STATEMENT OF WORK SUMMARY

This Statement of Work describes a construction project for the Central Arkansas Veterans Healthcare System (CAVHS) at the Eugene J. Towbin Healthcare Center in North Little Rock, Arkansas. The project, identified as 598-19-112, involves replacement of underground 15kV electrical cables and related infrastructure improvements. The primary scope consists of four key components: installation of four new 13.8kV sectionalizer cabinets at two designated manhole locations (32-1/32-2 and 34/34-2); in-kind replacement of all medium-voltage cable splices within manholes; one-for-one replacement of 28 existing utility-grade transformers throughout the campus; and installation of Power Monitoring Equipment (PME) at each new transformer connected to the existing PME system. The electrical work aims to improve reliability and code compliance of the healthcare facility's electrical infrastructure.

The structural scope includes concrete crack and spall repairs at manholes, cleaning and coating of corroded hardware, concrete masonry unit mortar joint repointing, installation of reinforced concrete slabs at the two sectionalizer locations, and construction of new equipment pads at transformers serving mission-critical buildings (22, 69, and 102). Bollards consisting of concrete-filled steel pipes will be installed at new sectionalizer and transformer locations. The contractor must coordinate all work with the Contracting Officer Representative (COR), phase work to maintain 24/7 healthcare operations, and limit power disconnections to 7AM Saturday through 7PM Sunday. The performance period is 365 calendar days from Notice to Proceed, with warranty coverage of one year against faulty workmanship. The contractor must provide as-built drawings in both scanned PDF and AutoCAD formats within 15 calendar days after each completed phase, comprehensive maintenance and operating manuals, factory-trained instruction for VA personnel, weekly progress meetings with documented minutes, and comply with all VA security, privacy, and information protection requirements.

1. DESCRIPTION OF WORK

A. The contractor shall completely prepare the site for building operations, including demolition, removal of existing structures, furnish labor and materials, and to perform the work in accordance with this description of work.

B. All employees of general contractors and subcontractors shall comply with the VA security management program and obtain permission of the VA police, be identified by project, employer, and restricted from unauthorized access.

C. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.

D. This project, located at the Eugene J. Towbin (EJT) Healthcare Center in North Little Rock, AR, addresses specific capacity deficiencies, aged/failing equipment, such as transformers replacement which are beyond their anticipated life expectancy, splices on medium-voltage cables, physical security considerations for electrical components, and the installation of sectionalizers to maintain and improve the functionality of the electrical infrastructure services at North Little Rock campus. The general goal of this project is to improve the electrical infrastructure to be more reliable and code compliant.

i. The electrical scope consists of the installation of four (4) new sectionalizer cabinets, in kind 13.8kV splice replacements on all cables within manholes, and the one-for-one replacement of existing utility grade transformers throughout the campus.

1. Four (4) sectional cabinets shall be provided at two (2) manhole locations.

Manholes 32-1/32-2 (adjacent to each other) and 34/34-2 (adjacent to each other) are designated to have these sectionalizers. Each sectionalizer will have 5-way connections with tie switch. One sectionalizer at each manhole for feeder loops 1 and 2. One sectionalizer at each manhole for feeder loops 3 and 4. Sectionalizer shall have bus tie configuration for alternating circuits.

2. Each of the splices in the manholes identified shall be replaced with new devices in kind with existing type as indicated in drawings for exact configurations present within manholes. All medium voltage cable splices shall be replaced in kind.

Grounding system at existing manholes shall be brought up to the current standards in the VA TIL.

3. New transformers shall be provided at each location (28 total, 1-1 replacement).

The PME monitoring shall be installed at each of the new transformers and connected to the existing PME system. The existing meters shall be turned over to the COR and shall be replaced with new metering devices. New grounding for all transformers shall be provided.

ii. The structural scope of work at manholes and transformers includes concrete crack and spall repairs, cleaning and coating of corroded hardware, and CMU manhole mortar joint repointing. Reinforced concrete slabs on grade shall be installed at the two sectionalizer locations. Deterioration of the manhole structures are generally minor in nature. There are instances of concrete cracking and spalling at opening perimeters, walls, exterior surfaces, and penetrations of a limited number of manholes. New equipment pads shall be constructed at transformers serving mission critical buildings including Transformers 18, 29, and 35. Existing manholes throughout the subject facility typically are constructed of reinforced concrete featuring concrete bottoms; however, some manhole are constructed of brick masonry with a cementitious parge coat, Concrete Masonry Units (CMU), and feature a gravel floor.

Most manhole access components exist and do not contain locking mechanisms.

Moisture intrusion is occurring at most manholes requiring dewatering for repairs.

Contractor shall install bollards at the new sectionalizer pad and new transformer locations. Bollards shall consist of concrete filled steel pipes cast in the ground.

iii. All work shall be phased and coordinated with the COR prior to work commencement.

Work hours for items that require power disconnection shall be conducted during the hours of 7AM on Saturdays to 7PM on Sundays. Other work is acceptable any other times such that the work does not impede normal business functionality as defined by the VA. Each transformer shall be replaced during a single outage such that normal functionality of the building can resume upon completion. Mission critical building (22, 69, 102) shall have temporary power provided by generators during outage times.

Existing standby generators are present at building 69 and 102, but not building 22.

Transformers shall be phased per loop disconnect. Each manhole splice repair shall be coordinated with the loop disconnect. Work shall be performed on only one loop at a time to minimize outages. The phasing intent is for multiple transformers or splices on the same loop to be replaced at the same time to minimize outages.
