About this file

Attachment B is a contracting principles document issued by the County of Santa Clara Health System's Behavioral Health Services Department for a Behavioral Health Training Services contract. The document establishes mandatory compliance requirements for all entities contracting with the County to provide services valued at $100,000 or more per budget unit per fiscal year or as otherwise directed by the Board. Offerors must comply with all applicable federal, state, and local rules, regulations, and laws; maintain comprehensive financial records available for County review upon request; provide copies of any financial audits completed during the contract term; and grant the County reasonable access to facilities, financial records, and employee records related to the contract purpose, except where prohibited by federal or state law.

The attachment does not specify pricing terms, set-asides, funding amounts, or other financial details. Rather, it serves as a prerequisite document outlining the fiscal responsibility and transparency expectations that all prospective contractors must meet to be eligible for consideration. The principles emphasize accountability and fair employment practices as conditions for doing business with Santa Clara County.

Contracting Principles

All entities that contract with the County to provide services where the contract value is $100,000 or more per budget unit per fiscal year and/or as otherwise directed by the Board, must be fiscally responsible entities and must treat their employees fairly. To ensure compliance with these contracting principles, all contractors must: (1) comply with all applicable federal, state and local rules, regulations and laws; (2) maintain financial records, and make those records available upon request; (3) provide to the County copies of any financial audits that have been completed during the term of the contract; (4) upon the County’s request, provide the County reasonable access, through representatives of the Contractor, to facilities, financial and employee records that are related to the purpose of the contract, except where prohibited by federal or state laws, regulations or rules.
