issued on May 8, 2025, with responses due by September 8, 2025, at 10:00 AM, and an anticipated contract start date of January 1, 2026, with a potential contract duration of approximately three years and options for renewal.

The procurement emphasizes diversity, encouraging subcontracting opportunities with woman-, veteran-, and minority-owned business enterprises. Vendors must submit Required Certifications (PMT-58), including optional "tiebreaking" certifications that could provide competitive advantages in case of equal bids. The solution must support up to 3,500 vehicles, with current needs around 1,200 vehicles, and must integrate with the department's enterprise systems including Okta, Azure Synapse, Qlik Replicate, and Mulesoft. While specific budget ranges are not explicitly detailed, the Cost Proposal document indicates a pricing structure for a five-year contract with potential renewal options. The department intends to award the contract to the responsible and responsive bidder submitting the lowest bid, reserving the right to reject any or all responses and potentially award for one or both applications based on budget constraints and evaluation criteria.

Effective until July 1, 2018, costs for lodging associated with a meeting, conference, or convention organized or sponsored in whole or in part by a state agency may not exceed $150 per day. An employee will be required to expend his or her own funds for any daily room rate, including associated taxes, that exceeds the $150 per day restriction.
Each travel voucher or Purchasing Card charge that seeks payment for lodging associated with a meeting, conference, or convention organized or sponsored by a state agency may not exceed the traveler's daily room rate of $150.
A state agency is deemed to have sponsored a meeting, conference, or convention if the agency contributed money for the event. A traveler's registration fee or an agency's membership fee to the organization hosting a conference or convention is not deemed as sponsorship.
A state agency is deemed to have organized a meeting, conference, or convention if the agency is involved in selecting the location or planning the activities to be conducted.
This lodging restriction does not apply to travel activites for conducting business external to the state agency including, but not limit to, audit, investigation, litigation or examination. However, where the daily room rate for these activites exceeds $150, travelers are reminded that the most economical use is required in all situations. Travelers should be prepared to justify costs that appear excessive.
