About this file

This is Addendum #6 for an Invitation to Bid (ITB) S-63500-00013826 issued by the Oregon Department of Fish and Wildlife (ODFW) for the John Day Watershed District Office Improvement project (Engineering Project #21-033). The addendum modifies the original ITB documents, replacing certain specification attachments and addressing numerous bidder questions related to the construction of an office building and shop building. The project involves detailed specifications for site work, right-of-way improvements, rock removal, building construction, electrical systems, fire alarm systems, and various building components. The bid closing date remains unchanged, with prospective bidders having until October 28, 2025, to submit written questions or protests regarding the addendum.

The addendum includes revisions to pricing forms, clarifications on bid items, and responses to technical questions about materials, installation methods, and project scope. Key points include requirements for access control, bird-safe glazing, fire alarm systems, and office furnishings. The contractor is responsible for coordinating subcontractor bids, ensuring all work components are covered, and meeting specific technical specifications. The project will be funded through a specific funding source that requires office furnishings to be included in the construction contract. No substitutions will be accepted for certain specifications, such as the BICSI staff certification, and some specialized equipment like AV systems will be provided directly by ODFW.

QUESTIONS AND ANSWERS:

Following are questions asked during the Mandatory pre-bid conference held on September 23, 2025 and received by Bidders and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications or requirements of the ITB.

1. Question: Is access control part of the security contractor scope?

Answer: Yes, Access control needs to be part of the security contractor scope.

2. Question: Is the bird safe pattern actually required on all the exterior glazing per note F/A8.00? The GL-2 glass type listed in the 088000 spec doesn’t list any bird safe pattern.

Answer: Yes, this is listed on Specification 08 00 00 2.6.A, as well as note F/A8.00. This has been coordinated with Alpen Glazing (our BOD manufacturer), and is available.

3. Question: Can the SB60 LowE be used on surface 2? You’ll get better thermal values if it’s om surface 2.

Answer: This is acceptable as long as it is tested to satisfy the U-Values and other performance ratings in the specification.

4. Question: Does the entire transaction window assembly need to be forced entry resistant tested, to align with notes in the 088000 spec, or just the glazing?

Answer: ODFW does not note that the entire assembly is to be forced entry resistant, just the glazing as noted in 088000.

5. Question: Will Alt #3 be accepted or rejected at the time of award? If it is accepted and schedule to be complete within the completion time frame of the base bid we will not need additional General Conditions. If it is accepted later and completed outside the base bid schedule then we will need to include additional GC’s.D103

Answer: ODFW can award any bid alternate at time of contract execution. ODFW can also negotiate with the successful contractor to add any bid alternate after contract execution.

6. Question: There is no specification in base bid for Interactive Flat Panel, this is per equipment schedule page A7.21 keynote .

Answer: See Addendum 5

7. Question: There is no specification in base bid for Flagpoles.

Answer: See Addendum 5

8. Question: There is not size on the drawings for Signage Type S3-a, S3-b and S-3c (need a height/width for those signs)... Sheet A9.60

ADDENDUM #6 ITB S-63500-00013826 4

Answer: Per detail C1 on page A9.60, letter sizes and spaces are called out in the detail. The summation of the different letters and spaces will indicated the size of each sign depending on the given name of the room.

9. Question: Can you confirm the specifications note engraved plastic, but for ADA signs, they would not be engraved, they would be raised.

Answer: Per detail C1 on page A9.60, the letters and braille are all raise for all Signage of type S-

3a, S-3b, and S-3c.

10. Question: The Pricing Form, as provided, presents several challenges for general contractors and the agency:

1. Incomplete Scope Coverage – The bid items listed within the form, as defined, do not capture the entirety of the work outlined in the specifications and contract documents.

This creates ambiguity in how certain scope items should be allocated and priced, which may lead to inconsistencies between bidders.

• A few examples of the issue include, but are not limited to:

o Item Numbers B1, B2, B3, B5, and B6, as defined in specification section

01 22 00, include descriptions of overlapping work that are not clearly defined to establish start and stop points for subcontractors to bid or for a general contractor to quantify on bid day. This issue can be identified throughout 01 22 00.

o Item Number C2 will include partial scopes of work from the plumbing subcontractor, excavation subcontractor, and concrete subcontractor that are typically not quantified separately in subcontractor proposals, thus forcing the general contractor to ‘guess’ as to what percentage of the subcontractor proposal applies to the portion of work.

o The definition of item F5 in 01 22 00 does not align with project specifications. Building fire suppression - Div. 21, building plumbing – Div. 22, and Div. 23 HVAC are performed by separate subcontractors o Form A-2 as current, does not capture the scopes of work for Divisions:

• 04 Unit Masonry – A-2 only defines Masonry Veneer, no monument signs, trash enclosures, or concrete caps.

• 05 Metals

• 09 Flooring

• 12 Furnishings

• 32 Exterior Improvements: Landscaping, Fences and Gates,

• 33 Site Utilities

• Work within the Public Right of Way.

Answer: The entirety of the bid package: ITB, Terms and Conditions, Plans, and Specification define the project as a whole. By bidding on the project, each Contractor accepts to provide ODFW with a fully functional building as described in the bid documents and have the experience needed to understand the work, materials, and construction techniques required to construct the project. The expertise of the Contractor is expected to be high enough to understand how to bid each item and account for all components needed to complete each task. It is vital the Contractor coordinates, verifies, and validates each subcontractor bid so their work covers all components needed to complete the work as described in the bid documents. The Contractor is required to coordinate the bids between different trades to ensure all work, as needed to complete the project, is correct and all aspects are covered.

11. Question: Timing of Subcontractor Bids – As general contractors, we rely on competitive subcontractor proposals that are often received right up until the bid deadline, sometimes within minutes of the bid closing. Requiring a detailed breakdown on the Pricing Form at tahe time of bid submission does not allow for an accurate and competitive reflection fo subcontractor pricing across all trades. This situation forces contractors to either make assumptions or exclude late-received proposals, which could result in less competitive overall pricing for the Agency.

Answer: This is the standard of practice for all jobs that utilize the State of Oregon General Terms and Conditions. Contractors are to provide a bid that accurately reflects the price needed to perform the work, all Contractors are bidding this project under the same conditions.

12. Question: Difficulty Ensuring “Apples-to-Apples” Comparisons – Because each general contractor may interpret how to allocate costs across the prescribed line items differently, the submitted Pricing Forms may not provide the Agency with a consistent or reliable basis for comparison, and thus will not serve the form's intended purpose. This could inadvertently disadvantage certain bidders and does not necessarily result in the most cost-effective outcome for the Owner.

Answer: This is the standard of practice for all jobs that utilize the State of Oregon General Terms and Conditions. Contractors are to provide a bid that accurately reflects the price needed to perform the work, all Contractors are bidding this project under the same conditions.

13. Question: Industry Practice and Contract Administration – Typically, public agencies require a lump sum base bid at bid time, with a detailed schedule of values submitted post-award (or at the time of the first-tier subcontractor disclosure). This approach ensures the Agency receives the lowest responsible lump sum bid, while still obtaining the detailed cost breakdown needed for contract administration and progress payments after the contract is awarded. Utilizing this avenue still allows the agency the opportunity to identify areas of concern in cost and provides an opportunity for the general contractor to work with the agency in value engineering exercises.

Answer: ODFW will not be changing the format of Form A-2 Pricing Form for this ITB.

14. Question: For these reasons, we respectfully request that the Agency consider one of the following alternatives in lieu of requiring Attachment A with the initial bid:

• Allow general contractors to submit a single lump sum base bid at bid opening, with the completed Pricing Form (Schedule of Values) to follow within [X days] after award.

• Alternatively, require the Pricing Form to be submitted concurrently with the first-tier subcontractor disclosure form, which is already due shortly after bid opening, and allows for incorporation of all subcontractor quotes received up to the deadline, and utilize a pricing form that incorporates all scopes of work from the project specification, as listed in the specification table of contents.

We believe that either of these approaches would better support the Agency’s objectives of fairness, transparency, and obtaining the best value, while also aligning with standard industry practice.

Answer: The bid package will stay as is for this project

15. Question: Is the FF&E schedule on A721 CFCI?

Answer: Yes, it is.

ADDENDUM #6 ITB S-63500-00013826 6

16. Question: Sheet A310, note 10 refers to Pre-Manufactured Louvered Sunshades. That note is referred to detail D1A602 and referred to as “Enlarged Trellis Plan – South”. Please clarify, are all items per note 10 the cantilevered sunshades? Are any of them subject to deductive alternate 1?

Answer: Deductive alternate 1 is only for the pre-manufactured aluminum trellis on the east side of the building as noted by the note on C2/A602. Sheet note 1 on A310 indicates that the trellis is to be an ALT. Sheet note 10 is not to be included in the alternate.

17. Question: For the Roofing Alternate – please provide TPO details like the stanchions for the PV array, flashing details, et

Answer: Stanchions are designed by the skylight bidder based on selected roofing manufacturer requirements. Flashing details are per selected roofing manufacturer's standard details for TPO 80 MIL roofing system.

18. Question: The 092100 specification, under 2.1.A is calling for brands of GWB that are more expensive, (USG), not available in this market, (National), or no longer in business, (Domtar). Would locally available equivalent products, such as Georgia Pacific Type X and Mold Guard be acceptable?

Answer: The term “or equal” in the specification allows for an equivalent manufacturer. Georgia Pacific is an acceptable equivalent manufacturer.

19. Question: 09 21 00 3.2 B. Extend all load bearing and non-load bearing partitions to underside of roof trusses and apply GYP. full height? Section cuts don't appear that wood framed walls frame to Deck other than Elec. room / fire riser room and a few sheer walls. Do all walls need to be rocked to underside of deck?

Answer: Answered in Question 12, Addendum 3.

Answer: Answered in Question 15, Addendum 3.

24. Question: Per the bid documents, the GC is responsible for 3rd party inspections see spec 01 40 00

(1.4). We need a special inspection Matrix for the right-of-way work that will be to the City of Pendleton standard.

Answer: All inspections are to be coordinated with the City of Bend, upon the pulling of the ROW permit.

25. Question: Form A-2 - Pricing Form is missing bid items for work in the Right of Way.

Answer: Form A-2 Pricing Form is being revised to add Right of Way. Please see addendum section for additional information.

26. Question: What is the intent with the office furnishing spec? Typically I have seen this completely handled by the owner as these numbers can vary so drastically. We recommend that the owner handles this to ensure they are receiving what they want.

Answer: ODFW understands it may be common practice for the owner to provide this type of element for an office. However, the funding source being used for this project will need the office furnishings to be provided as a part of the office construction. Contractor is responsible for providing the office furnishings.

27. Question: Addendum 1 has revised specifications, but no signage specifications. Do we use the original specification for the signage?

Answer: Addendum 1 contained specification B-2 for Bid Alternates 3 and 4 for the Shop building and paving. Check B-1 for office building for signage specifications.

28. Question: The documents say that where rock excavation is needed, we are to provide unit pricing.

Where do we provide the unit pricing for that?

Answer: Form A-2 – Pricing form will be revised. Please see addendum section for additional information.

29. Question: Fire Alarm: the office building is provided with markups for locations of the notification devices. Should that be followed exactly or should the fire alarm contractor work on code adjustments?

Answer: The Contractor is required to provide a system that meets all codes and standards.

30. Question: Fire Alarm: Should the fire alarm contractor design a standalone system for each building, or should they consider a networked system connecting both of them?

Answer: They are to be separate.

ADDENDUM #6 ITB S-63500-00013826 8

31. Question: At the customer service area of the Phase 1 there are 2 pass thru windows and a fixed window. These are not on any schedules and we are not sure what products they would like here along with sizes.

Answer: Please see details on Sheet A9.70.

32. Question: Interior Window Types IW-01 and IW-02 are what material? Storefront, Hollow metal, Wood?

Answer: These are frameless windows.

33. Question: At the Phase 2 building the door and window schedules appear to be missing. Can we get a door schedule and the size and makeup of the 6 windows?

Answer: The various schedules were provided in the updated drawings as part of Addendum 4.

34. Question: Fire Alarm The new shop building is not provided with markup. Where should the notification devices be mounted in there?

Answer: Mount the devices above the exit man doors on the North and South walls of the shop.

35. Question: Can you inquire on the depth of dimensional letter? It's called out as fabricated stainless steel, but does not specify the depth.

Answer: Answered in Addendum 5.

36. Question: Correction of Question from Addendum 5: Per 012200 (1.3)(A) - Alt 1 implies a deduct for a bidder designed aluminum trellis in lieu of a premanufactured trellis. But, there is no specification in the base bid to price the pre-manufactured trellis for a deduct. Please Clarify.

Answer: The manufacturers for this trellis have been addressed in a previous addendum. The bidder shall provide for a bidder designed pre-manufactured trellis, with an alternate for the removal of that scope from the project.

37. Question: Correction of Question in Addendum 5: There is no specification for closers, hinges, or kickplates. Please clarify.

Answer: Closers, hinges, and kickplates are specified as part of the door hardware schedule in specification section 08 71 00 HARDWARE, 3.7 SCHEDULE.

38. Question: Addendum 5 Question 29, Will you allow MC Cable for wiring? The answer is No, MC cable for wiring will not be allowed, however, in spec section 26 05 19 2.3 Metal clad cable, Type MC cable is listed as an option, further in the installation part of this section 'cable' is mentioned several places. Are they sure that this is 'Not Allowed'? With it in the spec I don't believe it can be eliminated as a wiring method option. They should have removed from the spec or add language that limits its use (as an exampled: MC cable may be used where flexibility is require or within finished cavities of the wall but conduitl raceway should be used for all 'Homeruns'.) Could you have the answer to the question in addenda 5 clarified

Answer: While the specification provides information for MC cable, that does not necessarily mean it will be used in the project. The specifications are generalized for project use and the project plans and clarifications provided during the bidding process will clarify which products are to be used. In this case, the project will need to use conduit and not MC cable.

39. Question: Oregon BDC: I spoke with Katherine (below) at the State of Oregon BDC. As of October

1, 2025, the state handles the structural permit and fire/life safety review. When I spoke with them on the phone, they implied that they did not know the project was going on. Has the FWS been in contact with them? The plan review can take up to two months once it's submitted, assuming there are no major comments.

Answer: ODFW has not been in contact with the Building Codes Division. This responsibility falls to the Contractor for the project as outlined in the contract documents.

40. Question: Pacific Power: Likewise, I spoke with the utility company, and they have not received an order to begin the plan review for the new electrical service. Is this going to be submitted soon? We’re unable to get a service hook-up cost without their review being done; this is something that the property owner will need to do. Maybe this is something that was planned to be accounted for after the project was awarded?

Answer: It is the responsibility of the Contractor to acquire all services like this for the project. While

Pacific Power has expressed it is needed by the property owner, the Contractor is required to put together all necessary paperwork for ODFW to make this request once the project begins.

41. Question: For the Metal Panel Siding; the drawings state that the panels are to be a wood look aluminum panel and call out spec # 074616, however that section does not exist in the spec book. The metal panel section in the book (074213) calls for 24ga steel in either Taylor Metals or ASC and standard color. Could you please clarify product and panel type/color?

Answer: Specification 07 46 16 is called out in Attachment C-1 PLANS and is contained in

Attachment B-1 SPECIFICATIONS. Attachment B-1 Specifications is for the base bid Office building and should be reviewed in conjunction with Attachment C-1 Plans for the base bid Office building. Similarly Attachment B-2 Specifications Bid Alt 3 and 4 Shop building should be reviewed in conjunction with Attachment C-2 Plans Bid Alt 3 and 4 Shop Building. Specification 07 42 13 is in Attachment B-2 for the Shop building and does not apply to the Base Bid for the Office.

42. Question: Would you substitute 28years experience for the BICSI staff certification?

Answer: There are no substitutions being accepted. The BICSI certification is required.

43. Question: Can you verify the parts list to be installed on the data racks?

Answer: All active network equipment shall be provided by ODFW.
