13. Keynote 1 for Bldg. 46 calls out for new ½” FR Plywood mechanically attached to metal decking prior to installation of the new TPO roofing and insulation per Detail C2/A101. The FR plywood is also listed in Section 07 54-23, Page 15 under D. Job Requirements, Item A. New Roof Assembly, Sub-Item’s 5 and 7D. As this is an atypical installation, is the plywood to be installed over the entire metal deck and if so, do we install with a standard fastening pattern of 6” – 8” at perimeter of plywood sheet and secure every 16” or 24” o.c. with a row of screws fastened 6”-8” o.c. into underlying steel deck? The alternative is to treat the sheets of plywood as a layer of insulation and secure to meet the recommended fastening pattern. Will clips be required where the plywood seams are not supported completely by the metal decking? Note most single ply roofing manufacturer’s do not address plywood over steel decking. Thank you.

Response: Keynote 1 for Bldg. 46 lists ½” FR plywood in error. Drawing sheet keynote and specifications have been revised to remove reference. Drawing sheet A101 for Bldg 46 has been revised and reissued in this addendum.

14. Please provide a complete hazardous materials survey for this project that included asbestos and lead abatement quantities and locations.

Response: See Response to Question 12 for reference to answer.

15. Would like to see if we can schedule a couple of days to inspect all roof levels. Many of the existing roofs appear to hold a lot of water and may require additional tapered insulation. we would like the opportunity to spike the various roofs for depths both at low and high points. We will also have levels to determine the existing slope. All locations of spike’s will be cleaned and repaired before we leave site. I am not sure if we set this up through you or try to d so directly with the VA engineering department.

Response: Contracting Officer will schedule one day for additional site visit, but no destructive testing will be allowed. Any potential differing site conditions will be addressed during contract performance.

16. We would like to request a 2nd site visit to be scheduled to allow all interested roofing contractors to attend and be allowed to spike the various roofs for depths both at low and high points, as well as determine the existing slope. All locations of spike’s will be cleaned and repaired before we leave site.

Response: See Response to Question 15 for reference to answer.

17. A formal site visit is requested in lieu of independent scheduling with the engineering dept so that all contractors have the opportunity to witness the sampling. This is critical as the specification is clear that no additional remuneration will be provided for items that could have been ascertained prior bid (reference General Notes 6 and 18). Please allow sufficient time from the 2nd site visit for contractors to process this information before the bid due date.

Response: See Response to Question 15 for reference to answer.

18. Are As-Builts available to confirm existing slope in roof structures for all 7 buildings? Please provide as built plans.

Response: No as-builts are available.

Solicitation 36C26223B0007 Replace Roofs on Campus, ABQ Page 4 of 10

22. Section 07 54 34, Page 11, 2.5 Membrane Accessory Materials, Item A calls out 60 mil flashing thickness.

Section 07 54 23, Page 15, D. Job Requirements, A. New Roof Assembly, Item 2 calls out 80 mil baseflashing thickness. Which is the correct requirement?

Response: 60 mil flashing thickness is required. Specification sections 07 54 23 (All Building) have been revised and reissued in this addendum.

23. A review of Section 01 00 00 appears to indicate that Buildings 1, 8, 11, and 14 are to receive an 80 mil Fleeceback roofing membrane while Buildings 39, 45, and 46 are to receive an 80 mil standard/bareback membrane. Please confirm which requirement is correct as this will affect cost.

Response: All buildings will require 80 mil fleeceback roofing membrane. Specification section 01 00 00 has been revised and reissued in this addendum.

24. Is the specified 80 mil membrane to be a “minimum” 80 mils thick or a “nominal” 80 mils thick?

Response: Nominal 80 mils thick.

25. Section 01 00 00 references the use of Rhino Bond plates for Buildings 39, 45, and 46. Are Buildings 39, 45, and 46 to receive a Rhino-Bond, mechanically-fastened roof assembly?

Response: There is no induction welding on this job. Reference to Rhino Bond plates should be eliminated. Specification section 01 00 00 has been revised and reissued in this addendum.

26. Are the existing skylights at Building 46 to be reused or replaced with new? If new, please provide a specification section for the skylights.

Response: Existing skylights are to remain, except for those indicated for removal per Demo Keynote J, sheet AD101. Existing skylight curbs are to be raised, as required, to meet 12” height requirement.

27. If existing skylights are to be reused, can the name of the original skylight manufacturer be provided as they may already have a curb designed to fit that lens?

Response: No manufacturer can be provided.

Solicitation 36C26223B0007 Replace Roofs on Campus, ABQ Page 5 of 10

28. Specifications call for existing roof drains to be replaced with an option for installing new, TPO coated drain inserts. Drain inserts reduce the size of existing drain openings and in certain conditions reduce the ability of the existing drain assembly to quickly and adequately remove water from the roof area. As many of the roof drains at the historic buildings appear to be fairly small, is there a break point at which the use of drain inserts is recommended, ie: 4” and larger drain lines are acceptable for installation of a drain insert while lines under 4” in diameter would need to be replaced?

Response: Yes, 4” break point, as described above, is acceptable.

29. Demolition Keynotes indicate that metal roof decks are to be scoured with a wire brush to remove rust and coated with a rust inhibitive primer. Are we to include cost to scour and prime the “entire” roof deck, or is there a percentage of deck area to include with a unit cost option for additional area’s? if the entire deck is treated it will add substantial cost to the project.

Response: Entire roof deck is required.

30. Are new overflow scuppers to match the dimensions of the existing overflow scuppers through the parapet walls?

Response: Yes

31. If the combination of increased roof insulation and tapered insulation crickets exceeds the height of the existing overflow scupper, do we abandon the original scupper and core in a new one? This primarily occurs at Building 1, Roof E where the overflows are located between the two roof drains.

Response: Yes

32. Does the east entry canopy of Bldg. 14 require an average R-30 tapered insulation as it is not over conditioned space? The additional insulation thickness may push the TPO flashings up into the existing “vigas”.

Response: Canopy Roof Area C does not need tapered insulation.

33. Davis Bacon Wage Decision does not have a “Roofer” wage rate posted. Can one be provided by the DOL prior to bid date?

Response: Contractors are responsible for determining the appropriate staffing necessary to perform the contract as well as complying with the minimum wage and benefits required for each classification performing work on the contract. Contractors shall select and apply the comparable “skilled” classification from the existing wage rate provided in the solicitation.

34. Are the replacement canales for the historical buildings 1, 8, 11, and 14 intended to have the same look/design? Currently they are mostly 20” long, 4” wide, and 4” tall with some variation of a box design versus a ½ moon traditional curve.

Response: Yes, The Canales should have the same look for historical purposes and submitted to

NM SHPO

35. Sheet G001 does not list all of the plans in the set. Please provide a revised coversheet plan that lists all of the plan sheets.

Response: Each building has a coversheet G001 listing all included sheets for each building set.

Solicitation 36C26223B0007 Replace Roofs on Campus, ABQ Page 6 of 10

36. We need as builts for the power one line and panel schedules for all buildings to determine where to do our lockout tagout.

Response: It is the Contractor’s responsibility to field verify all existing conditions. An additional site visit opportunity has been scheduled. Refer to Amendment 0001 36C26223B0007.

37. General sheet note 4 on plan AD101 says the contractor is to support pipes 2” and smaller at the spacings listed. Is the VA asking for the contractor verify ALL existing piping a and to re-support the piping as part of this project? It is not possible to do an extensive survey of this scope prior to bidding. Please provide a quantity of pipe supports to be used as an allowance for bidding purposes.

Response: This general note applies to all piping supports on roofs to be replaced. It is the Contractor’s responsibility to field verify all existing conditions.

38. Will workers be allowed access/egress to the roof areas from inside the buildings?

Response: Only through existing stairwells and roof hatches with frequency approved by COR.

39. Will temporary heating or cooling be required as part of this project?

Response: Yes, for occupied buildings that require removal of any portion of HVAC System.

40. Please confirm that the general contractor is only responsible for a 1 year warranty and that any other roofing warranties listed in this solicitation will be the responsibility of the manufacturer.

Response: The other roofing warranties are the Contractor’s responsibility to obtain from the roofing manufacturer.

41. General sheet note #20 on plan AD101 states that the contractor is to conduct necessary tests to verify that the HVAC units are functional. This project scope only requires that the curbs be raised.

Please confirm that the existing equipment is functional and that the contractor is not responsible to test or repair any existing HVAC equipment and also that he contractor will only be responsible for equipment repairs in the event that they damage the equipment in the removal and reinstallation scope.

Response: All abandoned/non-working equipment should be inspected, identified and anotated by the Owner in the presence of the contractor. It is the Contractor’s responsibility to repair any damage to equipment that occurs during the removal and reinstallation process to raise curbs and install new roofing membrane.

42. General sheet note #24 on plan AD101 says that the contractor is to provide and inventory of all nonworking and abandoned mechanical equipment, supply lines, damaged tiles, sidewalks and other building components that could be affected by roofing process. All abandoned items shall be removed.

This is a broad requirement. We are unable to know what equipment is abandoned and needs removal for bidding purposes.

Response: All abandoned/non-working equipment will be surveyed annotated by the Owner in the presence of the contractor.
