About this file
This document is Appendix B of a Request for Statements of Qualifications (RFSQ-BHS-FY25-0176) issued by the County of Santa Clara Health System's Behavioral Health Services Department in California to solicit qualified firms to provide behavioral health training services. The County seeks Offerors to deliver health and professional training services supporting County clinical staff and County-contracted Provider staff. The evaluation criteria are divided into two sections: Section 1 addresses experience and qualifications worth 65 points, and Section 2 addresses proposed program description worth 35 points, for a total of 100 points.
Section 1 requires Offerors to demonstrate experience providing evidence-based or strength-based behavioral health training incorporating wellness and recovery concepts, knowledge of the public behavioral health system, and familiarity with relevant legislation such as Proposition 1. Applicants must indicate specialty training experience across five categories including evidence-based practices (Motivational Interviewing, ASAM, Cognitive Behavioral Therapy, Trauma-Informed Care, Substance Use Disorders), cultural competency trainings, 2SLGBTQIA+ affirming care, quality practice trainings, and collaborative care professional trainings. Additionally, Offerors must confirm their ability to continually improve training content to align with current research and best practices and agree to follow County policies during pandemics and emergencies while maintaining safety protocols. Section 2 requires written responses describing the Offeror's vision, mission, and values promoting equity and inclusion; strategies for delivering engaging, interactive, and relevant training; and approaches to incorporating cultural sensitivity and responsiveness into training materials.
