About this file

This is an instructional document for Government Transportation Request (GTR) and Local Payment of Airlines (LOPA) procedures specific to United States Forces Korea (USFK) Travel Management Company (TMC) services. The document provides detailed guidance on the preparation, processing, and distribution of Optional Form 1169 (GTR) and associated billing documentation in accordance with Defense Transportation Regulation (DTR) Appendix L.

The GTR serves as an accountable document used to procure transportation services when centrally billed or individually billed government charge card accounts are not utilized. Key responsibilities are divided between the Traffic Management Office (TMO) and TMC: the TMO issues GTR numbers at the start of travel periods and reconciles ticket listings and supporting documents, while the TMC submits three copies of travel orders, Passenger Name Records (PNRs), completed Standard Form 1113 (Public Voucher for Transportation Charges), and itemized ticket listings at the end of each billing period. The document specifies detailed GTR preparation requirements, including entries for fiscal data, travel period dates, traveler information, dependent details, authorized stopovers, routing information (with city airport codes), carrier codes, and class of service. Distribution of completed documentation follows a three-copy system: the original set goes to the TMO, the second copy to the Comptroller/Finance office with supporting documents, and the third copy to the TMC. The TMO must verify all documents for accuracy, resolve discrepancies with the TMC, and submit certified vouchers to the local finance office for payment processing.
