The solicitation is structured to emphasize the "Best Value" approach, ensuring a comprehensive evaluation that goes beyond cost considerations alone.
2. Overview: The Contractor shall submit a proposal in accordance with the following instructions, outlining the approach, methodology, and qualifications for the successful completion of the bid-build project. . The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal.

1. Format: The proposal shall be submitted electronically via email to the contract administrator and contracting officer and prepared in accordance with the instructions provided in this solicitation and include the following sections:
a. Technical Proposal: Details of the proposed design, permitting, and construction/installation, ensuring compliance with DoD regulations.
b. Cost Proposal: A detailed breakdown of the costs associated with each phase of the Design/Build project.
c. Qualifications and Experience: Use template provided in Sec J.
2. Submission Deadline: Proposals must be submitted no later than 22 April 2024 at 1300 (1:30 pm) EDT.
L.3 Technical Proposal Requirements
1. Design and Permitting: The Contractor shall provide a complete set of 65%, 90% and 100% +IFC design phases including construction drawing, Specifications, detailed scope of work, design analysis, and bases of design report to construct and install Cathodic Protection systems for wells 1,2,4,5,6,8, and 9. These designs must conform to the standards outlined in section I of the SON. The contractor must furnish a 15% design to include general site layouts and details when submitting their proposal. The contractor is responsible for obtaining all necessary permits ensuring compliance with DoD regulations and other applicable laws and regulations. The Technical Proposal should be specific and complete. Legibility, clarity, and coherence are very important. Contractor responses will be evaluated against the Technical subfactors defined in this document. The Contractor is expected to provide as specifically as possible, the actual methodology that they intend to would use for accomplishing/satisfying these subfactors. Contractors will address their technical solution for meeting or exceeding the government’s minimum performance or capability requirements of each technical subfactor. All the requirements specified in the solicitation are mandatory. By submitting a proposal, the Contractor is representing that their firm will perform all of the requirements specified in the solicitation. The Contractor shall not merely reiterate the objectives or reformulate the requirements specified in the solicitation.
2. Construction/Installation The Contractor will provide an impressed cathodic protection ICCP system for wells 1,2,4,5, and 6 according to the approved designs and SON dated 29 Jan 24. The location for the anode bed and rectifier must be chosen through coordination with 9 CES Engineering and Environmental sections. The Contractor will also provide Cathodic Protection for wells 8, and 9 separately in accordance with all applicable documentation. As referenced in the SON dated 29 Jan 24, wells 8 and 9 are isolated from the underground metal pipe route and are instead connected by Asbestos Concrete (AC) piping. The Contractor’s design must clarify the method for providing CP to these two wells. Environmental permits and assessment for the area and sensitive species will be required if digging is desired. Environmental assessment will be required for all alternatives including an isolated (CP for each well 8, and 9) systems.
L.4 Evaluation Criteria
1. Overview: Proposals will be evaluated based on the following criteria:
a. Technical Approach and Methodology
b. Cost Proposal
c. Qualifications and Experience
2. FACTOR 1: Technical
a. Sub-Factor 1.1 – Statement of Work (SOW): The contractor’s SOW clearly details how work will be accomplished and meets/addresses the Governments SON, dated 29 Jan 24, requirements. The contractors SOW provides a written plan describing in detail all phases of equipment installation, address work sequencing, site preparation, equipment installation, and reporting.
b. Sub-Factor 1.2 – Design: The contractor’s proposal provides at least 15% level of effort design, identifying all major components of work and with all information requested in the SON.
c. Sub-Factor 1.3 – Schedule: The contractor’s proposal provides a progress schedule (design/construction) with a reasonable period of performance. This will be submitted on an AF 3064 (see sec J). The project schedule that the Contractor submits must include, at minimum, the Task Order (TO) award date, period of performance of the TO, and description of each task in a project schedule.
3. FACTOR 2: Price
a. Sub-Factor 2.1 - Bid Schedule
4. FACTOR 3: Qualifications and Experience
a. Sub-Factor 3.1 – The contractor is required to furnish documentation demonstrating successful completion of three relevant contracts (refer to Section J for the provided template).
L.5 Basis of Award
1. This is a Design/Build project, and offerors are expected to provide comprehensive proposals that address all aspects of the Design/Build process, to include compliance with DoD regulations.
2. Award will be made in accordance with the procedures specified, and on the basis of the lowest priced proposal meeting the acceptability standards for non-price factors. An order may be awarded to the contractor who is deemed responsible IAW FAR 9.1, as supplemented, whose proposal conforms to the requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the instructions) and is judged, based on the evaluation factors and subfactors, to represent the technically acceptable proposal with the lowest complete and reasonable price.
3. The Government will review Offeror Bid Schedules and arrange all proposals from lowest-priced to highest-priced. Bid Schedules must be complete, in order to be further considered. The Government will then evaluate offeror technical proposals and rate as either acceptable or unacceptable for each subfactor. An acceptable subfactor clearly meets the minimum requirements of the solicitation. Unacceptable technical proposals may not be further evaluated; however, the Government may conduct interchanges, as determined by the CO. The Government will then evaluate offerors’ price proposals and rate as Fair and Reasonable or Not Fair and Reasonable. Not Fair and Reasonable proposals may not be further evaluated; however, the Government may conduct interchanges as determined by the CO. Fair and Reasonableness will be determined by comparison to the Independent Government Estimate, other prices proposed, historical prices paid, or any other price analysis technique identified in FAR 15.404-1(b)(2). Price comparison using one or more of these techniques may identify unreasonable pricing (too low or too high). Unreasonable pricing may result in the Offerors’ proposal being not awardable.
L.6 Submission Instructions All proposals shall be submitted electronically to TSgt Joshua Williams and SSgt Milton Vasquez at joushua.williams.23@us.af.mil and milton.vasquez@us.af.mil respectively.
