About this file
This document is a Statement of Need (SON) for a task order to repair the cathodic protection system for 7 water supply wells at Beale Air Force Base. The SON provides background information on the existing system, outlines the general and detailed scope of work required, and lists applicable standards and regulations the contractor must adhere to.
The related federal contract opportunity is a solicitation (FA468624R0013) for the Cathodic Protection Wells project at Beale AFB, with an estimated value between $300,000 and $500,000. The solicitation includes a site visit on 4/11/2024, with RFIs due on 4/16/2024 and proposals due on 4/22/2024. The work requires designing, constructing, and installing an impressed current cathodic protection system for the 7 wells, with 5 wells reconnected to the existing underground metal pipe and 2 wells requiring a separate system. The contractor will be responsible for all design, construction, permitting, and project management activities.

Contract #: TBD
Project Title: Repair Cathodic Protection for Wells
Project #: 1135097
Date: 29 Jan 2024
DRAFT STATEMENT OF NEED
1. Purpose of section. The Statement of Need (SON) explains the general intent of the Task
Order (TO) named above. It documents the major line items of work the Government expects to see accomplished, but it does not attempt to explain the exact details and/or method of execution for the TO. The Contractor will be responsible for providing specific performance details in their resulting proposal and Statement of Work (SOW).
2. Background Information.
7 water supply wells with approximately 300 ft deep and 16” diameter casings, on the well fields area at Beale AFB (See in site plan) were protected from corrosion by an impressed current CP system, with a central anode bed/rectifier since 1971. the old system, was connected by the existing abandoned underground metal pipe that is used as a conductor to provide the CP current to wells 1,2,4,5, and 6). Wells 8 and 9 were connected through the overhead cable which is removed while the power distribution system was altered from overhead to underground. the existing abandoned UG water pipes to these two wells are made of asbestos cement, therefore; not used as a conductor to support CP.
The transformer/rectifier of the old CP is also removed. Besides, the existing CP of the 5 wells is disconnected at some locations. (see site plan and pictures for the disconnected cables).
3. General Scope: The Contractor shall furnish all design, labor, supervision, transportation, materials, testing, analysis, reports, permits, hauling, tools, equipment, and professional services to accomplish all work in accordance with the contract documents.
4. Scope of work:
a. Design: The contractor shall provide a complete set of 65%, 90% and 100%+IFC design phases including construction drawings, Specifications, detailed scope of work, design analysis, and bases of design report to construct and install Cathodic
Protection system for wells 1,2,4,5,6,8, and 9.
Design must be provided in accordance with the applicable standard listed below in section I
15% design including general site layout and details must be submitted with the proposal.
Contractor shall perform all necessary coordination, meetings, site visits, survey, studies, and reporting to clearly understand the historic and existing site conditions to provide an appropriate design.
b. Construction/Installation. Provide an impressed current cathodic protection
ICCP system for wells 1,2,4,5, and 6 according to the approved design and SOW.
Recommended is to reconnect the existing ICCP, which connects the above 5 wells through the existing underground metal water pipe and providing a single source of the anode bed and rectifier. (recommendations are for information purposes only). The location for the anode bed and rectifier must be chosen through coordination with CES Engineering and Environmental sections.
Provide Cathodic Protection for wells 8, and 9 separately according to the approved work plan, design, and Scope of work. as stated above, these two wells are isolated from the underground metal pipe route and have the asbestos concrete pipe instead. Contractor’s design must clarify the method for providing CP to these two wells, investigation will be required if determined to use the AC pipe and wire connection for the two wells to make sure the AC pipe is still open and work as a conduit. Environmental permits and assessment for the area and sensitive species will be required if digging is desired.
Environmental assessment will be required for all alternatives including an isolated (CP for each well 8, and 9) systems.
5. Environmental/Permits: contractor must follow the regulations that requires to provide and comply with environmental protection and mitigation elements, BMP (Best
Management Practices), safety, security, and road closing, Regulations will be provided through AF form 813, and AF for 103 approved by base.
AF-813 will be filed up on the 15% design submittal for environmental assessment and permit approval by CE.
6. Proposal guidance. The proposal shall include the followings.
a. A Detailed scope of work to determine all work items accurately.
b. Incorporate as 15% design; provide a site plan and layout with details to depict the works. Provide a work plan containing narratives, describing the method, clear list of work items, implication of permits and regulative requirements and schedule for completing the design and construction.
c. Provide company’s background information, experience and expertise on design and installation of electrical and mechanical installation particularly Cathodic protection skills and expertise.
7. Government Furnished Equipment and Documents. A site plan showing the locations of wells, approximate distances between wells, and as built of the existing (disconnected)
Cathodic Protection system are provided and attached with the bid documents for information only.
8. Timetable requirement. Since the topographic or high-level geotechnical survey for this TO is not required; we anticipate 30 days for the design and 45 days for construction works to be completed. Extension of the schedule will be negotiated and approved up on requirement and needs of the request.
9. Authorized Work. Work shall be accomplished in accordance with all contractually incorporated documents. Any work that is accomplished outside of the contractual documents, unless authorized by a contracting officer, is accomplished at the contractor’s own risk.
10. Base Access. All contractor vehicles must enter the base via the Wheatland Gate and shall be subject to inspection. All contractor personnel must obtain base passes or be listed on the Entry Access List (EAL) throughout duration of work performance. Expect
72 hours minimum to process EAL’s. Any persons in the EAL are required to bring two (2) forms of identification or REAL ID to access the base.
11. Waste disposal. All waste materials will be disposed of and removed off base by
Contractor. Contractor will practice good housekeeping during project. The Contractor shall provide C&D Debris Diversion and Disposal Report.
12. Materials Submittals. The Contractor shall fill out and submit a Schedule of Materials
Submittals (AF 66) with the proposed project schedule. A template will be provided, and contractor can add as needed by the design requirements. Submittals must contain detailed information of the item, and links to the applicable standards used for the material or equipment.
13. Utility Outages. All utility outages need to be thoroughly coordinated in advance.
Outage plan will be approved within two to four weeks from the date submitted. It is requested that building outages for tie-in of the switches be conducted after hours or on weekends. All precautions will be taken to protect existing equipment from damage.
Outages will be coordinated through the AF form 103 approval by base.
14. List of Expected Acceptance Tests Required During Contract. Contractor is responsible to provide the Quality control, weekly status, and Test reports of the project.
Before full acceptance, Gov’t will review the reports, and test the connectivity and other elements to be functional.
