About this file
This is an instructional attachment outlining the Global Air Transportation and Execution System (GATES) procedures and requirements for the Travel Management Company (TMC) contracted to provide services for United States Forces Korea (USFK). The TMC is required to use GATES to make official air transportation travel arrangements on Patriot Express missions as specified in the contract. GATES access requires personnel to obtain a Common Access Card (CAC) or DoD External Certificate Authority (ECA) certificate, maintain a .mil or .gov email address, and complete a National Agency Check with Inquiries (NACI) or equivalent background investigation. Contractor personnel do not need to be U.S. Citizens, though they must meet these technical and security prerequisites.
The TMC's operational responsibilities include booking reservations, managing passenger and group bookings, and issuing Unique Control Numbers (UCNs) automatically assigned by GATES upon confirmation. The TMC must complete all AMC travel documents in accordance with Defense Travel Regulation (DTR) 4500.9-R, annotate UCNs on four copies of travel orders distributed to the TMC file, the service member, and the Financial Services Office for TDY travelers. The entire Patriot Express process from booking through UCN issuance takes approximately ten minutes. The Contractor must coordinate and schedule GATES training with the local Transportation Office prior to contract start date and remain responsible for installing required software updates. Additional guidance references DTR 4500.9-R Part 1 Chapter 103 and Air Force Instruction (AFI) 24-602V1.

The UCN is annotated on four copies of the travel order in the upper left hand corner and is distributed as follows:

TMC/TMF forwards a copy to the local Financial Services Office for TDY travelers only.
Travelope/Passenger Checklist:
The TMC must brief all travelers concerning applicable flight information at the time tickets are issued.
Patriot Express process:
The process from beginning to end, booking the reservation and issuing the UCN takes about 10 minutes.
Training:
The local Transportation Office (TO) will coordinate GATES training prior to implementation of the contract. The Contractor shall be responsible for coordinating and scheduling GATES training with the Government in sufficient time to ensure personnel are trained prior to contract start date.
