About this file
This is a Questions and Answers (Q&A) file documenting ten questions received in response to RFQ 47QMCB26R0006 for USFK Travel Management Company (TMC) Services, with answers provided in Amendment 0001 issued July 8, 2026.
The solicitation is a firm-fixed price commercial services acquisition restricted to Korean firms only, in accordance with USFK Regulation 700-19 and the US-ROK Status of Forces Agreement. The current requirement is a recompete of services currently provided under Task Order 47QMCB21F0001 on GSA MAS Contract GS-33F-0027P. Key clarifications in the Q&A address: (1) personnel eligibility and access procedures for Korean-national contractor staff to receive installation passes, DBIDS access, CAC/DoD credentials, ECA certificates, and Foreign Nation tokens as necessary to perform TMC functions, subject to USFK installation-security and background investigation procedures; (2) that only the AMC/Patriot Express GATES system requires CAC protection; (3) VAT pricing treatment, with offerors required to submit transaction fee pricing inclusive of Korean VAT; (4) Government-furnished infrastructure at six USFK locations (Camp Casey, Yongsan/K16, Camp Humphreys, Camp Henry/Walker, Osan, and Kunsan), including workspace, desks, power, Government PC hardware for AMC/PE transactions, government LAN/internet connectivity for AMC/PE transactions, and DSN phone lines, with contractors responsible for commercial internet and phone costs; (5) contractor responsibility for compliance with Republic of Korea labor laws regarding working hours, overtime, night work, holidays, and rest periods for after-hours and surge support; and (6) an increase in oral presentation slide limits to 16 pages to align with required sections.

Questions Received
| Question Number | RFQ Section | Question | Answer | Will the RFQ Change? | Issued as Amendment #? |
| 1 | Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. | These services are currently being provided under Task Order 47QMCB21F0001 on MAS Contract GS-33F-0027P. | No | 1 | |
| 2 | As we work to complete Attachment 1, PNR Validation Worksheet, we are reviewing the technical setup required under PWS 1.8.7 and related clauses concerning Branch/Bridge access to Government entities, including DTMO, the Government-Designated Help Desk, DoD OBT, and Travel Daily Reporting. |
To ensure that we can accurately complete the validation setup and coordinate the required Branch/Bridge access, we respectfully request any Government-side PCC/SID or equivalent routing information that will be required for the PNR validation process, to the extent such information is intended to be provided to offerors for this purpose.
If those identifiers or routing details will instead be provided later as part of the live validation coordination process, we would appreciate confirmation of that as well.
| We are requesting this information only to ensure accurate and timely completion of Attachment 1 and the associated validation process. | PCC(s) necessary to the PNR Validation will be provided to the offering TMCs, once the offerors have sent in their completed PNR Validation forms. | No | 1 |
| 3 | PWS 1.7.3.2.1, U.S.-Citizen Personnel, SOFA / IC-TR Status, and FKAQ Coordination | Korean-firm eligibility, U.S.-citizenship requirement, and SOFA / IC-TR framework |
The solicitation states that eligibility is limited to Korean firms under USFK Regulation 700-19 and the US-ROK SOFA framework. PWS 1.7.3.2.1 appears to require U.S.-citizen personnel for certain CAC-dependent or protected-system duties, including duties at remote sites.
Please clarify how the Government intends this U.S.-citizenship requirement to operate in a procurement that is restricted to Korean firms.
Specifically, if any required contract functions must be performed in Korea by U.S.-citizen contractor personnel, please clarify whether the contract will be designated for SOFA / IC-TR purposes and whether the Contracting Officer / Government will coordinate any required SOFA, FKAQ, Sponsoring Agency, Responsible Officer, installation-access, and personnel-designation process. Alternatively, please confirm whether Korean-national/local-national contractor personnel may perform required TMC functions through applicable USFK installation-pass, DBIDS, CAC/DoD credential, ECA certificate, Foreign Nation token, or other approved access procedures where permitted by the applicable installation-security office and system owner.
| This clarification is needed because the solicitation appears to be limited to Korean firms on the basis that the requirement is performable by Korean contractors, while a mandatory U.S.-citizen contractor staffing requirement for required functions may require a separate SOFA / IC-TR or lawful work-authority analysis. | The Government will permit vetted Korean-national/local-national contractor personnel to receive the limited installation access, sponsorship, CAC/DoD credential access, DBIDS access, ECA certificate, Foreign Nation token, or other system-specific permissions necessary to perform required TMC functions, subject to applicable USFK, installation-security, system-owner, and background-investigation procedures as outlined in PWS 1.7.3.12.4.1 and United States Forces Korea, Regulation 190-7, Military Policy – INSTALLATION ACCESS | ||
| CONTROL (27 September 2017). Korean-national/local-national contractor personnel may perform required TMC functions through applicable USFK installation-pass, DBIDS, CAC/DoD credential, ECA certificate, Foreign Nation token, or other approved access procedures where permitted by the applicable installation-security office and system owner. | No | 1 | |
| 4 | PWS 1.7.3.2.1, U.S.-Citizen Personnel, SOFA / IC-TR Status, and FKAQ Coordination | Contracting Officer responsibility for SOFA / FKAQ coordination |
USFK published guidance indicates that contract-level SOFA designation is requested and coordinated through the Government contracting process and USFK/FKAQ, rather than being independently obtained by the contractor.
| Has the Contracting Officer already coordinated with USFK/FKAQ regarding whether this solicitation requires any contract-level SOFA / IC-TR framework for U.S.-citizen contractor personnel? If not, please clarify how offerors should structure and price staffing for any CAC-dependent, protected-system, or remote-site roles that the Government considers to require U.S.-citizen contractor personnel. | The Government will permit vetted Korean-national/local-national contractor personnel to receive the limited installation access, sponsorship, CAC/DoD credential access, DBIDS access, ECA certificate, Foreign Nation token, or other system-specific permissions necessary to perform required TMC functions, subject to applicable USFK, installation-security, system-owner, and background-investigation procedures as outlined in PWS 1.7.3.12.4.1 and United States Forces Korea, Regulation 190-7, Military Policy – INSTALLATION ACCESS CONTROL (27 September 2017) | No | 1 |
| 5 | PWS 1.7.3.2.1, U.S.-Citizen Personnel, SOFA / IC-TR Status, and FKAQ Coordination | Local-national access model for Korean-firm performance |
Historically, this type of USFK TMC requirement has been performed by Korean-national contractor personnel under a local-national operating model. In addition, Korean-national personnel working under USFK requirements may, where approved, receive access credentials or system permissions necessary to perform daily mission duties.
If the Government does not intend to establish SOFA / IC-TR status for U.S.-citizen contractor personnel under this solicitation, please confirm whether the requiring activity will permit vetted Korean-national/local-national contractor personnel to receive the limited installation access, sponsorship, CAC/DoD credential access, DBIDS access, ECA certificate, Foreign Nation token, or other system-specific permissions necessary to perform required TMC functions, subject to applicable USFK, installation-security, system-owner, and background-investigation procedures.
| If not, please explain the Government’s intended alternative performance model. | The Government will permit vetted Korean-national/local-national contractor personnel to receive the limited installation access, sponsorship, CAC/DoD credential access, DBIDS access, ECA certificate, Foreign Nation token, or other system-specific permissions necessary to perform required TMC functions, subject to applicable USFK, installation-security, system-owner, and background-investigation procedures as outlined in PWS 1.7.3.12.4.1 and United States Forces Korea, Regulation 190-7, Military Policy – INSTALLATION ACCESS | ||
| CONTROL (27 September 2017) | No | 1 | |
| 6 | PWS 1.7.3.2.1, U.S.-Citizen Personnel, SOFA / IC-TR Status, and FKAQ Coordination | Government versus contractor responsibility for protected-system functions |
If the Government intends to strictly apply PWS 1.7.3.2.1 to any CAC-enabled or otherwise protected DoD-system functions associated with DoD OBT, ticketing, reservations, AMC / Patriot Express, GTR / LOPA, CBA/Unit Card reconciliation, reporting, or related remote-site activities, please identify which specific functions require U.S.-citizen contractor personnel.
| If no lawful contractor staffing path is provided for those functions under the Korean-firm structure, does the Government intend to remove those specific functions from the contractor’s on-site workflow and have them performed instead by Government personnel, U.S.-citizen Government staff, or another Government-controlled workflow? | The only CAC protected system is the AMC/PE GATES. CAC security requirements for GATES are outlined in Attachment 9 USFK GATES instruction. | No | 1 |
| 7 | Pricing and Host-Nation Labor Compliance | Pricing treatment of Korean VAT |
To ensure all offerors are bidding on a consistent basis, clarification is requested regarding the intended VAT pricing assumption for Attachment 10.
| Please confirm whether offerors should submit Attachment 10 transaction fee pricing inclusive or exclusive of Korean VAT, and whether the Government anticipates issuing any documentation relevant to VAT treatment for the successful offeror. | Offerors should submit Attachment 10 transaction fee pricing, inclusive of Korean VAT. The U.S. Government does not anticipate issuing any documentation relevant to VAT treatment for the succesful offeror. | No | 1 |
| 8 | Pricing and Host-Nation Labor Compliance | Government-furnished workspace and IT infrastructure |
| Regarding contractor workspace and site infrastructure at Camp Casey, Yongsan/K16, Camp Humphreys, Camp Henry/Walker, Osan, and Kunsan, please clarify whether the Government will provide, at no cost to the contractor, the physical workspace, desks, power, PC hardware, LAN/internet connectivity, government network access where required, and analog/digital phone lines necessary for performance, or whether offerors are expected to price those infrastructure costs into their transaction fees. | The U.S. Government will provide, at no cost to the contractor, the physical workspace, desks, power, Government PC Hardware (For AMC/PE Transactions), Government LAN/Internet Connectivey (for AMC/PE transactions), government network access and analog/digital phone lines (DSN). Offerors are responsible for commercial LAN/Internet Connectivity and commercial analog/digital phone lines necessary for performacne and are expected to price those commercial infrastructure costs into their transaction fees. | No | 1 |
| 9 | Pricing and Host-Nation Labor Compliance | Korean labor-law compliance for after-hours and surge support |
The Republic of Korea imposes mandatory labor-law requirements that may affect staffing for emergency, after-hours, holiday, weekend, or surge support.
| Please confirm that the Government expects contractors to staff and schedule performance in compliance with applicable Korean labor laws, including working-time limits, overtime, night work, holiday work, rest periods, and substitute staffing, when providing emergency, after-hours, or surge support under this solicitation. | The U.S. Government needs to have the RFP requirements met or surpassed. It is the contractor's responsibility to abide by all laws/regulations of the host country. | No | 1 | |||
| 10 | I would like to ask if the oral presentation slide/page limit might be increased to 16 to match the required sections? | Yes, 16 slides/pages are acceptable. The solictiation is updated to reflect the change. Please see the tracked and clean updated versions of the RFP document. | Yes | 1 |
