Responses are due by June 8, 2020, with the contract period covering transition services in year one followed by operational services for years two through six. DOC Enterprise Services PAR, Payroll, and Benefits (PP&B) Staffing Model Template

Overall Instructions: Bidders should complete all cells that are highlighted in yellow for all tabs. Bidders can add rows for additional data as needed. Bidders should not change any formulas in cells that are not highlighted in yellow for bidders to complete. Bidders may remove the examples given in red text.
Transition Services Tab Instructions:

• Bidders shall utilize this tab to provide their staffing model for Task Order 1: Transition Services (see Attachment 1), which accounts for Year 1 of the IDIQ.

• Bidders should assume a 12-month transition time period that would include multiple go-lives according to the timeline indicated in Attachment 1.

• Bidders should utilize the drop-down provided by DOC in column A to align each resource to the Task Order component (i.e., Design & Build or Operations) that the resource will be supporting. Bidders should display any resources supporting both Task Order components as separate rows and align hours to the appropriate component.

• Bidders should utilize the LCATs provided by DOC in the Labor Category Descriptions tab to complete column B; these LCATs are included in a dropdown menu for column B.

• Bidders should reference the Key Personnel detailed in the IDIQ Request for Proposal (RFP) in order to identify which rows are aligned to Key Personnel, utilizing column C. If there is not a Key Personnel aligned to the row, please type "NA".

• Bidders should have one row for each key personnel but then for all other personnel, bidders do not need to add a row for every resource (FTE). Only one row is needed for each labor category for the additional personnel (e.g., if the bidder needs 2 Senior Process Consultants for Design & Build only then add Senior Process Consultant in a row and put 320 hours for the first 6 months).

• Column P will auto populate once the bidders complete the necessary cells.

Operational Services Tab Instructions:

• Bidders shall utilize this tab to provide their staffing model for Task Order 2: Operational Services (see Attachment 2), which accounts for Years 2 - 6 of the IDIQ

• Bidders should utilize the LCATs provided by DOC in the Labor Category Descriptions Tab to complete column A; these LCATs are included in a dropdown menu for column A.

• Bidders should utilize the Key Personnel from the RFP to identify which rows are aligned to Key Personnel, utilizing column B. If there is not a Key Personnel aligned to the row, please type "NA".

• Bidders should have one row for each key personnel but then for all other personnel, bidders do not need to add a row for every resource (FTE). Only one row is needed for each labor category for the additional personnel (e.g., if the bidder needs 5 Junior Benefits Specialists for all 5 years of Task Order 2, the bidder should add 1 row for the labor category and include 9,600 hours in columns C through G).

• Bidders should be sure to complete all four sections of this tab including Payroll, Personnel, Benefits and HRIT System Administration.

• If certain resources (e.g., the Program Manager) will be involved in all four services, please split their hours across all four services as appropriate. See the examples in red for an illustration.
