About this file
This document is a Maintenance and Operations Facility Standards guide issued by the Central Arkansas Veterans Health Care System (CAVHS) in April 2020. It establishes minimum product specifications and installation requirements for contractors undertaking maintenance and operations projects at the facility located in North Little Rock, Arkansas.
The standards specify mandatory product selections across multiple categories to ensure facility standardization and staff familiarity. Building products include 2x2 Armstrong Cortega 770 ceiling tiles, Best Access Systems locks and hardware, Corbin Russwin door closers, solid material countertops without wood substrate, stainless steel corner guards, solid wood interior doors with Ceco metal grain doors for fire-rated applications, and minimum 6-mil vinyl roofing. Electrical requirements mandate Schneider Electric (SQ D) distribution equipment and breakers, Cummins transfer switches, copper conductors throughout, specific conduit color-coding by system type (blue for building management, red for fire alarm, purple for security, green for nurse call, white for paging, orange for communications), and detailed labeling protocols. Lighting specifications require LED fixtures from Lithonia Acuity with specific model compatibility, multi-voltage ballasts, and occupancy sensors. Plumbing mandates Sloan solar-powered fixtures and flushometers with Watts backflow preventers. HVAC requirements specify Trane equipment with direct-drive fans, ABB VFD drives, Siemens controls, and prohibit flex duct longer than three feet. Special systems include Edwards EST-3 compatible fire alarm equipment, Westcom Novis Connect nurse call systems, and Identiv Velocity access control compatible with current HSPD-12 requirements. The standards require contractors to submit all substitution requests for approval by the Contracting Officer and shop personnel, with contractors bearing all costs associated with approved substitutions including design, installation, training, and inventory replacement. Appendix A provides detailed preferred manufacturer specifications for electrical equipment, lighting, fixtures, and controls to ensure compatibility with existing facility systems.

PART 1: GENERAL
1.1 DESCRIPTION
A. This section specifies the engineering, furnishing and installation of equipment, utilities, appliances and any other related work requiring maintenance and upkeep by Maintenance and Operations (M&O) at the Central Arkansas Veterans Health Care System.
B. This is not a complete listing; however, listed items have been reoccurring issues that need to be corrected in future projects by Contractors. Items listed in the singular apply to entire facility except where noted.
C. Appendix A provides a list of facility preferred items. See 1.1.D for Substitution requirements.
D. Substitutions are subject to COR, and shop personnel approval. Substitutions and deviations must be specifically noted and addressed. Substitutions shall be based upon the cost to the item indicated in Appendix A or if not listed here accordingly per the basis of design. Substitution cost to the facility is much greater to the facility if a cheaper or alternate product is selected and total costs will require consideration if substitutions are to be considered, to include the potential for replacing any existing products throughout the facility to ensure standardization and familiarity for the facility is not compromised due to the substitution. Any costs associated with the substitution shall be the contractor’s responsibility to include all design, installation, training and replacement of existing spares and stock.
E. Items listed and detailed here are to be considered as in addition to the specifications. When this document is found to be in contradiction to the specification or drawings, the contractor shall be held to the strictest requirement and shall be required to clarify through the RFI process prior to proceeding.
