About this file

This document is Addendum #3 for Invitation to Bid (ITB) S-63500-00013826, issued by the Oregon Department of Fish and Wildlife (ODFW) for the John Day Watershed District Office Improvement project. The addendum modifies the original ITB, updating specifications, plans, and clarifying project details for both the main office building and a shop building alternate. The bid closing date is set for October 21, 2025, at 2:00 PM PT, with written questions accepted until October 14, 2025. The project involves comprehensive office and shop building improvements, including suspended wood ceilings, thermal insulation, structural steel framing, fencing, electrical work, and various architectural modifications.

The addendum addresses numerous contractor questions, removing certain certification requirements such as AISC and ABAA, clarifying network cabling specifications (CAT6A non-plenum), and providing guidance on materials and finishes. Key changes include specifications for a custom live edge red oak bench, modifications to electrical device colors and receptacle types, and revisions to door and window schedules. The project does not involve federal funds, so Buy America requirements do not apply. Contractors must be registered with the Oregon Bureau of Labor and Industries (BOLI) as a Training Agent for this project, with specific requirements for general contractors and subcontractors performing work valued at $750,000 or more in apprenticeable occupations.

ADDENDUM #3 ITB S-63500-00013826 6

QUESTIONS AND ANSWERS:

Following are questions asked during the Mandatory pre-bid conference held on September 23, 2025 and received by Bidders and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications or requirements of the ITB.

1. Question: Are you accepting pre-bid comparable product substitutions for the suspended wood ceiling WS-1 outlined in spec section 09 54 26?

Answer: Yes, ODFW is accepting product substitutions from general contractors for this ITB.

2. Question: Which product and material are you looking to use for the suspended wood ceiling? The specs and plans have conflicting information. A. The Armstrong WoodWorks Tegular is offered in Veneer. B. The Armstrong WoodWorks Linear can be either Veneer or Solid Wood

Answer: The Finish Schedule in the documents is correct. There will be clarifications in Section 09

54 26, see revision in the addendum section.

3. Question: I see an ABAA requirement for thermal insulation, this will be fairly restrictive for subs in eastern Oregon, would you be willing to waive the ABAA certification requirement for Insulation? As an aside, we typically see that requirement for weather barrier, rarely for insulation.

Answer: Yes, ODFW will accept the removal of this requirement. Please see addendum section for revisions.

4. Question: You have an AISC requirement for both steel fab and erect – this limits the number of subs available to bid on the project, especially for a fairly minor scope of work, would you please waive the AISC requirements?

Answer: Yes, ODFW will accept the removal of this requirement. Please see addendum section for revisions.

5. Question: Can you please verify the network cabling, if CAT6 or CAT6A or a mixture of and if plenum or non-plenum.

Answer: The Network cabling is CAT6A non-plenum rated cable. Please see addendum section for revisions.

6. Question: The drawings call for black chain link and wood privacy but the spec sheet says galvanized only. Just would need clarification of which to bid there but will provide a bid for the black in the meantime.

Answer: Contractor shall provide black vinyl coated chain link fence and wood privacy fence where each is indicated on the Drawings. Please see addendum section for revisions.

7. Question: Calls for automated gates and there’s three slide gates do all gates need to be operated or just the one near the building? Also opening sizes are not specified would recommend at least 14’-20’ For all gates but the main gain may need a slight redesign of the fence line in order to fit a wider gate.

Answer: All gates are dimensioned on Attachment C-1 Sheets A1.00 and A1.10. The gates nearest the building has provisions and notes on the Drawings to be automated. The other gates are manual.

8. Question: FDC is shown remote, but utility plan does not show 4-in pipe coming from fire room back to the FDC. The only way to avoid pipe to FDC is to hang it on the building.

Answer: Since there is not a close fire hydrant, it was decided to have an FDC plumbed directly from the 6 inch water main.

9. Question: The design calls out standard curb (construction note 1 on C-200) on the access road with curb inlet catch basins (hooded). I have never seen this before. Hooded (City of Pendleton standard) always go with curb and gutter. Maybe they meant standard curb and gutter.

The drawings don’t look like it, though. Please advise?

Answer: You are correct, Note 1 should reference Curb and Gutter. The Typical Roadway Section does reference Curb and Gutter. Please see addendum section for revisions.

10. Question: Regarding the custom live edge bench. Confirm if this is to be included in casework/millwork quote as it's labeled as "FF&E"? If to be included, details B1 & B2 on A9.70, simply lists the material as "oak". Would need to know if it's to be red or white oak?

Big difference. And also a finish if there's one to be specified?

Answer: Custom live edge bench shall be included in casework and millwork. Provide red oak.

Please see addendum section for revisions to finishes.

11. Question: There are details in the architectural sheets (A9.10) for a foundation drain. Although it refers to civil, there is no mention in civil and the detail looks like the whole perimeter footing is backfilled with drain rock. Big swing between yes and no.

Answer: There is an invert called out on CD-300 near the entry that would connect into the perimeter drain. Provide perimeter drain as noted on A9.10. Backfill with drain rock as shown in details that slopes down to drain.

12. Question: Section 09 21 00 3.2 B. Extend all load bearing and non- load bearing partitions to underside of roof trusses and apply GYP. full height? Section cuts don't appear that wood framed walls frame to Deck other than Elec. room / fire riser room and a few sheer walls.

Do all walls need to be rocked to underside of deck?

Answer: Please follow wall types and sections. Additionally see addendum section for revisions.

13. Question: Sheet A3.10 RCP Vestibule 101 & Waiting 102 Appear to be a wood framed ceiling with

Gyp cover, what about the remainder of gypsum ceilings in rooms 103A-104-117-118 &119 are those to be wood stud or metal framing?

ADDENDUM #3 ITB S-63500-00013826 8

Answer: Please provide wood stud framing for ceiling framing.

14. Question: Sheet A3.10 RCP Room 103 show Armstrong drywall grid soffits on east and west sides of room would 250SFS137-30EQD studs be acceptable?

Answer: Yes, a framed assembly could be substituted.

15. Question: Sheet A9.80 Details A3& A5 i notice Type C drywall called out! Is that 1/2'' type C on all ceilings or would 5/8'' X be acceptable? I don't see Type C in Specs.

Answer: 5/8 inch Type X is acceptable. Please see addendum section for revisions.

16. Question: The spec’s mention romex, rigid conduit, emt. Then on devices one part says white with white plates another say’s gray with stainless plates. One calls out 15a receptacles another say’s 20a.

Answer: Attachment B-2 Specifications for Bid alternate 3 shop building does mention the different wire types of romex, rigid conduit, emt, and mc cable. ODFW’s expectation is the Contractor will use the wire as applicable for the different wall types as the building has a mix of wood and steel. For the device color, all will be adjusted to grey with stainless steel plates. All will be designated 20a. Please see addendum section for revisions.

17. Question: There is no call out for the masonry that is shown on the elevation of the alternate #3 shop building.

Answer: Attachment B-2 PLANS for the shop alternate show a masonry veneer on the shop

18. Question: Can you provide clarification on document "A1 ITB S-63500-00013826 John Day

Watershed District Office Improvement"? It states that there is a revision to "Attachment B-2 091025 SPECIFICATIONS John Day Watershed District Office Improvement," but it appears to us that a revision to "Attachment B-2: Phase II: John Day Watershed New Shop Building" is what was provided, the difference being name of the document we assume should be "new shop building" instead of "district office improvement."

Answer: All specifications and plans are considered to be under the umbrella of construction of the new Watershed District Office Building in this solicitation. Those labeled with B-1… and C-1…designations are for the main office building. Those labeled with B-2…and C- 2….are for Bid Alternates 3 and 4 for the shop building and paving. Please see the addendum section for clarification on titles on revision documents.

19. Question: Could you confirm that BABAA (Buy America) needs to be met for the Lighting Fixtures.

It is not on the Schedule and I don’t believe that some of the fixture are available as BABAA. The original Project Manual alludes to not knowing if it will apply, but I believe the Addendum confirms it IS needed?

Answer: References to BABAA requirements in ATTACHMENT B-2: Phase II John Day Watershed

District Office Shop Building will be revised in the specifications. There are no federal funds in this project and BABAA does not apply. Please see addendum section for revision information.

20. Question: Is this a Build America, Buy America Act Project?

Answer: This is not a BABAA project. References to BABAA in the specifications will be updated

(see Question 19 above). There are no federal funds in this project.

21. Question: Confirm the low eve height of the building.

Answer: Low eve height is 12 feet. Please see addendum section for revision information.

22. Question: Confirm the roof pitch of the building.

Answer: Roof pitch is 1.5/12. Please see addendum section for revision information.

23 Question: What is the R value required in the roof and walls?

Answer: Roof insulation is R-38, wall insulation is R 21 (per Attachment B-2 Specification 07 21 00,

2.1 A1 and 2.1 C1).

24. Question: Attachment E-1 - Apprenticeship Requirements: in paragraph 4 - "Contractor shall be an

Oregon Bureau of Labor and Industries (BOLI) Registered Training Agent in accordance with OAR 839-011-0162 at time of time of contract execution." If the General Contractor is not a 'Registered Training Agent', will the General Contractor's bid be classified as non-responsive?

Answer: To fulfill the Apprenticeship Requirement for projects $3,000,000 and higher the employer is to be a Registered Training Agent as listed in OAR 839-011-0162. If all requirements are not met, the successful low bidder will not be eligible for the resulting contract.

25. Question: In addition, Attachment E-1, the last sentence of paragraph 4: “A Covered Subcontractor must be an approved training agent at the time of consent to subcontract unless it will not be performing work in an Apprenticeable Occupation.” If the Covered Subcontractor is not a ‘Registered Training Agent’, will the subcontractor be classified as non-responsive?

Answer: To fulfill the Apprenticeship Requirement for projects $3,000,000 and higher, subcontractors, with a contract for an estimated value of $750,000 or more in the project and performing Apprenticeable work, is to be a Registered Training Agent as listed in OAR 839-011-0162. If all requirements are not met, the subcontractor will not be eligible for the resulting contract.

26. Question: Part III of attachment E-1: Does noncompliance still allow a contractor who is not registered as a Training Agent to bid on the project, and if awarded, cover the reduction in payment?

Answer: The Apprenticeship Requirement is based on ORS 279C.533 and ODFW is a Qualifying

Agency required to follow the statute when issuing a contract that meets the statute guidelines. There are no exceptions to this statute, thus Contractors and subcontractors must meet these requirements.

ADDENDUM #3 ITB S-63500-00013826 10

27 Question: For clarity. Attachment D-5 requires excess/umbrella insurance coverage of $10,000,000.

Does this requirement apply to all bidding subcontractors?

Answer: Attachment D-5 Insurance Requirements, Excess/Umbrella Insurance does not contain language to require the subcontractors to carry the stated $10,000,000.00 policy limit.

28. Question: Is all of the metal to include the panels Buy America? In the Flashing and Sheet Metal

Section (076000) this is noted.

Answer: This is not a BABAA project. References to BABAA in the specifications will be updated

(see Question 19 above). There are no federal funds in this project.

29 Question: Substitution Request: H200 SoloMount Clutch Shade Specified Item: Draper, Hunter

Douglas, MechoShade, SWFcontract
