INTRODUCTION

The purpose of this document is to list the design/construction preferences at Travis Air Force Base, which are not addressed by Local/State/Federal regulations, UFCs, AFIs, UFGS, and architectural standards. It is not the purpose of this document to repeat requirements that are included in regulations/UFCs/AFIs/UFGS, the most stringent standard shall apply. The Contractor will be responsible for reviewing regulations/UFCs/AFIs/UFGS and this document for their applicability to projects. The Contractor shall also comply with the Environmental General Requirements (SECTION 015600). This document is organized using ASTM E1557 UNIFORMAT II classifications.

The Contractor shall be responsible for familiarizing themselves with the UNIFORMAT II.

B SHELL

B20 EXTERIOR ENCLOSURE

B2030 EXTERIOR DOORS

B203003 REVOLVING DOORS

Revolving Doors: Do not design for nor install revolving doors.

B203004 OVERHEAD AND ROLL-UP DOORS

Overhead Doors: Do not design for nor install overhead doors. Use roll-up doors instead of overhead doors. All roll-up doors shall be finished with a powder coat application that meets base standard color requirements. All exterior roll-up doors shall be insulated. The preferred brand for roll-up doors is Overhead Door Company.

B203005 HANGAR DOORS

Hangar Door Experience: Personnel doing work, such as installation, repair, and/or maintenance, must provide proof of prior experience working on hangar bay doors exceeding 60 ft in height, such as those located at international airports.

B203008 EXTERIOR DOOR HARDWARE

Door Handles: Do not provide doorknobs. Door handles must be used to comply with American Barriers Act (ABA).

Panic Hardware: The preferred brand of panic hardware is Von Duprin.

Locks: Do not provide mortise locks. The preferred brand of locks and keys is Schlage. Provide only hardware that is compatible with Schlage large format interchangeable core (LFIC):

Pins: 6 Keyway: C Keyset: Keyed-Alike (KA) Finish: Satin Chrome

The locksmith must be able to rekey without disassembling door hardware. Disassembling door hardware carries risk of voiding the hardware and installation warranty.

B30 ROOFING

Roof Fall Protection: All roofing systems must have horizontal life line to attach fall protection equipment.

B3010 ROOF COVERINGS

Roof systems: PVC roof systems shall be used for all roofs and finishes in color to meet base standards. The following criteria shall be met for PVC roofs.

1. 60 mil PVC thickness, minimum 28 mils of PVC above scrim.

2. 100% same PVC material above and below reinforced scrim. No filler material is authorized.

3. 60 mil PVC membrane will be fabricated with a reinforced, high strength, weft-inserted polyester, and rip resistant scrim with a minimum thread pattern of 18 x 14 threads per square inch. Must use anti-wicking scrim so water cannot enter membrane. Minimum Breaking strengths: 390 lbf. X 438 lbf.

4. Custom-fabricated deck sheets will be used to maximize the use of factory controlled welds. (Only when absolutely necessary, will roll goods be used when there is a large presence of mechanical equipment)

5. Custom-fabricated accessories, curbs, stacks, flashings, etc., will be used and produced from the same PVC roof material. No molded accessories are authorized.

6. A 20 Year NDL, Material and Labor, Total System Warranty will be provided by the roofing manufacturer. The warranty will not require any maintenance to the roof system, nor any type of follow-on inspections for at least 20 years. 7. A 20-year NDL, Material and Labor with a minimum 15 years Interior Damages total system warranty will be provided by the roofing manufacturer. The warranty will require inspections at year 15 and year 18.

8. Should skylights be a requirement, the 20 year warranty will include the skylights as a total system warranty.

9. Total roofing assembly will be inspected by the manufacturer’s employee inspector to ensure the installation meets manufacturer’s specifications. 10. Contractor shall have minimum experience of 100,000 Sqf of PVC roof instillation.

B301001 STEEP SLOPE ROOF SYSTEMS

PVC Steep Slope Roof: Steep slope roofs shall be PVC with a welded on PVC standing seem to mimic that of standing seem metal roofs.

B301002 LOW SLOPE ROOF SYSTEMS

PVC Low Slope Roof: Low slope roofs shall use a welded on PVC standing seem to mimic that of standing seem metal roofs.

B301005 GUTTERS AND DOWNSPOUTS

Hidden Downspouts: Do not design nor install downspouts inside of structural/load-bearing members. Hidden downspouts are very difficult to monitor for leaks and repair.

Floor Tiles: Provide tiles that allow for proper drainage when used in areas that call for drainage. Tile material must be ceramic or luxury vinyl. Tile color must be pre-approved by base architect.

C302003 WOOD FLOORING

Wood Floor: Wood floor must be oak. Do not stain wood flooring.

C302004 RESILIENT FLOOR FINISHES

Epoxy Floor Finish: Use only epoxy coating for resilient floor finishes.

C302005 CARPETING

Carpeting: Do not use rolled carpet. Only use tiled carpet. Carpet tile size must be 2-ft x 2-ft.

Carpet color must be pre-approved by base architect.

C302007 WALL BASE FINISHES

Wall Base: Use cove base when floor is carpet. The color of cove base must match color of carpet. If using wood for wall base, the wood must be oak or pine painted.

C302008 STAIR FINISHES

Interior Stair Finish: Do not provide carpet finish. Provide rubber coverings only.

C302090 OTHER FLOORING AND FLOOR FINISHES

Painting and Staining Floors: Do not paint or stain floors.

C3030 CEILING FINISHES

C303001 ACOUSTICAL CEILING TILES AND PANELS

Acoustical Ceiling: Tile sizes must be 2-ft x 2-ft. The preferred brand is Armstrong flat tile.

C303002 GYPSUM WALLBOARD CEILING FINISHES

Gypsum Boarded Ceiling: Use either textured or flat finish.

C303003 PLASTER CEILING FINISHES

Plaster Ceiling Finish: Use either textured or flat finish.

C3040 INTERIOR COATINGS / SPECIAL FINISHES

C304006 GYPSUM WALLBOARD FINISHES

Gypsum Wallboard Finish: Use either textured or flat finish.

D SERVICES

D20 PLUMBING

Placement over Electronics: Do not place plumbing components above or over electric and electronic panels and equipment. There is a chance that the component could develop a leak, damaging the electrical components. See also D50 ELECTRICAL.

Placement Height: Install appurtenances such as valves, meters, tanks, no more than 6 ft above floor level. Install heavy (>25 lb.) appurtenances at floor level.

D2010 PLUMBING FIXTURES

Fixtures: For all plumbing, only provide manually operated fixtures. Do not provide touchless fixtures or battery-powered valves. Touchless fixtures tend to wear out faster than manually operated fixtures.

Also, by the time a direct replacement can be ordered, the shop will end up installing a manual fixture anyway to allow the fixture to be used again. 60 CES/CEOIU currently does not have a preferred manufacturer for plumbing fixtures, however, 60 CES/CEOIU prefers brands/models that are already on stock from local hardware stores. Do no provide expensive, unique/special, or custom-made fixtures. For plumbing fixtures, when installing water cooler ensure that a bottle filler is an included feature.

Recessed Fixtures: Do no provide recessed fixtures. It is often difficult to find replacement fixtures that fit recessed spaces. Additionally, recessed fixtures are difficult to access for maintenance. Provide only surface-mounted or standalone fixtures.

D2020 DOMESTIC WATER DISTRIBUTION

D202003 DOMESTIC WATER EQUIPMENT

Domestic Hot Water Boilers: The preferred manufacturer for domestic hot water boilers is Peerless (with stainless steel tank).

Provide DDC controls domestic hot water temperature monitoring/alarm to the base EMCS Server/OWS.

D2040 RAINWATER DRAINAGE

D204002 ROOF DRAINS

Interior Drains: Roof drains must not drain into the building’s interior.

D30 HVAC

HVAC Design:

HVAC System Renovation – For any renovation of existing HVAC systems the HVAC design shall include design values for all equipment including existing equipment. If the system will connect to existing ductwork serving other areas of the facility the airflow requirements at all terminals units shall be provided in the design drawings to ensure that a proper TAB can be performed on the system. All equipment, ductwork, etc. connected to new or modified equipment as well as any distribution systems that serve the same areas as new or modified equipment will be part of the project scope.

Design Drawings – Mechanical design drawings shall be provided IAW UFC 3-410-01. Provide control system drawings, control valve schedule, equipment schedule, mechanical floorplans, detailed drawings, and all other UFC required design drawings to the government with sufficient time to review and provide comments. The contractor shall then provide responses to government comments within a timely manner.

D3010 ENERGY SUPPLY

D301002 GAS SUPPLY SYSTEM

Natural Gas: Utilize base supply of natural gas for heating whenever possible (apart from infrared heaters used in warehouse and hangar applications). Natural gas is more energy efficient for heating at low temperatures than heat pumps. Provide justification to the government for using heating methods other than natural gas in all office applications.

Natural Gas Meters: Provide meters that are compatible with existing base Advance Meter Reading System (AMRS). The base AMRS is a separate monitoring system form the base Energy Management Control System (EMCS).

D301005 SOLAR ENERGY SUPPLY SYSTEMS

Solar Energy: Use solar energy technologies if shown to be cost effective via a Life Cycle Cost Analysis. This would include solar water heaters and photovoltaic panel technologies.

D3020 HEAT GENERATING SYSTEMS

Heat Load Calculations: Provide heat load calculations (including all assumptions used) to the government to justify equipment selection. For outdoor heating design temperature use the 99% occurrence temperature as recorded by the 14th Weather Squadron data IAW UFC 3-400-02.

D302001 BOILERS

Preferred Manufacturer: Preferred manufacturer is Peerless, and the alternate is Thermal Solutions. Standardizing equipment provides Travis AFB with cost saving opportunities and ease of system operations & maintenance. Select energy star rated models when possible.

Critical facilities: Facilities on the Contingency Response Plan (CRP) or with a functional MDI greater than 85 design hot water system with redundancy when possible and not cost prohibitive. Confirm with government prior to preliminary design.

Condensate Neutralization: Ensure that the boiler has an internal condensate neutralization kit. If not, the design should call out the method of condensate neutralization.

Condensing Boilers: For condensing boilers the onset of condensing occurs with an Entering Water Temperature (EWT) of 130 deg F but maximum efficiency occurs at around 100 deg F or lower. Ensure that the drawing schedule reflects this temperature range achieve the energy efficiency of the condensing boiler.

Multiple Boilers: If multiple boilers are used size each boiler to 65% of the total load per UFC 3-410-01, 4-2.9.9.

Boiler for Indirect Water Heater: If boiler will be used to for space heating and DWH, select a modulating boiler to avoid short cycling in summer months when only DWH will be in use.

Consider this application in housing units such as the Dorms or Temporary Lodging Facility

(TLF).

D302003 FUEL-FIRE UNIT HEATERS

Warehouses and Hangars: For warehouse, hangar, high-bay, and workshop applications use Infrared Radiant (IR) Heating Systems instead of Fuel-Fire Unit Heaters when practical and not prohibited by AFOSH safety regulations.

IR Heaters - IR heaters shall operate during the heating season only. Units shall be monitored / controlled by the base EMCS controls, provide Winter / Summer mode control point (adjustable), Heating Outside Air Temperature Lockout (HTGOA-LKT) point (adjustable) enabling IR units to turn on when outside air temperature drops below setpoint (adjustable) from base EMCS OWS. IAW UFC 3-410-01, HVAC Sys, Sec 3-4, provide initial setpoint of 60 deg.

IR Heaters (Garage, Warehouse & Aircraft Hangar) - Provide exterior door (vehicle roll-up, hangar doors) interlock switch disabling IR heater operation when doors are open, regardless of occupied / winter mode status.

D302005 EQUIPMENT THERMAL INSULATION

Duct Insulation: IAW UFC 3-410-01, Duct insulation must be external, and duct board or internal duct liner is not allowed. Acoustical duct liner is not allowed for sound and vibration control. Use double wall acoustic duct where sound attenuation cannot be accomplished by other methods and the duct is not serving occupancies that are sensitive to particulates.

D3030 COOLING GENERATING SYSTEMS

Cooling Load Calculations: Provide cooling load calculations (including all assumptions used) to the government to justify equipment selection. For outdoor cooling design temperature use the 1% occurrence temperature (whenever justified design for the .4% occurrence temperature and use equipment capable of multi-stage cooling to avoid short cycling during moderate temperatures) as recorded by the 14th Weather Squadron data IAW UFC 3-400-02.

D303001 CHILLED WATER SYSTEMS

Air Cooled Chiller: Select air cooled chillers over water cooled chiller designs.

Chiller Manufacturer: There is a class Justification and Approval (J&A) requiring that all chiller purchase be Carrier brand chiller through 30 Sep 2024. Ensure that the contractor adheres to this requirement or submits a waiver with acceptable justification for using another chiller brand for a specific application. Ensure that the AHJ, HVAC shop and appropriate leadership signs off on this exception. Contact AFCEC subject matter expert for complex exceptions to this requirement.

Critical facilities: Facilities on the Contingency Response Plan (CRP) or with a functional MDI greater than 85 design chilled water system with redundancy when possible and not cost prohibitive. Chilled water systems serving critical server room or other critical computer equipment rooms should be designed with 100% redundancy.

Variable Cooling Load Applications: For applications where the internal cooling load could vary depending on facility usage consider using a chiller with a Digital Scroll compressor. The capacity of these compressors can vary between 10% and 100%. If digital scroll compressor cannot be used, consider installing a buffer tank with the chiller to ensure that during times of low load the chiller will not short cycle. Many Carrier chillers will offer a built-in buffer tank as a built-in feature of the chiller.

Chiller Refrigerant: When installing a new chiller ensure that it uses the latest EPA approved refrigerant, currently R-410A. Carrier chillers will be moving from the Puron R-410A refrigerant to R-32 refrigerant by 2023 for many of its scroll chiller products.

Clearance: Leave adequate space around the chiller to perform maintenance per the manufacturer’s requirements. Also make sure to install louvers or penetrations in the walls of the mechanical yard to ensure proper airflow around the chiller.

Electrical Supply: Ensure that the electrical supply to the chiller is the appropriate voltage and that there is a separate disconnect for the power supply to the chiller to isolate during maintenance outages.

Freeze Protection: Include freeze protection for all chillers installed at Travis AFB. For the month of January, the 99% Temperature average is 29 deg F which is below freezing.

Low Flow Sensor: Ensure that the low flow sensor is calibrated correctly during installation to avoid tripping the sensor which will put the chiller into alarm.

Circulating Pumps: Install redundant circulating pumps for the chilled water loop. Alternate which pump is the primary pump to avoid excessive wear on a single pump.

D303002 DIRECT EXPANSION SYSTEMS

DX Preferred Manufacturer: The preferred manufacturer for DX system is Carrier.

D3040 DISTRIBUTION SYSTEMS

D304001 AIR DISTRIBUTION, HEATING, AND COOLING

Mechanical Yard Enclosure – Provide adequate air circulation to outdoor units by utilizing louvered enclosed walls. Provide bollards when applicable to prevent damage to outdoor units.

IAW “DoD Minimum Antiterrorism Standards for Buildings” UFC 4-010-01 Section 3-3.5, if mechanical equipment provides the opportunity for concealment, they must be fully enclosed.

Enclosures must have four sides and a top. Openings in screening materials and gaps between the ground and screens or walls making up an enclosure must be less than 6 in (150 mm).

Opportunity for concealment is defined as the ability to place a 6 in explosive device around the equipment so that it would not be visible form at least one side of the equipment. Refer to UFC 4-010-01 for more detail regarding this requirement.

Air Handler Systems (Fan Wall) - For air moving equipment serving critical occupied areas, utilize fan wall technology. This system type provides redundancy and ease of repair.

Variable Frequency Drives - Preferred manufacture is ABB drives. Provide bypass option to eliminate single point of failure of criticality air moving equipment.

Outside Air Sensors - Provide local outside air sensor, install sensor on the north facing side of the facility protected from the elements.

Dedicated Outside Air – Per UFC 3-410-01, Ch. 3-2 a DOAS is required when replacing an existing DOAS. A DOAS is also required when the sum of the ventilation air into the facility is greater than 750 cfm unless the system is designed to provide continuous temperature and humidity control. Dedicated Outside Air (DOA) must be provided with energy recovery devices in accordance with ASHRAE 90.1 (UFC 3-410-01). When reheat is required to control indoor relative humidity, use energy recovery where feasible. See UFC 3-410-01 for DOA requirements.

Outside Air Intake – Per UFC 4-010-01, Standard 16 if OSA intake is not located within enclosed equipment yard or courtyard locate OSA intake a minimum of 10 feet above ground level. Refer to “DoD MINIMUM ANTITERRORISM STANDARDS FOR BUILDINGS” UFC for more detailed requirement. Locate OSA Intake on north side of facility if possible. Locate OSA temperature sensor on the same side of the facility as the OSA intake if possible.

Outside Air Intakes Clearance - Maintain required clearance between fresh air intakes and exhaust systems.

Air Handler Outside Air Intake Damper - Provide low leakage dampers on outside air intakes serving normally occupied areas that will close when AT/FP Emergency HVAC Shutdown button is pressed.

Duct Sizing - Use one of the following methods to determine ductwork sizing: Equal Friction Method; Velocity Reduction Method; or Static Regain Method. If an alternative method is used specify in the Basis of Design.

Return Air Ductwork - IAW UFC 3-410-01, 4-2.6, Provide fully ducted returns from occupied spaces for each zone to air handler on all HVAC systems. UFC 3-600-01 does not over-ride this requirement.

Closets and Storage in Air-Conditioned Facilities - These areas must be either directly air conditioned (greater than 50 sq. ft (4.6 sq. meters) of floor space or provided with exhausts to transfer conditioned air from adjacent spaces (lesser than 50 sq. ft (4.6 sq. meters) of floor space.

Duct Lining - IAW UFC 3-410-01, 604.1 internal duct insulation is prohibited, insulation must be external. Use fully ducted returns whenever practical. Provide a path for return air for all rooms/spaces in a facility.

Air Handler Unit Economizer - IAW UFC 3-410-01, Ch 3-6.3 and ASHRAE 90.1, Ch.6 Utilize economizers to increase energy conservation. Travis AFB is in an ASHRAE 3C Climate Zone (Marine), optimal conditions for economizers. Provide DRY BULB economizer control, capable of providing100% OSA to remove indoor heat load.

Economizer Damper Actuator - Provide manufacture option compatible with base EMCS control system, Johnson Controls Metasys or Honeywell.

Accessibility and Maintainability - IAW UFC 3-410-01, HVAC Systems, units at heights more than 12 ft above finish floors, special maintenance accommodations are necessary. Designs shall provide sufficiently sized access panels, ladders, walkways and/or platforms to safely maintain and repair mechanical equipment. Provide adequate clearance to perform maintenance on equipment.

Fire Smoke Dampers - Fire Smoke Damper requirements are given in UFC 6-600-01 (Fire Protection Engineering for Facilities), NFPA 90A (Standard for Installation of Air-Conditioning and Ventilating Systems), and ANSI/UL 555S (Standard for Smoke Dampers). UFC 3-410-01 also states that the location and size of the access panels for smoke dampers should be specified on the drawings.

Access Panel - Provide access panels in ductwork upstream of VAV re-heat coils for maintenance. Indicate access panel locations and size on as-built drawings.

Variable Air Volume (VAV) Designs - Comply with UFC 3-410-01 VAV requirements. For applications where equipment is providing conditioned air to multiple spaces that have different functions or significantly different heating/cooling loads incorporate additional VAVs into the design to allow for better temperature control of all zones.

VAV Location - When installing VAV terminals at heights in excess of 3.6 m (12 feet) above finished floor. Provide special maintenance accommodations necessary to safely maintain /repair. Place maintenance labels of VAV locations on ceiling grid and sensor.

VAV Manufacture - Base preferred manufacturer is Titus. Standardizing VAV manufacture provides the base cost saving opportunities and ease of system operation & maintenance.

Computer Room Air Conditioning (CRAC) - The preferred manufacturer for CRAC units is Leibert. When possible, install Hybrid CRAC units that have both chilled water coil and DX coil.

Critical server equipment rooms should be designed with fully redundant systems that have the capability to run independent of the building’s primary cooling equipment. Provide humidity control for data center spaces.

Ductless Split Fan Coil (DFC) Unit Condensate - Provide condensate pumps in the cooling units if the condensate cannot gravity drain to a nearby drain.

Ductwork Security Grates - In secured areas requiring security grates installed in air ducts, design shall ensure airflow is not restricted. Provide access panels in ductwork upstream of grates to allow for cleaning. Perform air balance to verify airflow meets design CFM.

Equipment Selection - UFC 3-410-01, Ch 3-6.10, Do not oversize/undersize HVAC systems;

do not add safety factors in the load calculations for HVAC equipment selection. Perform heating/cooling load calculations to right-size equipment. This applies to both new construction and system replacements.

Mechanical Room Ventilation - IAW UFC 3-410-01, 3-6.1, 3-6.1 Facility Air Conditioning Eligibility. Mechanical rooms are not eligible for air conditioning. Comply with UFC 3-140-01- 2013, Chapter 4 Ventilation Requirements, utilize natural or mechanical ventilation in lieu of air conditioning to meet design temperature requirement.

D304003 HOT WATER DISTRIBUTION SYSTEMS

Hot Water Pump Manufacturer – The preferred pump manufacturer is Bell & Gossett. Use redundant hot water circulating pumps. Alternate which pumps act as the primary pumps to reduce wear on a single pump.

Water Treatment – Design heating closed loop distribution piping with chemical feeding system.

Circulating Pumps - Whenever possible select end suction pumps for the chilled and hot water circulating pumps instead of inline pumps. Install the pumps at ground level for easier access.

Install redundant circulating pumps if space is available.

D304004 CHANGE OVER DISTRIBUTION SYSTEMS

Two Pipe Systems - Do not install two pipe system for new or replacement systems. If modifying an existing system that is a two-pipe system replace isolation valves or ensure they are functioning properly as part of the scope of work.

D304005 GLYCOL DISTRIBUTION SYSTEMS

Variable Refrigerant Flow Systems - Do not select VRF designs due to complication and cost of system maintenance. See UFC 3-410-01, Chapter 3-5.16 for further justification for not selecting these systems.

D304006 CHILLED WATER DISTRIBUTION SYSTEMS

Chilled water Pump Manufacturer - The preferred pump manufacturer is Bell & Gossett.

Ventilation - Design all systems for proper ventilation IAW UFC 3-410-04 and ASHRAE 62.1 to maintain a safe and productive work environment. Provide calculations and justification to the government for ventilation air designs.

Mechanical Room Ventilation - IAW UFC 3-410-01, 3-6.1, 3-6.1 Facility Air Conditioning Eligibility. Mechanical rooms are not eligible for air conditioning. Comply with UFC 3-140-01- 2013, Ch. 4 Ventilation Requirements, utilize natural or mechanical ventilation in lieu of air conditioning to meet design temperature requirement.

Warehouse Cooling - Do not use mechanical cooling for warehouse applications unless approved by the government. Use exhaust fans/louvers in combination with HVLS fans to circulate air and provide wind shill effect.

Exhaust Fan Controls - Connect exhaust fans to the base EMCS OWS, provide occupied/unoccupied schedule (adjustable), fan status and alarm notifications in the event of failure.

D304008 AIR HANDLING UNITS

Air Handling Unit Manufacturer - The preferred manufacturer for AHU units is Carrier. The alternative manufacturer is Trane.

Air Handler Systems (Fan Wall) - For air moving equipment serving critical occupied areas, utilize fan wall technology. This system type provides redundancy and ease of repair.

Antiterrorism Force Protection - IAW UFC 4-010-01 DoD Minimum Antiterrorism Building Standards (Standards 16 thru 19). If equipment enclosure does not meet specific design requirements, design outside air in-take at a minimum of 10 feet above ground level.

D304090 OTHER DISTRIBUTION SYSTEMS

Actuator Manufacturer - The preferred manufacturer for actuators is Belimo.

Redundant Systems - IAW UFC 3-410-01 HVAC Systems 3-6.4, when an HVAC system failure would result in unusually high repair costs, or replacement of equipment, or when activities are disrupted that are mission critical, the designer must submit a request for approval to provide a redundant system.

D3050 TERMINAL & PACKAGE UNITS

D305001 UNIT VENTILATORS

Natural or Mechanical Ventilation Requirements - In areas where mechanical or natural ventilation may be feasible, evaluate the use of these methods in lieu of other air conditioning methods to meet interior design conditions. Ambient noise levels and the availability of prevailing winds should be addressed in the evaluation. Include the effect of outdoor humidity levels when designing the mechanical ventilation systems.

D305003 UNIT HEATERS

IR Heaters - IR heaters shall operate during the heating season only. Units shall be monitored / controlled by the base EMCS controls, provide Winter / Summer mode control point (adjustable), Heating Outside Air Temperature Lockout (HTGOA-LKT) point (adjustable) enabling IR units to turn on when outside air temperature drops below setpoint (adjustable) from base EMCS OWS. IAW UFC 3-410-01, HVAC Sys, Sec 3-4, provide initial setpoint of 60 deg.

IR Heaters (Garage, Warehouse & Aircraft Hangar) - Provide exterior door (vehicle roll-up, hangar doors) interlock switch disabling IR heater operation when doors are open, regardless of occupied / winter mode status.

D305003 FAN COIL UNITS

Accessibility and Maintainability - IAW UFC 3-410-01, HVAC Systems, units at heights in excess of 12 ft above finish floors, special maintenance accommodations are necessary.

Designs shall provide sufficiently sized access panels, ladders, walkways, and/or platforms to safely maintain and repair mechanical equipment. Provide adequate clearance to perform maintenance on equipment.

Ductless Fan Coil Units - Provide wired controller option for the indoor unit. This eliminates the need for battery maintenance and hazardous waste disposal. If redundant system is required provide lead / stand-by control and alarm notification of lead system failure. Provide high space temperature alarm to the base EMCS OWS if space temperature rises 5 deg above set point (adjustable).

D305005 ELECTRIC HEATING

Electric Heating – IAW UFC 3-410-01, 3-7.6, do not use electric resistance heating or reheat except where life cycle cost is effective. Consider options to install natural gas service to facilities where existing service is not available.

D305006 PACKAGE UNITS

Rooftop Package Units - Do not locate/install package units on roofs for new facilities. Rooftop units expose maintenance personnel to fall hazards and are often difficult to access for routine maintenance. In existing facilities with rooftop units, evaluate the feasibility of locating new package units on ground level.

Packaged unit & Split System Manufacturer - The preferred manufacturer for package units and Split Systems is Carrier. The alternative manufacturer is Trane.

DX Heat Pumps - Do not design utilizing heat pumps as a heating source, utilize gas fired heating technology. Heat Pumps stop working efficiently when the outside temperature is below 40 degrees.

Natural Gas Heating - If natural gas is available in the facility, utilizes gas fired heating technology. IAW UFC 3-410-01 HVAC Systems, 3-6.6 Electric Resistance Heating, do not use electric resistance heating or reheat except where life cycle cost is effective.

Air Handler Unit Economizer - IAW UFC 3-410-01, Ch 3-6.3 and ASHRAE 90.1, Ch.6 Utilize economizers to increase energy conservation. Energy Efficiency - Ensure that all RTUs and split system adhere to the minimum energy efficiency ratings (i.e. SEER/EER/IEER) listed in Table 6.8.1-1 of ASHRAE Standard 90.1.

Higher efficiency A/C units are preferred. Carrier EcoBlue fan technology is offered in many new rooftop package unit products.

D3060 CONTROLS AND INSTRUMENTATION (HVAC)

D305001 HVAC CONTROLS

EMCS HVAC Controls Requirements - The Air Force is required to save energy. IAW AFI 32- 1001, Civil Engineer Operations, 12.4, Facility Related Control Systems. Air Force Installations shall establish HVAC Control Systems to maintain temperatures in accordance with UFC 3-410- 01 design criteria. The most cost-effective method to operate HVAC systems to maintain appropriate temperatures when facilities are occupied and allow for a wider temperature range during unoccupied periods (Occupancy Schedule) for energy conservation.

HVAC DDC Controls - IAW UFC 3-410-01, Section 309 HVAC Control, Networked Direct Digital Control (DDC). Prior to designing the DDC systems, confirm if an existing base Energy Management Control System (EMCS) network is available for interface. Install a BacNet HVAC DDC control system, provide seamless integration with existing base EMCS Server and User Interface. Update Server / Operators Workstation (OWS) User Interface Graphics and Programming to meet new design. Travis AFB has two existing EMCS Controls systems:

Johnson Controls Specifications: Manufacture: Johnsons Controls; Software: Metasys Version 10.1; Graphics: Metasys User Interface (MUI). JCI Server / OWS is in Bldg 877 / EMCS Control Room.

Honeywell Controls Specifications: Manufacture: Honeywell Controls; Software: Enterprise Buildings Integrator (EBI) Version R600.1. Honeywell Server / OWS is in Bldg 877 / EMCS Control Room.

DDC Controls Design Drawings - IAW UFC 3-410-01, Design Analysis and Drawing Requirements. During the design phase provide controls diagrams showing system control schematics, N2 / FC communication buss layout between control devices and End of Line (EOL), Sequence of Operation specified on the drawings for each HVAC system. Show controller functions, such as normally open (NO), normally closed (NC), common (C), etc.

Indicate all set points. Describe all controlled equipment operating modes, sequence of operations, set point list, graphic point, schedules, alarms, input / output point list and system architecture schematic.

HVAC Control Points - IAW UFC 3-410-01, Section 309 HVAC Control, Minimum Control Points. Provide a control system with at least the minimum points as indicated in Appendix D.

Develop point schedules and required naming conventions in accordance with UFC 3-410-02.

Provide occupied / unoccupied schedule (adjustable), Outside Air Heating / Cooling Lockout (adjustable) and Occupied / Unoccupied Temperature Space Temperature Setpoints (adjustable).

Heating / Cooling Occupancy Schedule (Occupied / Unoccupied) - Enable Heating / Cooling systems to automatically start and turn off on an Occupancy Schedule (adjustable) from the base EMCS OWS. Occupancy Schedule is defined as the time of day and day of the week the building is occupied on an 8-day (7 + Holiday) time of day schedule. Set initial Occupancy Schedule as (Occupied: Mon-Fri / 0600-1800 hrs.; Unoccupied: Mon-Fri / 1800-0600 hrs.;

Unoccupied: Sat-Sun).

Air Handler Unit (AHU) Occupancy Schedule (Occupied / Unoccupied) - AHU shall automatically start and turn off on an Occupancy Schedule (adjustable) from the base EMCS OWS, system shall operate to maintain occupied temperature setpoints. Occupancy Schedule is defined as the time of day and day of the week the building is occupied on an 8-day (7 + Holiday) time of day schedule. Set initial Occupancy Schedule as (Occupied: Mon-Fri / 0600- 1800 hrs.; Unoccupied: Mon-Fri / 1800-0600 hrs.; Unoccupied: Sat-Sun).

Zone Demand Control / Optimal Start - Do not program DDC controls with Zone Demand Control / Optimal Start. Enable Heating / Cooling / Air Handler Unit (AHU) systems to automatically start and turn off on an Occupancy Schedule (adjustable) from the base EMCS OWS. Set initial occupancy schedule as (Occupied: Mon-Fri / 0600-1800 hrs.; Unoccupied:

Mon-Fri / 1800-0600 hrs.; Unoccupied: Sat-Sun).

Temporary Occupancy Over-Ride Control - DOR shall evaluate the need for temporary occupancy over-ride control. If required, provide push bottom type temporary over-ride control sensor to enable HVAC system during normally unoccupied hours. Set initial temporary over-ride time to 120 minutes (adjustable) from the base EMCS OWS.

Intermittent Occupancy - IAW UFC 3-410-01, Ch 3-5.4, if intermittent occupancy of facilities is expected “evaluate opportunities such as thermal storage systems and demand control ventilation by occupancy sensors for these facility types”. Consider Demand Control Ventilation when possible. One example of this is the integration of local VAVs with lighting and motion control sensors into the EMCS control system to detect the presence of personnel.

24/7 Heating / Cooling Requirements - DOR shall consult with using organization to identify work sections and/or equipment that may have special temperature requirements (i.e., Medical Supplies, Medication Vault, Evidence Rm, SIPR Rm, Telecomm Rms, etc.). Perform cost analysis to determine if an independent system serving theses area(s) is more cost effective than operating the facility HVAC sys to heat cool a small room/area of the facility.

Accessibility and Maintainability - IAW UFC 3-410-01, Provide special maintenance accommodations to access HVAC equipment / controls installed above 12 ft of finished floors.

Design sufficiently sized access panels, ladders, walkways, platforms, roof tie downs and clearances to safely maintain / repair.

Space Temperature Sensors - Space temperatures shall be monitored and controlled by base EMCS. Provide setpoints IAW UFC 3-410-01 design criteria and AFI 32-1001 Operations Management (Table 1) / Civil Engineer Operations Management Playbook. If facility DDC controls are not economically possible, provide clear lockable protective cover on the locally controlled thermostat.

Redundant Heating / Cooling Systems - IAW UFC 3-410-01 HVAC Systems 3-6.4, provide redundancy when an HVAC system failure would result in unusually high repair costs, or replacement of equipment is disrupted to a critical mission.

AT/FP HVAC Emergency Shutdown - IAW UFC 3-410-01, Section 309.1 HVAC Control and 60th Air Mobility Wing, Installation Emergency Management Plan 10-2, Sheltering In-Place requirements. Follow the mandatory requirements of the section titled “Controls” of ANSI/ASHRAE/IESNA Standard 90.1. All air distribution systems must be capable of shutdown to meet the requirements of Standard 18 of UFC 4-010-01 “DoD Minimum Antiterrorism Standards for Buildings”. Provide emergency HVAC system shutdown switch, push/pull type with a clear protective cover and labeled. Provide activation alarm notification to the base EMCS operators workstation located in Bldg. 877. Perform function test / verification prior to beneficial occupancy date (BOD).

Air Handler Unit Economizer - IAW UFC 3-410-01, Ch 3-6.3 and ASHRAE 90.1, Ch.6 Utilize economizers to increase energy conservation. Travis AFB is in an ASHRAE 3C Climate Zone (Marine), optimal conditions for economizers. Provide DRY BULB economizer control, capable of providing100% OSA to remove indoor heat load.

Economizer Damper Actuator - Provide manufacture option compatible with base EMCS control system, Johnson Controls Metasys or Honeywell.

Utility Metering - IAW UFC 3-410-01, C4 (General Bldg. Systems). Provide utility meters as required (i.e., water, electrical, natural gas). Meters shall be compatible with the existing base Advanced Metering Reading System (AMRS). NOTE: Travis AFB AMRS and EMCS are two separate Industrial Control Systems. Contact Base Energy Manager for AMRS system details.

Domestic Water Heaters - Provide hot water supply temperature monitoring point, low temperature alarm to base EMCS OWS.

Exhaust Fan Control - Enable systems on occupancy schedule (adjustable) from the base EMCS OWS. Occupancy schedule is defined as the time of day and day of the week the building is normally occupied on an 8-day (7 + Holiday) time of day schedule. Set initial schedule to operate (Mon-Fri / 0600-1700 hrs.). Provide fan status/alarm notifications in the event of failure to the base EMCS OWS.

Data Centers / Server / Telecomm Rooms - IAW UFC 3-410-01 (HVAC Systems) 3-6.6, follow DOE-FEMP “Best Practices Guide for Energy-Efficient Data Center Design. Travis AFB standard operating temperature set point for equipment cooling is 74 deg unless specific equipment manufacturer’s guidance exceeds these criteria. Provide high space temperature alarm to the base EMCS OWS if space temperature rises 5 deg above set point (adjustable)

Ductless Split Fan Coil (DFC) Units - Telecommunication Rooms will be provided with dedicated split direct expansion (DX) cooling units sized as required for 24/7 telecommunication equipment heat load. Provide wired controller option for the indoor unit. Provide high space temperature alarm if space temperature rises 5 deg above set point (adjustable) to the base

EMCS OWS.

Redundant Ductless Fan Coil Units (DFC) - Redundant systems shall operate by lead / stand-by control. Provide lead system failure alarm and high space temperature alarm if space temperature rises above 5 deg (adjustable) to the base EMCS OWS.

IR Heaters - Heaters shall operate during the heating season only. Provide Winter/Summer mode control point (adjustable), heating outside air temperature lockout point (adjustable) enabling the systems to turn on when outside air temperature drops below setpoint (adjustable) from base EMCS OWS. IAW UFC 3-410-01, HVAC Sys, Sec 3-4, provide initial setpoint of 60 deg.

IR Heaters (Garage, Warehouse & Aircraft Hangar) - Install exterior door (vehicle roll-up, hangar doors) interlock switch disabling the radiant heater operation when doors are open, regardless of occupied / winter mode status.

CO2 Ventilation Control - IAW UFC3-410-01, 4-2.4.1, the use of CO2 sensors for ventilation control is prohibited without AHJ review/approval.

HVAC Enable Set Points - EMCS will program systems to enable based on inside air temperatures to maintain facility occupied set points IAW AFI 32-1001, Operations Management (Table 1, Set Point for Maximum Heating and Minimum Cooling Temperature). Systems designed with an economizer will be programmed to utilize outside air (free cooling) when outside air temperatures are low enough to maintain facility occupied temperature set points. If possible, provide supply air temperature control reset based on return air temperature.

Outside Air Sensors - Provide local HVAC controls outside air sensor, install sensor on the north facing side of the facility protected from the elements.

D306002 ELECTRONIC CONTROLS

VFD Manufacturer - The preferred manufacturer for VFDs is ABB.

DDC Network Control Devices - Provide pre-programmed stand-alone single or multiple loop microprocessor PID controllers to monitor / control mechanical equipment and subsystems.

Configure all network / equipment controllers to operate independent of the base EMCS Server / OWS. Install network controllers in a lockable waterproof enclosure within the main indoor mechanical room. Do not install HVAC DDC Network Controller in a Telecommunication Room.

IAW UFC 3-580-01, Telecommunications Rooms shall be a dedicated space not shared with other non-telecommunications functions (i.e., DDC Controls, Electrical, Plumbing, Lighting Controls, etc.).

D306003 PNEUMATIC CONTROLS

Pneumatic Controls - Do not select pneumatic controls for new construction projects. Include replacement of pneumatic controls in the scope of HVAC renovation projects when possible.

Pneumatic controls are costly to maintain and repair.

D3070 SYSTEMS TESTING & BALANCING

Testing, Adjusting, and Balancing Requirements - Testing, adjusting, and balancing is a critical part of building climate control. Proper temperature and humidity control cannot be achieved if TAB is not done properly with the appropriate coordination between the control’s contractor and base EMCS shop. Testing, adjusting, and balancing of all new or modified HVAC systems shall be performed by an independent third party in accordance with Associated Air Balance Council (AABC) standards prior to final acceptance of the HVAC systems. TAB contractor should be included in the project throughout the planning and installation phases. They should be in close contact with the control’s contractor throughout the project. The controls contractor should provide the required data points needed from the TAB contractor.

Renovation Projects - For renovation projects where only a portion of the existing HVAC system is being replaced a TAB should be performed for the entire HVAC system prior to demolition for comparison to final TAB upon completion of the installation of the new HVAC system. The entire system including existing equipment should be balanced and accepted by the government prior to the BOD.

D307001 WATER SIDE TESTING & BALANCING (HEATING & COOLING)

Chiller Water Side Testing - A complete Testing, Adjusting, and Balancing of a chiller system should be completed by a third party prior to the BOD of the equipment. The basic chiller test measures refrigeration equipment by taking basic readings of water flow, temperature entering and leaving the heat exchangers, water pressure drop, and electrical measurements for the compressor. The chiller nameplate shall be recorded. Capacity testing is beyond the basic testing requirements but shall be performed if specified in the design documents.

Boiler Water Side Testing - A complete Testing, Adjusting, and Balancing of a chiller system should be completed by a third party prior to the BOD of the equipment. The basic test for hot water boilers includes measuring the water flow and establishing entering and leaving water temperatures. The boiler nameplate shall be recorded. Boiler efficiency testing is beyond the basic testing requirements but shall be performed if specified in the design documents.
