INTEGRATED SOLID WASTE MANAGEMENT PLAN

ABOUT THIS PLAN
This installation-specific Environmental Management Plan (EMP) is based on the U.S. Air Force’s (AF) standardized Integrated Solid Waste Management (ISWM) Plan template. This Plan is not an exhaustive inventory of all Solid Waste (SW) requirements and practices. Where applicable, external resources, including Air Force Instructions (AFIs); Air Force Manuals, Air Force Playbooks; federal, state, local and Final Governing Standards (FGS); and permit requirements are referenced.
Certain sections of this ISWM Plan begin with standardized, AF-wide “common text” language that addresses AF and Department of Defense (DoD) policy and federal requirements. This common text language is restricted from editing to ensure that it remains standard throughout all plans. The common text language is maintained and updated by the designated Office of Primary Responsibility (OPR) with assistance from the Office of Collateral Responsibility (OCR), as appropriate. Immediately following the AF-wide common text sections are installation sections. The installation sections contain installation-specific content to address state, local, and installation-specific requirements. Installation sections are unrestricted and are maintained and updated by AF environmental Sections and/or installation personnel.
This document is optimized to be accessed and viewed electronically. The eDASH website at https://cs2.eis.af.mil/sites/10040 is the primary communication tool for AF EMPs.

In accordance with (IAW) the Air Force Civil Engineer Center (AFCEC) Environmental (CZ) Business Rule (BR) 08, EMP Review Update and Maintenance, the standard content in this ISWM Plan template is reviewed periodically, updated as appropriate, and approved by the ISWM Subject Matter Expert (SME).
This version of the template is current as of 2023and supersedes the 2022 version.
NOTE: Installations are not required to update their ISWM Plan every time this template is updated.
When an ISWM Plan is due to be updated, installations should refer to the eDASH EMP Repository to ensure they have the most current version.

1.0 OVERVIEW AND SCOPE
This ISWM Plan contains procedures for the management of SW. In lieu of federal, state, or FGS requirements, AFMAN 32-7002 acts as the main driver for the ISWM Plan. The ISWM Playbook serves as supplemental guidance to this Plan.
This Plan addresses the management of SW. SW is defined in 40 Code of Federal Regulations (CFR) 261.2, and includes but is not limited to: Wastes from aircraft originating from overseas, military munitions identified as a SW in 40 CFR 266.202, and industrial SW. This Plan does not address the management of Hazardous Waste (HW) or other non-SW, including universal waste, Polychlorinated Biphenyls (PCBs), asbestos, lead, regulated medical waste, radioactive waste, or mixed waste.
Installation Supplement – Overview and Scope
Travis Air Force Base, 60th Air Mobility Wing (AMW) is home to the largest air mobility organization, a versatile fleet made up of the C-5 Galaxy, C-17 Globemaster III cargo aircraft, and the KC-10 Extender refueling aircraft. The 60th AMW crews can fly support missions anywhere in the world to fulfill its motto of being “America’s First Choice” for providing true Global Reach.
All Travis employees, including contractor operations and partner units, play a role in the Integrated Solid Waste Management (ISWM) Plan and sustaining resources necessary to meet the needs of mission both today and into the future.
Travis AFB is committed to reducing solid waste, identifying and implementing pollution prevention strategies, and conserving natural resources. The mission of the Travis AFB ISWM Plan is to enhance and sustain mission resources by establishing the most cost-effective recycling program possible that reduces waste generation, increases waste diversion, and optimizes cost avoidance. The ISWM Plan provides resource capability for the mission and improves human health and the environment. The municipal solid waste generated at Travis AFB is collected and disposed of through contracted services.
Under a Memorandum of Agreement (MOA) between the City of Fairfield and Solano Garbage Co, a division of Republic Service Group, Solano Garbage provides solid waste and recyclables collection, transportation, processing, and disposal services. The recyclable materials handled by the contractor include: cardboard; mixed paper (i.e., office, colored, newspaper, and magazines); commingled cans, mixed plastics, and glass; scrap metal; organic waste; manure; and scrap wood.
2.0 INSTALLATION PROFILE

3.0 ENVIRONMENTAL MANAGEMENT SYSTEM
The AF environmental program adheres to the Environmental Management System (EMS) framework and its Plan, Do, Check, Act cycle for ensuring mission success. Executive Order (EO) 13693, Planning for Federal Sustainability in the Next Decade, U.S. Department of Defense Instruction (DoDI) 4715.17, Environmental Management Systems, AFI 32-7001, Environmental Management, and International Organization for Standardization (ISO) 14001, Environmental management systems - Requirements with guidance for use, provide guidance on how environmental programs should be established, implemented, and maintained to operate under the EMS framework.
The ISW program employs EMS-based processes to achieve compliance with all legal obligations and current policy drivers, effectively manage associated risks, and instill a culture of continuous improvement.
The ISWM Plan serves as an administrative operational control that defines compliance-related activities and processes.

4.0 GENERAL ROLES AND RESPONSIBILITIES
Detailed information about typical roles and responsibilities are in the ISWM Playbook. Installation-specific roles and responsibilities are described in the table below.

Wing/Installation Commander
The Wing Installation/Commander is primarily responsible for the following duties:
• Ensure compliance with laws governing SW and HW management and proper disposal from all activities on bases.
• Ensure that a HW Management Plan (HWMP) and an Integrated
Solid Waste Management (ISWM) Plan are current, available, and followed by installation personnel. Ensure that appropriate SW and HW management practices are emphasized to all installation personnel through education and training, to include shop level training, as needed.
• Sign all installation SW and HW permit applications or other regulatory binding agreements as required; this authority shall not be delegated.
• Sign, or delegate in writing the authority to sign, HW manifests.
Signature delegation shall remain with active duty and civilian employees only.
• Ensure the proper disposal of all wastes from the installation.
• Ensure that a recycling program or Qualified Recycling Program
(QRP) with a current business plan is implemented. Designate, in writing, a QRP manager who will maintain QRP transactions documentation.
• Ensure that employees handling HW have HW responsibilities reflected in their job descriptions.
• Ensure appropriate use of the standardized Air Force HW system to include tracking of waste generation from shop processes, transfer to central accumulation storage, cost, and turn-in for disposal.
• Review disposition of proceeds from recyclable sales to ensure that proceeds from recyclables sales are utilized in accordance with 10 United States Code (USC) 2577.
• Promote recycling and encourage participation through policy, memos, and presentations.
• Direct internal and external QRP audits from the U.S. Air Force (USAF) Audit Agency.
ESOHC
The Environmental, Safety, and Occupational Health Council (ESOHC) is an executive–level group that is chaired by the Vice Wing Commander and includes Group Commanders and representatives from other associate organizations on base. The ESOHC is the principal environmental oversight and policy-making body. It meets semiannually to review policies and programs that have environmental, safety, or worker safety components. ESOHC reviews and approves updates to this ISWM Plan.
Comptroller Primarily serves as a consultant on the QRP Subcommittee.
EMS Cross Functional Team (CFT)/Pollution Prevention (P2) Subcommittee
Chaired by the 60 MSG/CC or CD and includes representatives from host and tenant organizations. Meetings are open to all installation personnel interested in recycling and solid waste initiatives. The EMS CFT conducts meetings to exchange information and recycling ideas between host and tenant organizations, and provides QRP and solid waste recommendations to the ESOH Council.
ISW Manager
Manages the day-to-day operations of the solid waste program. Ensures that the program is compliant with all applicable federal, state, and Air Force regulations.
ISW Manager Alternate Backs-up the ISW Manager on day-to-day operations of the solid waste program when the ISW Manager is not available.
QRP Manager
The Solid Waste Program Manager/QRP Manager, 60 CES/CEIEC, oversees proper execution of solid waste/recycling programs, including the QRP operation. Responsibility includes ensuring compliance with federal, state, installation, and local guidance.
Specific duties of the QRP Manager include the following:
• Annually review and update the ISWM Plan and secure
ESOHC approval;
• Track QRP disbursements by reviewing the Defense Logistics
Agency Disposition Services (DLA/DS) website to ensure income from scrap metal sales is transferred from the DLA accounting system to the Defense Finance and Accounting Service (DFAS) and subsequently deposited into the Base’s line of accounting, DoD Activity Address Code (DODAAC) number F4427.
• Track and maintain records of diverted commodities’ weights for all QRP activities.
• Provide base personnel and unaccompanied airman dormitory residents with general QRP awareness and education regarding base requirements and procedures.
• Submit semiannual Environmental Quality Data Call reports to Air Force Civil Engineer Center (AFCEC).
• Conduct annual Stage 2 ESOHCAMP assessments. Follow up on Stage 1 ESOHCAMP assessments if customer requests assistance.
Shop and Office Supervisors are responsible for conducting Stage 1 EOHCAMP assessments and reporting discrepancies and non-compliance with regulatory requirements to the Solid Waste Program Manager/QRP Manager.
• Train Unit Environmental Coordinators/Recycling Managers (UECs/RMs) on recycling and waste disposal requirements (shared responsibility with UECs/RMs).
• Coordinate with contracting officers, contractors, and installation personnel in support of all recycling operations and resolving QRP program issues

QRP Subcommittee
The QRP Subcommittee is primarily responsible for the following duties:
• Proposing distribution of funds generated through the sale of recycled material.
• Approve expenses paid using funds from the line of accounting.
Ensure recycling revenues are used in accordance with regulations and AFIs.
Recycling Center Manager Travis AFB does not currently maintain Recycling Center Staff or a Recycling Center Manager
Recycling Center Staff Travis AFB does not currently run a Recycling Center. SW contract is currently implemented to collect and process municipal solid waste (MSW) and recyclable materials
Recycling Monitors
Facility Managers and staff are responsible for managing the recycling within their buildings and/or work centers (shared responsibility with UECs). Specific duties and responsibilities include:
• Work closely with the UEC to ensure all personnel recycle in accordance with procedures in this ISWM Plan to the maximum extent possible.
• Conduct periodic squadron spot inspections to ensure that hazardous materials and recyclables are not disposed of in trash receptacles. Ensure that areas around dumpsters are kept clean (clear of refuse and recyclables).
• Direct all requests for refuse/recycling services relative to dumpster movement to the Contracting Officer Representative
(COR), 60 CES/CEOE.
• Arrange for pick-up of recyclable materials and trash within buildings.

Building/Facility Managers
• Ensure that the SW practices for Travis AFB are followed and implemented in their respective buildings.
• Coordinate with the integrated solid waste (ISW) Manager if guidance is needed for disposal or recycling of unknowns.

Unit Environmental Coordinators (UECs)
Appointed primary and alternate personnel for each host and tenant organization. UECs serve as the recycling monitor for their organization and disseminate recycling, solid waste, and environmental information to unit personnel. The UECs will:
• Serve as the EMS conduit between installation environmental functions and their unit.
• Attend CFT and other working group meetings as requested.
• Advise the work area supervisor on any EMS and environmental policies. Manage and monitor the EMS requirements for the unit.
Provide any information required for installation environmental and sustainability performance measures.
• Participate and support EMS and compliance assessments. Assist with developing corrective actions to address identified findings.

Contracting Officer
Contracting Officer prepares the Refuse and Recycling Contract and ensures requirements are executed. The Contracting Officer shall ensure all handling, storing, or disposing of Hazardous Materials performed by Contractors on Travis AFB is identified in either the Statement of Work (SOW) or the Performance Work Statement (PWS) and discussed at the post-award meeting.
Contracting Officer Representative
Provides contracting support and expertise for all contracts that will either generate or require the disposal of waste and all waste-related contracts. Provides timely and effective contracting support to environmental managers to accomplish SW and HW management, as appropriate.
Budget Analyst Supporting the QRP
The Budget Analyst’s duties are IAW AFMAN 32-7002, the AF QRP Guide, and the ISWM Playbook, and include but not limited to:
• Ensuring proper funding is maintained.
• Coordinating with the QRP Program Manager regarding QRP sales and proceeds.
Landfill Operator Travis AFB does not operate a Landfill.
Staff Judge Advocate/Legal Officer
The Staff Judge Advocate/Legal Officer is responsible for reviewing and managing legal matters IAW AFI 32-7002.
Public Affairs
60 AMW/PA duties include but not limited to:
• Act as the focal point for media inquiries.
• Assist the QRP Manager with QRP promotion by disseminating to the base population education, awareness, and outreach materials through various media channels.
Defense Logistics Agency (DLA)/Disposition Services
DLA/DS is responsible for the disposition of all surplus and/or excess Department of Defense (DoD) property in accordance with DoD Manual 4160.21-M, Defense Material Disposition Manual, such as intact, original or functional Ferrous & Non-Ferrous metal, bulk items, computers and other equipment.
Contact the DLA/DS in San Joaquin at 209-839-5974/4445. The Travis Disposition Services is run by 60 LRS as a liaison for the base customers to help with proper turn-in procedures by appointment only.
The 60 LRS Travis Disposition Services contact number is 707-424- 0788/0789.
Direct customers for ALL Scrap Metal Turn-In Requests to 60CES.CEIE.QRP@US.AF.MIL, as well as, items suitable for Solid Waste/Diversion, i.e. Recyclable Materials, “end of life” furniture, Bulk Wastes, C & D, pallets or clean wood
Cartridge Cases (ESACC). DLA/DS also maintains compliance with the Tire Management Regulatory Requirements.
Defense Commissary Agency (DeCA)
DeCA is responsible for providing Commissary services for the AF IAW AFMAN 32-7002, the AF QRP Guide, the ISWM Playbook, and all local directives. Grocery Carts, Shelving, Store Display Racks are to be disposed as C&D; see Appendix F “Waste Manage Plan”/Contracted Requirements.
Army Air Force Exchange Service
(AAFES)
AAFES is responsible for providing Base Exchange services IAW AFMAN 32-7002, the AF QRP Guide, the ISWM Playbook, and all local directives.
Tenant Organizations
Tenants shall comply with the installation SW and HW management programs and applicable environmental laws, unless exempted by DoD/AF instruction. When a tenant is in non-compliance with SW and HW laws, the installation commander has the authority to take whatever action is necessary to require tenants to comply. Travis AFB will ensure through memoranda of agreement or understanding, or other appropriate means, that tenants:
• Meet the appropriate tenant responsibilities as spelled out in memoranda of agreement or understanding and installation waste management plans.
• Conduct their activities IAW the installation’s permit requirements. Non-DoD tenants should apply for their own EPA identification number when possible.
• Submit reports required by the installation’s HWMP within time frames established.
• Directly fund or reimburse the installation for waste disposal costs IAW AFI 65-601, Volume 1, Budget Guidance and Procedures (see Section 3.5 for Host-Tenant Support requirements).
• Reimburse the installation or pay directly for fines and penalties that the installation commander determines are attributable to their activities.
5.0 TRAINING
SW diversion awareness training is provided to satisfy installation needs. Training records are maintained IAW the Recordkeeping and Reporting section of this Plan.

Newcomers Environmental Training
Newcomers Environmental Training is accomplished during Newcomers Briefings, which are provided every week and which all newcomers are required to attend. The training covers a wide array of Travis AFB environmental issues, including, solid waste and recycling protocol and related issues.
General Environmental Awareness Training
General Environmental Awareness Training is accomplished through the MyLearning Environmental Management System General Awareness Course, a Computer Based Training (CBT).
The course provides basic information about the Air Force EMS and role and responsibilities of personnel to comply with Air Force environmental policy.
Recycling Monitors Point of Contact
Facility Managers UEC Training
Air Force Institute of Technology (AFIT) UEC classes are provided as a satellite broadcast class and cover UEC roles and responsibilities, an overview of Air Force environmental management, and an introduction to primary environmental players on the installation.
Training frequency is set by AFIT and all UECs are required to take the course. Other equivalent on-line training is provided by AFCEC/CZ (reference eDASH’s Education, Training and Awareness page, which has information on AFIT, classes, AFCEC/CZ on-line training courses, etc.)
Shop & Organizational Unit’s Recycling Monitors, Point of Contact and Facility Managers are encouraged to contact 60CES.CEIE.QRP@ @US.AF.MIL to familiarize themselves with BMPs (best management practices) for Solid Waste Management & QRP Scrap Metal Eligibility Process.
Enterprise Environmental, Safety, and Occupational Health-Management Information System (EESOH- MIS) Data Call Training
ESOH-MIS training is provided as needed.
6.0 RECORDKEEPING AND REPORTING
The installation maintains operating records IAW Air Force Manual 33-363, Management of Records, and disposes of records IAW the Air Force Records Management System (AFRIMS) records disposition schedule (RDS). The following tables summarize key recordkeeping and reporting requirements. For additional information, please refer to the latest edition of the “USAF Non-Hazardous Solid Waste Reporting Guide” available on the eDASH ISW page.

7.0 PROCEDURES
7.1 Solid Waste Generation and Diversion Goals
• The ISW Manager maintains a Solid Waste Characterization Study/Waste Stream Analysis to identify installation waste streams and amounts generated.
• With the Solid Waste Characterization Study/Waste Stream Analysis, the ISW manager conducts a commodity market and economic feasibility analysis at least annually to determine the viability of diverting specific materials and to ensure optimum pricing is obtained for QRP-eligible commodities.
The CMA is maintained in Appendix B of the ISWM Plan. The Commodity Market Analysis template is available on the ISWM eDASH site.

offered to help - use 30 to 40 (individual pallets), this was misunderstood to be the whole lot of bonfire pallets or 30 to 40 loads! Other contributing factors. Inefficient or improper loading of the wood containers – 24 vs. 50 pallets to maximize load potential. Lastly, contractor proposal to dispose problematic pallets (wood cradles with bolts, metal bands … staged for a while, “Kindling” creates unbudgeted expenditures: $1,000 per ton as garbage (rate, landfill tipping fees, fuel surcharges, and net zero SW/D).

Installation Supplement – Solid Waste Generation and Diversion Goals
Travis AFB is following current Air Force program goals:
1) Divert 40 percent of non-hazardous solid waste (excluding C&D debris) from incineration and landfilling;
2) Divert 60 percent of C&D debris from incineration and landfilling;
3) Reduce total annual waste generation by 2 percent of total waste each year through Fiscal Year
(FY) 2025.
7.2 Source Reduction

In an effort to reduce resource consumption and SW and HW generation, the Pollution Prevention (P2) Methodology outlined in AFI 32-7001, para 6.5, is implemented to purchase sustainable and environmentally preferable products when possible and financially cost effective. Substitutions could include Biodegradable Products Institute (BPI) certified compostable products, energy- and water-efficient products, alternative fuels, non-ozone depleting substances, and priority chemicals.
Eliminate off-installation waste coming onto the installation
Encourage personnel to only dispose of waste generated on Travis AFB at Travis AFB. Waste generated off post should be discarded at home or use other proper disposal practice.
2% Reduction of Total Waste Generated (based on previous fiscal year)
Travis AFB includes this metric as one a goal/objective and will strive to meet the 2 % reduction of total waste generated based on the previous fiscal year.
7.3 Disposal and Diversion Options
The installation considers local diversion options for all waste streams. The “USAF Installation Non- Hazardous Solid Waste Disposition” table, provided in the “USAF Non-Hazardous Solid Waste Reporting Guide” available on the eDASH ISW page, is consulted when evaluating local disposal and diversion options. Organic Waste as codified in City of Fairfield’s municipal codes & submitted to the Travis SW Committee.
Organic Waste. “Organic Waste” means Solid Wastes containing material originated from living organisms and their metabolic waste products, including but not limited to Food Waste, Green Waste, organic textiles and carpets, lumber, wood, paper products, printing and writing paper, manure, biosolids, digestate, and sludges or as otherwise defined in the Act. Biosolids and digestate are as defined by the Act.
Act. “Act” means the California Integrated Waste Management Act of 1989 (sometimes referred to as “AB 939”), including but not limited to, the Jobs and Recycling Act of 2011 (AB 341), SB 1016 (Chapter 343, Statutes of 2008 [Wiggins, SB 1016]), the Mandatory Commercial Organics Recycling Act of 2014 (AB 1826), and the Short-Lived Climate Pollutants Bill of 2016 (SB 1383), Public Resources Code § 40000 and following as it may be amended, and as implemented by the regulations of CalRecycle.

Under a Memorandum of Agreement (MOA) between the City of Fairfield and Republic Services and in accordance with the base ISWM contract, Republic Services collects refuse and recyclable materials from collection points located on Travis AFB and transports these materials off-base for subsequent disposal or recycling. The negotiated ISWM contract pays for the collection, transportation, and subsequent disposal of refuse and does not charge the installation for providing recycling services; however, the contractor maintains all proceeds from the subsequent sale of the recyclable materials collected from the base. The Contractor duties and responsibilities include the following:
• Collection of organic waste from locations on base and transferring the waste to the proper TSDF (temporary storage & disposal facility). landfill and/or composting station.
• Franchise Hauler submitted proposal: Two FW Compactors to be Specs Built for DGMC/Hospital & DeCA Commissary, based on each facility needs, contract pricing & collection services, validated by the Environmental Chief (Office). Action Pending from the CEO Service Contracts to initiate.
• The base utilizes local landfills including Potrero Hills Landfill, and Hay Road Landfill.
Mulching There’s a mulching operation at the Travis’ Paintball Field Reuse Travis AFB Thrift Store sells (reuses) household materials and textiles donated by Travis AFB members.

Recycling The majority of recycling is handled through comingled recycling bins provided by the MSW contractor.
Each office and work center is responsible for placing recycled materials at designated collection points within their facility.
Personnel may commingle recyclable paper products (i.e., white paper, colored paper, newspapers, and magazines). The recyclables are then transported from the office/work center to a large outdoor recycling container (blue bins). Materials are picked up on a weekly basis.
Paper and cardboard can be placed in comingled recycling bins and are picked up curbside by Republic Services.

Overseas refuse management
The 60th Aerial Port Squadron (60 APS) manages the containment and disposal of garbage generated from outside the United States. Garbage is removed from arriving aircraft, double-bagged, and placed in a leak proof, properly labeled covered container. The garbage is picked up by a contractor approximately three times a week, sterilized within 72 hours, and sent to a landfill; reference/guidance provided by the US Customs and Border Protection in accordance with guidance received from United States Department of Agriculture, Code of Federal Regulations (CFR), Title 7 CFR
330.400 through 330.403 and Title 9 CFR 94.5Animal and Plant Health Inspection Service regulations.

7.4 Waste Streams – Management Methods and Opportunities
Non-hazardous Solid Waste
Waste Generation Sources Travis AFB personnel, retirees, contractors, residents and anyone else with base access.
Reduction Methods Recycling is highly encouraged across base.
Management Methods Collection services for operational and administrative areas are provided by the Republic Services contractor.
The ISWM contractor ensures receptacles, collection routes, collection schedules, and collection equipment (trucks/trailers) meet 40 CFR §243, Guidelines for the Storage and Collection of Residential, Commercial and Institutional Solid Waste, Department of Defense Instruction (DoDI) 4715.4, and State and local requirements.
• The ISWM contractor ensures that all permits needed for solid waste, material recovery facilities and composting handling, storage, and collection facilities (including solid waste transfer facilities) are obtained and will perform any required maintenance inspections and notifications.
• The ISWM contractor ensures that all vehicles collecting and transporting solid waste meet Federal regulations, including U.S. Department of Transportation Federal Motor Carrier Safety Administration Regulations (49 CFR 390 to 397), National Highway Traffic Safety Administration Motor Vehicle Safety Standards for equipment owned by the Federal government(49 CFR 500 to 580), noise-emission standards for motor carriers in interstate commerce (40 CFR 202), and the standards established by the American National Standards Institute (ANSI).
• Travis AFB ensures disposition of all US Gov’t. Property as either Surplus through DLADS or Scrap (QRP Eligible Ferrous or Non-Ferrous) Metal. and/or Solid Waste/Diversion, i.e. Bulk Items, False Wood, Furniture, Recyclables, Composting, Green Waste, Organics/Food Waste, Wood Waste and C&D debris
Handling, Collection and Separation
MSW pickup is contracted at Travis AFB and managed by the COR, with technical guidance from 60 CES/CEIE. This contract is modified periodically to obtain the most efficient placement and servicing of the dumpsters on the installation. CEO Service Contracts is responsible for inspecting dumpster use to ensure contract compliance and accomplishes this through their Contracting Officer’s Representative (COR). Copies of all permits/licenses required for solid waste handling, storage, and collection are maintained by base contracting.
The Commissary and Base Exchange (BX) reimburse the Base for MSW collection services at their facilities.
Once collected, the MSW contractor is required to dispose of the waste at a state-approved, licensed, and secure landfill located off-base. This requirement is verified by unannounced, semi-annual landfill/transfer station operations inspections by CEO Service Contracts.
Contractors that are working on the installation temporarily have specific clauses included in their contracts for solid waste management and diversion. 60 CES/CEIE provides review and input on proposed Statements of Work (SOW) for review prior to advertising for proposals. 60 CES/CEIE is also involved in bid package review to ensure that contractors’ proposals meet solid waste requirements. Contracts for construction, demolition, operations and maintenance, and services have different requirements for solid waste and recycling management. Following contract award, 60 CES/CEIE attends project kick-off meetings to provide direction and answer questions related to solid waste and recycling requirements, and reviews design packages and submittals for compliance.
Storage Containers and Frequency of Collection
The frequency and scheduling of solid waste collections are principally matters of health, aesthetics, customer needs, and economics. The ISWM collection schedule can be found in the ISWM PWS.
Dumpsters in the main part of the base are monitored monthly, at a minimum, for size and frequency of emptying. Based on the results of these assessments, the contract is modified to better meet the needs.
Do’s and Don'ts for Dumpsters
• DO:
o Always keep the container lid closed o Place all trash inside the dumpster.
o Carefully read instructions for collection day scheduled for your facility.
o Notify your facility manager if you have any questions.
• DON'T:
o Put recyclable materials or e-waste in trash dumpster.
o Dumpster Dive. Dumpster diving is strictly prohibited.
o Put hot ashes in the dumpster.
o Overfill the dumpster.
o Put trash on top of or beside the dumpster.
o Paint or write on the dumpster.
Park in front of or block access to the dumpster.
Transport and Disposal Methods Republic Services transports refuse generated on base to the Potrero Hills Landfill for disposal at least once a week. Recyclable materials are transferred to off-base processing centers and then sold.
Opportunity Assessment Results Travis AFB is considered a municipality and is required to use the franchised hauler of the City of Fairfield.
Construction and Demolition (C&D) Debris
Various construction, demolition, and renovation projects across Travis AFB.
Reduction Methods Recycling. Contractors are required to recycle any C&D wastes to the maximum level as financially possible. Recyclable C&D materials include: metals, asphalt (fully cured), concrete, dirt/soil, gypsum board, paper/cardboard, wood products, brick/masonry, carpet/padding, plastics, aluminum, copper wiring, mechanical/electrical products, and equipment.
Management Methods Proper management of construction and demolition debris is essential to meeting Air Force diversion goals. Much of C&D debris can be recycled. Project savings in the form of reduced hauling and landfill fees can be realized by recycling C&D debris.
A Waste Management Plan is required and needs to include a letter from the local permitting authority that the recycler and/or disposal facility is operating in full compliance with their local agency permits.
C&D contractors and any contractors that generate SW must also provide copies of weight certificates, shipping receipts, financial statements, and all other related documentation for installation records reporting. See Appendix F for a Waste Management Plan Outline (Expectations) along with Travis AFB specific Requirements for Contractors.
C&D debris may be contaminated with hazardous material such as asbestos, lead based paint, polychlorinated biphenyls, mercury, creosote, and other hazardous material if the substances are not properly remediated prior to demolition. C&D debris contaminated with hazardous material may cause the debris to be handled as a hazardous waste. Prior to any demolition or renovation, the party conducting the work shall follow all applicable regulations and guidelines for abatement of asbestos, lead-based paint, or any other hazardous substances. On a monthly basis, DeCA and Exchange personnel provide the QRP Manager with recycling weight data, which the QRP Manager records in the QRP’s recyclable material tracking spreadsheet.

Republic Services Recycling picks up paper products from the containers, hauls them to their off-base facility at 2901 Industrial Court, in Fairfield, for sorting and packaging. These materials are transported to various markets in the Northern California area for processing.
