About this file
This document contains pricing templates and instructions for a federal indefinite delivery, indefinite quantity contract solicitation for personnel action request, payroll, and benefits transaction processing services. The Department of Commerce, Enterprise Services seeks to award a single IDIQ contract to provide PAR, payroll, and benefits processing for multiple bureaus using existing technology. Offerors should complete pricing templates for labor categories and rates, transition services, and operational services pricing for years one through six. Transition services pricing is to be provided as a firm fixed price, with proposals due by June 8, 2020. Operational services pricing must include per transaction rates for PAR processing, combined payroll and benefits fully loaded cost per FTE, payroll and benefits unit prices if volumes are exceeded, and HRIT system administration prices per FTE. The selected contractor will process transactions and support FTEs for multiple Commerce bureaus according to provided volumes and staffing levels over the six-year period of performance.

DOC Enterprise Services PAR, Payroll, and Benefits (PP&B) Pricing Template
| Overall Instructions: Bidders should complete all cells that are highlighted in yellow for all tabs. Bidders should not change any formulas in cells that are not highlighted in yellow for bidders to complete. Bidders may remove the examples given in red text. |
| Rate Card Tab Instructions: |
• Bidders shall utilize this tab to provide their binding rate card for the IDIQ.
• Bidders should include any annual escalation in cell A2 - the annual escalation should be the same each year.
• Bidders should provide the Year 1 rate for each labor category in column D. Note, the Year 1 rate will be used for Transition Services pricing.
• Bidders should not add rows to this tab.
• Bidders are not required to use all LCATs. If Bidders do not intend to use certain LCATs in their Staffing Model, leave the price in column D blank for the specified LCAT.
• Columns E through I will auto populate once the bidder completes the necessary cells.
Transition Services Pricing Tab Instructions:
• Bidders shall utilize this tab to provide their pricing proposal for Task Order 1: Transition Services (see Attachment 1).
• The pricing proposal for Task Order 1 will be Firm Fixed Price; the total price contained in cell Q2 will be considered as the bidder's proposed Firm Fixed Price for Transition Services; this price is calculated based off of the bidder's proposed staffing model and labor rates minus the stand-up costs for connecting to the DOC network (as defined in Task Order 1).
• Bidders should assume a 12-month transition time period that would include multiple go-lives according to the timeline indicated in Attachments 1.
• To complete this tab, bidders should copy their inputs in the Transition Services tab in the Staffing Model template (Attachment 9) into this tab in columns A - O.
• Columns P, Q, and R and Cells C2, C3, C4 and Q2 will auto populate once the bidders copy in the staffing information.
Operational Services Pricing Tab Instructions:
• Bidders shall utilize this tab to provide their pricing proposal for Task Order 2: Operational Services (see Attachment 2).
• Bidders shall provide four sets of prices:
1. PAR Fixed Unit Price (FUP) - the bidder shall propose a blended, fully loaded cost per PAR transaction for Years 1 - 6 taking into consideration the timeline for go-lives in Year 1 as outlined in Attachment 1, the Bureau FTE counts detailed in Attachments 1 and 2, and the projected PAR 2021 volumes as detailed in Attachment 6. These rates should incorporate any overhead and contact center support costs associated with PAR processing.
2. Payroll/Benefits Combined FFP/FTE Price - the bidder shall propose a blended, fully loaded Payroll and Benefits combined cost per FTE for Years 1 - 6 taking into consideration the timeline for go-lives in Year 1 as outlined in Attachment 1, the Bureau FTE counts detailed in Attachments 1 and 2, and the projected Payroll and Benefits 2021 volumes as detailed in Attachment 6. These rates should incorporate any overhead and contact center support costs associated with Payroll and Benefits processing.
3. Payroll/Benefits Fixed Unit Price (FUP) - the bidder shall propose a blended, fully loaded Payroll and Benefits combined cost per unit for Years 1 - 6 taking into consideration the timeline for go-lives in Year 1 as outlined in Attachment 1 and the Payroll and Benefits projected 2021 volumes as detailed in Attachment 6. These rates should incorporate any overhead and contact center support costs associated with Payroll and Benefits processing. Note: this rate is different from the Payroll/Benefits FFP/FTE rate. The vendor will be paid this FUP rate for any Payroll and Benefits actions processed (in accordance with SLAs) beyond 125% of the combined projected Payroll/Benefits volumes in the given period. Additionally, this rate will be used when determining financial impacts of Payroll and Benefits actions that do not meet SLA performance standards. More details on excess volumes and monetary impacts of SLAs can be found in Attachment 2.
4. HRIT System Administration FFP/FTE Price - the bidder shall propose a blended, fully loaded HRIT system administration cost per FTE for Years 1 - 6 taking into consideration the timeline for go-lives in Year 1 as outlined in Attachment 1, the Bureau FTE counts detailed in Attachments 1 and 2, and the HRIT historical 2019 volumes as detailed in Attachment 6. These rates should incorporate any overhead and contact center support costs associated with HRIT system administration.
• Bidders should assume that transaction volumes and FTE counts will remain the same throughout the 6 years when developing their pricing proposal.
• Total annual costs will be calculated by multiplying the 1. PAR FUP prices by the projected 2021 PAR volumes, multiplying the 2. Payroll/Benefits FFP/FTE prices by the total FTE count, and multiplying the 4. HRIT system administration FFP/FTE prices by the total FTE count then adding all three of these costs together and subtracting the annual DOC networking credit.
• Total annual costs should be reflective of the Staffing Model provided in Volume 1 and rates provided in the Rate Card tab.
