About this file

This document is an Invitation to Bid (ITB) issued by the Oregon Department of Fish and Wildlife (ODFW) for the John Day Watershed District Office Improvement project, located in Pendleton, Oregon. The comprehensive construction initiative consists of two phases: Phase I involves constructing a new office building and related site improvements, while Phase II includes optional bid alternates for installing a new shop building and additional site enhancements. The solicitation was posted on September 9, 2025, with a bid submission deadline of October 9, 2025, providing potential contractors approximately 30 days to prepare and submit proposals. The project requires detailed technical expertise in construction, with extensive documentation including plans and specifications totaling approximately 115MB.

The contract appears to be a standard competitive bid opportunity open to qualified construction firms, with no specific set-aside designations mentioned. While precise budget ranges are not explicitly stated, government infrastructure projects of similar complexity typically range from $500,000 to $2.5 million. The two-phase approach suggests potential flexibility in project execution and budget phasing. Bidders must demonstrate significant construction capabilities and comply with technical and regulatory standards outlined in the ITB documentation. The project involves comprehensive site work, including road and right-of-way installation, building construction, and potential optional improvements such as site paving and a new shop building. Interested contractors are advised to carefully review all attached documentation, particularly the technical specifications and plans, to fully understand the project scope and technical requirements.
