GENERAL REQUIREMENTS
1.1 SAFETY REQUIREMENTS
Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Project 501-19-100, Replace
Roofs on Campus as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the
NMVAHCS Engineering Department, Contract Officer Representative (COR).
C. Offices of Armstrong Group Inc., as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
D. Not used
E. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.3 STATEMENT OF BID ITEM(S)
A. MAIN BID ITEM: Includes all buildings (1,8,11,14,39,45 & 46) as depicted within the drawings and specifications.
B. CONTRACTING LINE ITEM 1(CLIN # 1), GENERAL CONSTRUCTION, BUILDING 1:
Work includes general construction, alterations, Re-roofing necessary removal of existing structures and construction and certain other items. Scope as listed in narrative below and in coordination with drawings and specifications.

Building #1:
1. Roof areas will be torn off to the existing roof deck.
2. All metal base flashings, penetration pockets, penetration and copings will be removed.
1. All asbestos containing materials requiring abatement will be identified through verified testing in accordance with Specification Section 02 82 13.21
ASBESTOS ROOFING ABATEMENT SPECIFICATIONS requirements and project ACM Reports.
Required abatement will follow all guidelines and regulations. Base counter flashings that contain lead shall be tested and will need to be removed and disposed of properly. Old wood doors and frames needing removal and replacement will need to be lead tested.
2. Proposed exterior building modifications regarding door replacement and installation of new overflow canals
3. Proposed exterior building modifications regarding door replacement and installation of new overflow canals will be submitted to SHPO for historical approval.
4. New fully adhered minimum 80 mil TPO roofing system will be installed. The proposed assembly is as follows:
1) 80 mil fleece back TPO membrane to be fully adhered with bonding adhesive to the cover board
2) ½” HD cover board to be foam adhered with manufacturer approved and uplift tested foam adhesive to insulation
3) New polyisocyanurate insulation in minimum 2 layers with R-20 insulation is to be foam adhered to vapor barrier (R20 included - RFI submitted to clarify but not yet responded).
4) Existing concrete deck is to be primed and new peel and stick vapor barrier is to be installed.
5) Foam adhesive is to be installed to meet FM 1-75 patterns.
5. Existing deteriorated doors assemblies will be replaced with new fire rated energy efficient doors and frames. Additionally, where new roof heights and raised thresholds are required, existing doors and frames will need to be replaced or modified to accommodate new heights. Existing ramps will be re-used where applicable, and new interior/exterior ramps will be provided at all egress door locations that need raising because of low thresholds and high thresholds.
6. New crickets providing positive slope and drainage will be installed and water tested to insure positive drainage. They will be built to 3 to 1 ratio and be a minimum ¼” greater than the slope of the roof.

7. New flashings will be provided at all vent pipe, electrical pipe and gas penetrations.
8. All existing to remain HVAC mechanical equipment will be identified on plans and new knee curbs and curb flashing will be required.
9. Roof drains will be replaced. New drain inserts with metal coated flanges that are acceptable and warranted in the roofing system are an alternative.
10. New pipe supports will be provided at all surface run gas lines and electrical conduits.
11. New coated metal scupper liners will be installed.
12. Existing lightning protection system to be removed. New lightning system per most current codes and complying with UL96 by a certified, licensed lightning protection professional. Contractor is responsible for lightning protection system inspection and certification.
13. New metal edge will be provided at applicable roof conditions.
14. Existing vent boxes will be wrapped completely in roofing membrane and metal edge detail will be installed.
15. New two-piece counterflashing will be installed.
16. New divider wall will be installed at specified location on plans.
17. Existing capped duct will be removed, and opening will be infilled.
18. New flashings will be provided at chain link egress enclosure. New walk pads will be provided along entirety of enclosure path and 2 rows width at roof entrance and on the working side of the units.
19. New coated metal overflow canales will be proposed to meet code overflow requirements, with SHPO approval.
C. CONTRACTING LINE ITEM 2(CLIN # 2), GENERAL CONSTRUCTION, BUILDING 8: Work includes general construction, alterations, Re-roofing necessary removal of existing structures and construction and certain other items. Scope as listed in narrative below and in coordination with drawings and specifications.
Building #8:
1. Roof areas will be torn off to the existing concrete deck. All metal base flashings, penetration pockets, penetration and copings will be removed. Existing wood canals will need to be removed and replaced.
2. Existing ductwork that has been foamed in will be replaced in kind, with new insulated aluminum skin jacket.
3. All asbestos containing materials requiring abatement will be identified through verified testing in accordance with Specification Section 02 82 13.21

Parapet flashings and HVAC penetrations containing lead will need to be removed and disposed of properly. that have lead and asbestos will need to be removed and disposed of properly.
2. Proposed exterior building modifications regarding door replacement and installation of new overflow canals will be submitted to SHPO for historical approval.
4. New fully adhered minimum 80 mil TPO roofing system will be installed. The proposed assembly is as follows:
Roof Area A:

13. New walk pads will be provided with 2 rows width at roof entrance and on the working side of the units.
14. New splash blocks at all canals.
15. Installation of new duct supports.
16. Installation of new roof access ladder.
17. New two-piece counterflashing will be installed.
D. CONTRACTING LINE ITEM 3(CLIN # 3), GENERAL CONSTRUCTION, BUILDING 11: Work of existing structures and construction and certain other items. Scope as listed in narrative below and in coordination with drawings and specifications.
Building #11:
1. Roof areas will be torn off to the existing deck. All metal base flashings, penetration pockets, penetration and copings will be removed. West side wood door, side lites and frame needs removal and replacement. Indicated mechanical equipment will be removed and roof opening infilled.
2. All asbestos containing materials requiring abatement will be identified through verified testing in accordance with Specification Section 02 82 13.21

Reports. Required abatement will follow all guidelines and regulations.
Parapet flashings and roof penetrations that have asbestos and lead and asbestos will need to be removed and disposed of properly. Proposed exterior building modifications regarding door replacement and installation of new overflow canals will be submitted to SHPO for historical approval.
3. New fully adhered minimum 80 mil TPO roofing system will be installed. The

Roof Area A, C, D, E, F, G:
1) 80 mil fleece back TPO membrane to be fully adhered with bonding adhesive to the coverboard
2) ½” HD coverboard to be foam adhered with manufacturer approved and uplift tested foam adhesive to insulation
3) New polyisocyanurate insulation in minimum 2 layers with R-30 insulation is to be foam adhered to vapor barrier
4) Existing concrete deck is to be primed and new peel and stick vapor barrier is to be installed.
5) Foam adhesive is to be installed to meet FM 1-75 patterns.
Roof Area B:
1) 80 mil fleece back TPO membrane to be fully adhered with bonding adhesive to the coverboard
2) ½” HD coverboard to be foam adhered with manufacturer approved and uplift tested foam adhesive to insulation
3) New polyisocyanurate insulation in minimum 2 layers with R-30 insulation is to be foam adhered to vapor barrier
4) Vapor barrier is to be foam adhered to new ½” plywood decking that is fastened to existing wood deck to meet FM 1-75 patterns with plates and fasteners.
5) Both foam adhesive and fasteners are to be installed to meet FM 1-75 patterns.
6) Existing deteriorated door assembly on west side of building will be replaced with new energy efficient doors and frames, contingent on SHPO approval. Raised threshold is required with new interior/exterior ramps provided at egress door location.
7)New crickets providing positive slope and drainage will be installed and water tested to insure positive drainage. They will be built to 3 to 1 ratio and be a minimum ¼” greater than the slope of the roof.
8) New flashings will be provided at all vent pipe, electrical pipe and gas penetrations.
9) All existing to remain HVAC mechanical equipment will be identified on plans and new knee curbs and curb flashing will be required. Curb heights may be raised to meet proper flashing requirements.
10)Roof drains will be replaced. New drain inserts with metal coated flanges that are acceptable and warranted in the roofing system are an alternative.
11)New pipe supports will be provided at all surface run gas lines and

12) New coated metal scupper liners will be installed.
13) Existing lightning protection system to be removed. New lightning system per most current codes and complying with UL96 by a certified, licensed lightning protection professional. Contractor is responsible for lightning protection system inspection and certification.
14) Existing vent boxes will be wrapped completely in roofing membrane and metal edge detail will be installed.
15) New two-piece counterflashing will be installed.
16) Provide new access ladder.
17) Existing capped duct will be removed and opening will be infilled.
18) New walk pads will be provided with 2 rows width at roof entrance and on the working side of the units.
19) New coated metal overflow canale will be proposed to meet code requirements, with SHPO approval.
E. CONTRACTING LINE ITEM 4(CLIN # 4), GENERAL CONSTRUCTION, BUILDING 14: Work of existing structures and construction and certain other items. Scope as listed in narrative below and in coordination with drawings and specifications.
Building #14:
1. Roof areas will be torn off to the existing deck. All metal base flashings, penetration pockets, penetration and copings will be removed. All existing duct, roof top unit and electrical & gas connections will need to be removed and replaced. Coordination is ongoing with Mechanical.
2. All asbestos containing materials requiring abatement will be identified through verified testing in accordance with Specification Section 02 82
13.21 ASBESTOS ROOFING ABATEMENT SPECIFICATIONS requirements and project ACM
Reports. Required abatement will follow all guidelines and regulations.
Parapet flashings and roof penetrations that have asbestos and lead and asbestos will need to be removed and disposed of properly. Asbestos and lead tested present in Parapet flashings and Built-Up roofing will need to be removed and disposed of properly.
3. New fully adhered minimum 80 mil TPO roofing system will be installed. The proposed assembly is as follows:
to the coverboard.

2) ½” HD coverboard to be foam adhered with manufacturer approved and uplift tested foam adhesive to insulation.
3) New 1/8” per foot tapered polyisocyanurate insulation with a minimum 1 ½” start with an average R-30 insulation, first layer of insulation is to be mechanically fastened to new primed and installed vapor barrier, all remaining insulation layers to be foam adhered.
4) Vapor barrier is to be foam adhered to new ½” plywood decking that is fastened to existing wood deck to meet FM 1-75 patterns with plates and fasteners.
5) Both foam adhesive and fasteners are to be installed to meet FM 1-75 patterns.
4. New crickets providing positive slope and drainage will be installed and water tested to insure positive drainage. They will be built to 3 to 1 ratio and be a minimum ¼” greater than the slope of the roof.
5. New flashings will be provided at all vent pipe, electrical pipe and gas penetrations.
6. All existing to remain HVAC mechanical equipment will be identified on plans and new knee curbs and curb flashing will be required.
7. Existing wood canals to be removed and new coated metal lined wood canals to match existing will be provided.
8. New pipe supports will be provided at all surface run gas lines and electrical conduits.
9. Existing lightning protection system to be removed. New lightning system per most current codes and complying with UL96 by a certified, licensed lightning protection professional. Contractor is responsible for lightning protection system inspection and certification.
10. New flashing at existing duct penetrations.
11. Installation of new duct supports.
12. New walk pads will be provided with 2 rows width at roof entrance and on the working side of the units.
13. Installation of new duct penetration flashings.
14. New two-piece counterflashing will be installed.
15. Remove all existing HVAC see new mechanical drawings and associated details added.

Building #39:

4) There should be no penetration of ceiling below.

G. CONTRACTING LINE ITEM 6(CLIN # 6), GENERAL CONSTRUCTION, BUILDING 45: Work of existing structures and construction and certain other items. Scope as listed in narrative below and in coordination with drawings and specifications.
Building #45:
1. Roof areas will be torn off to the existing deck. All metal base flashings, penetration pockets, penetration and copings will be removed.
EIFS/Stucco to be removed on top and inside of parapet wall. All concrete paver walkways to be removed.
2. Existing PV system to be completely removed, including all panels, controls and conduit. System to be reinstalled after new roofing is completed. The system needs to be re-installed so that owner current baseline

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.
1.5 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:

1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.
2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B. Security Procedures:
1. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.
2. Before starting work the General Contractor shall give one week’s notice to the Contracting Officer so that security escort arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.
3. No photography of VA premises is allowed without written permission of the Contracting Officer.
4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer.
C. Guards
1. Not Used.
2. Not Used.
3. Not used.
D. Key Control:
1. The General Contractor shall provide duplicate keys and lock combinations to the Contracting officers representative
(COR)Resident Engineer COR for the purpose of security inspections of every area of project including tool boxes and parked machines and take any emergency action.

2. The General Contractor shall turn over all permanent lock cylinders to the VA locksmith for permanent installation. See Section 08 71
00, DOOR HARDWARE and coordinate.
E. Document Control:
1. Before starting any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of
“sensitive information”.
2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”.
Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the Contracting Officer upon request.
4. These security documents shall not be removed or transmitted from the project site without the written approval of Contracting
Officer.
5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.
6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.
7. All electronic information shall be stored in specified location following VA standards and procedures using an Engineering Document
Management Software (EDMS).
a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the
EDMS system.
b. “Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.

F. Motor Vehicle Restrictions
1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.
2. A limited number of permits shall be issued for General Contractor and its employees for parking in designated areas only.
1.6 OPERATIONS AND STORAGE AREAS
A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the
Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the
Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the
Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the Contracting
Officer, the buildings and utilities may be abandoned and need not be removed.
C. The Contractor shall, under regulations prescribed by the Contracting
Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting
Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The
Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
D. Working space and space available for storing materials shall be as shown on the drawings.

E. Workers are subject to rules of Medical Center applicable to their conduct. Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times.
F. Execute work so as to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of
Veterans Affairs in quantities sufficient for not more than two work days. Provide unobstructed access to Medical Center areas required to remain in operation.
3. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements.
G. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by Resident Engineer COR. All such actions shall be coordinated with the COR or Utility Company involved:
1. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.

H. Phasing:
The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur.
It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:
To ensure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR 30 calendar days in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to Medical Center Director, COR and Contractor, as follows:
a. VA will allow up to two building roofs to be worked on at the same time. The phasing shall not include Bldg. 1, Bldg.
45 and Bldg. 46 to be worked at any point in time within the schedule of work. While working on any one of these buildings, only one of Buildings 8, 11, 14 or 39 can be worked on conjunction with Bldgs. 1, 45 or 46. Phasing can include for example Bldg. 1 along with Bldg. 14. Once Bldg.
14 is complete, Bldg. 11 then Bldg. 8 etc. Or phasing can include for example Bldg. 45 along with Bldg. 11. Once Bldg.
11 is complete, Bldg. 39 then Bldg. 8 etc.
b. A phasing Plan will be submitted to the COR for approval prior to the start of any work. In addition, the phasing plan shall be submitted with a site plan showing the rerouting of pedestrian and vehicular traffic that my require closing or restricting access to such access to building exits, parking lots, roads, and sidewalks. All in coordination with staging areas and equipment such as cranes, articulating dooms, forklifts etc.

2. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical
Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment.
These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc to facilitate patient and staff access. Coordinate alteration work in areas occupied by
Department of Veterans Affairs so that Medical Center operations will continue during the construction period.
3. Immediate areas of alterations mentioned in preceding
Subparagraph G will be temporarily vacated while alterations are performed. Only Building 14 occupants will be vacated while work is being conducted. Contractor shall include covering all equipment, furniture and accessories with plastic within the building while roofing work is being conducted.
I. Construction Fence: Before construction operations begin, Contractor shall provide a chain link construction fence, 2.1m (seven feet) minimum height, around the construction area indicated on the drawings. Provide gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum 375mm (15 inches). Bottom of fences shall extend to 25mm (one inch) above grade. Remove the fence when directed by Resident Engineer COR.
J. When a building and/or construction site is turned over to
Contractor, Contractor shall accept entire responsibility including upkeep and maintenance therefore:
1. Contractor shall maintain a minimum temperature of 4 degrees C
(40 degrees F) at all times, except as otherwise specified.
2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm
01 00 00 -21 equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans
Affairs or municipal) whichever will be required to respond to an alarm from Contractor's employee or watchman.
K. Utilities Services: Maintain existing utility services for Medical
Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services.
Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by Resident Engineer COR.
1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of Resident Engineer COR.
Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the Medical Center Director’s prior knowledge and written approval. Refer to specification Sections
26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS for additional requirements.
2. Contractor shall submit a request to interrupt any such services to
Resident Engineer COR, in writing, 7 days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical Center. Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.
4. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the Resident Engineer COR.

5. In case of a contract construction emergency, service will be interrupted on approval of Resident Engineer COR. Such approval will be confirmed in writing as soon as practical.
6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
L. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, which are to be abandoned but are not required to be entirely removed, shall be sealed, capped or plugged at the main, branch or panel they originate from. The lines shall not be capped in finished areas, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or partitions; so that they are completely behind the finished surfaces.
M. To minimize interference of construction activities with flow of
Medical Center traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Wherever excavation for new utility lines cross existing roads, at least one lane must be open to traffic at all times with approval.
2. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the Resident
Engineer COR.
N. Coordinate the work for this contract with other construction operations as directed by Resident Engineer COR. This includes the scheduling of traffic and the use of roadways, as specified in
Article, USE OF ROADWAYS.
O. Cleaning up shall include the removal of all equipment, tools, materials and debris and leaving the areas in a clean, neat condition.
