About this file

This document provides supplemental questions and answers regarding a solicitation for personnel action request, payroll, and benefits transaction processing services. The solicitation seeks proposals for an indefinite delivery, indefinite quantity contract to provide these services to support offices across the Department of Commerce. Task Order 1 would cover design, build, transition to operations, and the initial operating period of up to 12 months. Task Order 2 would cover ongoing steady-state transactional services once all bureaus have transitioned. Pricing mechanisms include firm-fixed-price, fixed unit price, and firm-fixed-price per full-time employee. The due date for questions was May 15, 2020 and proposals were due June 8, 2020. The contract award is intended to transition existing services and support approximately 3,000 employees initially growing to over 30,000 employees across multiple phases.

Q&A Supplement

The following supplemental information is provided for clarity of answers provided to the questions.

1. SF1449 – An SF1449 was referenced in the solicitation but not provided with the documents.

The SF1449 is provided with this amendment.

2. In the answer to question #8 regarding the time of Task Orders 01 and 02, the Government stated: “Task Order 01 and 02 are performed sequentially. Task order 01 is fixed price for design, build and transition to operations. Task order 02 is steady state transactional services when all using bureaus have been transitioned."

The meaning of this answer is as follows:

a. Task Order 01 is intended to cover both the Design Build (TO1, Section 2.1.1) and Initial

Operations (TO1, Section 2.1.2). All costs during this period are to be captured as a Firm Fixed Price in the base period. The length of this period is largely dependent on the technical solution proposed and maturity/capability of the offeror to perform the required work. It may last up to but not exceed 12 months. The purpose of Task Order 01 a resulting delivery of the requisite capabilities and to conduct an orderly transition of services to the new contract effort. The amount of time to accomplish this is dependent upon a myriad of factors related to each Offeror’s technical solution.

b. The cost for the transitional portion occurring in Task Order 01 shall cover all costs until the beginning of Task Order 02 – steady state operations. To illustrate, if the full period to accomplish Task Order 01 is proposed as 12 months and the first wave of ~3,000 employees are transitioned in month 7, the remaining 5 months of initial Operations costs (TO1, Section 2.1.2) for these ~3,000 employees is allocated to the total Task Order 01 Firm Fixed Price.

The same process is applied to the remaining two waves of transition and increases in production.

c. At the end of the full transition (Task Order 01), Task Order 02 will commence with pricing based on the prescribed pricing mechanisms (e.g., FUP, FFP/FTE, etc.). The commencement date of Task Order 02, Operational Services, is anticipated to occur between July 1 – December 31, 2021 depending on technical solution.

d. Where Attachment 9_Staffing Model Template, Operational Services tab, starts in contract Year 2, the Government will not pay the cost of labor as a direct deliverable during the performance of Operational services (Task Order 02). All labor and other costs of performing services are to be allocated to the transactional costs of delivering services using the pricing mechanisms identified (e.g., FUP, FFP/FTE, etc.). Anticipated volumes of services are provided to assist with determining the appropriate distribution of costs. The Attachment 9_Staffing Model Template is required only as a data point for evaluation of price reasonableness and understanding of the offeror’s proposed staffing approach related to their technical solution, and in the event through IDIQ performance a requirement necessitates an order to be issued based on labor as a deliverable.
