About this file
This document is Addendum #4 for Invitation to Bid (ITB) S-63500-00013826 for the John Day Watershed District Office Improvement project, issued by Oregon Department of Fish and Wildlife (ODFW). The addendum modifies the original bid documents, updating specifications for the John Day Watershed District Office Improvement and New Shop Building. The bid closing date is now October 30, 2025, at 2:00 PM PT, with prospective bidders having until October 21, 2025, to submit written questions or protests. The addendum includes multiple specification changes across various sections, such as suspended wood ceilings, metal fabrications, masonry accessories, acoustic wall panels, and aluminum siding.
The addendum addresses numerous technical clarifications and substitution requests from potential bidders, including approvals and rejections of alternate materials and manufacturers. Key modifications include changes to ceiling grid specifications, addition of a premanufactured aluminum trellis, integral water repellent requirements for masonry, and updates to acoustic wall panel dimensions. The document also introduces the possibility of blasting for rock excavation and provides clarifications on window specifications, door manufacturers, and metal roof panel systems. Some substitution requests were approved (such as AL13 Plank Cladding System and Taylor Metal Products panels), while others were rejected due to not meeting specified requirements.

QUESTIONS AND ANSWERS:
Following are questions asked during the Mandatory pre-bid conference held on September 23, 2025 and received by Bidders and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications or requirements of the ITB.
1. Question: Per a conversation with a subcontractor about the wood ceiling units. They have noticed that the grid is called out for 15/16th but the panel number (6733F51L4T9) calls out 9/16th thickness. He has concerns about the functionality of the varying thicknesses and has asked if the panel number was intended to be a 15/16th thickness to match the grid.
Answer: The grid thickness should be compatible and match the panel specified. Please see addendum section for more information.
2. Question: Per alternate 1, the base bid for the patio trellis is proposed to be a premanufactured item.
Will this be owner furnished contractor installed or will information on approved manufacturers come out in an addendum?
Answer: Bid Alternate 1 indicates that the trellis is to be delegated design by the contractor. Please provide design and engineering for the system. Please see addendum section for more information.
3. Question: The louver spec calls out a louver from construction specialties making me assume that there are architectural louvers on the project. The only louvers I am seeing are for mechanical exhaust on the east and south exterior per the mechanical schedule and are called out to be from Greenheck. Can you please advise?
Answer: Specification 08 91 00 refers to the same louvers as the mechanical exhaust on the east and south exterior. Please see addendum section for more information.
4. Question: Bid Alt 3 - No Finish Schedule.
Answer: A finish schedule has been added. Please see the addendum section for more information.
5. Question: Details 8,9,10/S3.10 shows to refer to detail 3/S3.10 which should be 4/S3.10.
Answer: Details 8, 9, 10/S3.10 reference detail 3/S4.10, which is the correct reference for anchor bolt spacing, specified in the stud wall construction table. Detail 4/S4.10 is then referenced via note #3 in table 3/S4.10.
6. Question: Foundation and footing sizes are not shown for Monument sign A and B.
Answer: Monument sign is to be used as basis of design. Complete signage design and foundation shall be delegated and designed by signage vendor.
7. Question: Light pole base E/E901 no dimensions given.
Answer: Note on 3/E901 indicates structural design of pole base to be deferred design by
Contractor.
8. Question: Note on page CB-300 regarding fire sprinkler water supply: "See Plumbing Plans for Connection to Building." Plumbing plan does not provide additional detail of sweep or underslab elbow.
Answer: Reference detail C4/P7.00 for standard Water Entry Pipe Detail.
9. Question: City of Pendleton has development code requirement for bike racks. None are evident in spec or on the architectural site plan.
Answer: Please reference Landscape Layout Plan on L1.10.
10. Question: Exterior Wall Type E6W1 specifies water repellent as Typ.The only mention of water repellent in specification is located 04 20 00 - 2.4 (G) as a mortor and grout material and without specific manufacturer. Is the water repellent intended as a spray apply? Is it also to be applied at monument signs? Please specify.
Answer: Provide integral water repellent for all exposed units. See addendum section for more information.
11. Question: Please provide detail of gate construction.
Answer: Gate size noted on architectural door schedule, reference details C6 and E6 on A1.20.
The rest of the gate shall be designed as part of the chainlink fence scope. Please provide shop drawings per specification section 32 31 14 Item 1.2.A.
12. Question: Specification section 01 40 00 Quality Control section 1.4 is in direct conflict with Oregon
Structural Specialty Code (OSSC) 1703.1.1 – where the approved third party inspection agency is to be objective to the contractor responsible for the work.
Answer: At this time all Contractor’s are to assume they are fully responsible for all inspection and special inspections for the project as outlined in the Contract Documents. ODFW will consult with local jurisdictions and the Building Codes Division to find clarification on the OSSC requirements.
13. Question: Looking through the specs and drawings there is a discrepancy between the acoustical wall panel height. Drawings call for 4’x9’, specs call for 4’x8’. Can you please advise on which panel size is required?
Answer: The Zintra panels specified are 4 foot x 9 foot x 1/2 inch. Please see the addendum section for more information.
14. Question: Would it be acceptable for classified rock excavation to be accomplished by blasting?
ADDENDUM #4 ITB S-63500-00013826 6
Answer: The possibility of blasting has been added to the project. Please see the addendum section for additional information.
15. Question: Reviewing the Geo Tech report, the test pits hit full refusal at 3.5’, the understanding is that the subgrade is more or less solid basalt. The spec prohibits explosions in the site demo and the trenching and earthwork spec, would you consider allowing excavators to drill and blast, especially for trenching?
Answer: The possibility of blasting has been added to the project. Please see the addendum section for additional information.
16. Question: Substitution request Proposed: AL13 Plank Cladding System (Aluminum Extruded Plank).
Answer: This substitution has been approved as an equivalent. Please see the addendum section for additional information.
17. Question: Substitution request Proposed: Bellara Steel Siding.
Answer: This substitution request is not approved. The proposed product is deemed not equivalent due to differences in the plank width. Specified product is 6” and proposed product is 5.3”, which would effect spacing of cladding below windows.
18. Question: Substitution request Proposed: Pella Imperva Fiberglass Windows.
Answer: This substitution request is not approved. The proposed product request did not provide:
Equivalent finish has not been provided/indicated; Equivalent glazing method and thermal resistance (U-Value) have not been indicated; and No provisions for bird proof glazing have been provided.
