1) Overview: Sustainability Implementation

Federal facilities and operations are required to meet federal statutory requirements. Many of these requirements relate to high-performance sustainable buildings. The Guiding Principles for Sustainable Federal Buildings and Associated Instructions December 2020 provide a means to meet and document the building statutory requirements as well as other sustainable building recommendations. Compliance with the Guiding Principles is required for design/construction projects over $3.8M in FY2025. Below $3.8M, compliance with Guiding Principles is encouraged. In all projects, compliance with federal statutory requirements is mandatory.

For this project, the Design/Construction team shall coordinate with BLM to ensure compliance with the Guiding Principles. Guiding Principle criteria for New Construction and Modernization (NC&M) projects are listed below with clarification of the roles of the Design/Construction team and BLM in implementing each specific criteria and, in many cases, specific direction is provided for compliance.

Submit a high-level summary detailing how each criteria/principle is addressed. Refer to the Guiding Principles for Sustainable Federal Buildings and Associated Instructions December 2020 document for additional information and links to available resources.

2) NC&M 1.1 Integrated Design and Management

The project sustainability goal is to meet the Guiding Principles as addressed through this document.

Identify a team member for each criteria who is responsible to ensure compliance with the criteria.

Document compliance of each criteria throughout design and construction including a summary submittal detailing how each principle is addressed.

3) NC&M 1.2 Sustainable Siting

BLM is responsible to ensure site selection complies with Federal Management Regulation. No action required. (41 CFR § 102-76.20), (National Environmental Policy Act of 1966, as amended), (42 U.S.C.

4321), National Historic Preservation Act of 1966, as amended), (16 U.S.C. 470).

4) NC&M 1.3 Stormwater Management

Address stormwater management in accordance with “Technical Guidance on Implementing the Stormwater Runoff Requirements for Federal Projects under Section 438 of the Energy Independence and Security Act.” (42 USC § 17094).

5) NC&M 1.4 Infrastructure Utilization and Optimization

Bicycle racks and showers are included in the project. No action required. at the facility. Showers are provided as part of the building floor plan.

6) NC&M 1.5 Commissioning

Document that HVAC and lighting systems comply with Government requirements using the commissioning process identified in ASHRAE Standard 202. Tailor commissioning effort based on building size and system complexity. (42 U.S.C 8253(f)(1)(A))

7) NC&M 2.1 Energy Efficiency

Ensure Energy Star and FEMP-designated products are provided and installed. Comply with modelling and documentation required by 10 CFR Part 433 (Commercial) or Part 435 (Residential) to design facility to exceed energy performance requirements by at least 30 percent, where life cycle cost-effective. For modular housing, obtain EnergyStar Certification by achieving an Energy Star score of 75 or higher. (42 U.S.C. § 6834(a)(3)(A)), (10 CFR parts 433, subpart A and 10 CFR parts 435, subpart A), (42 U.S.C. § 8259b), (10 CFR § 436.40-436.43)

8) NC&M 2.2 Energy Metering

Provide standard electrical meter for each building. This can be accomplished by installing submetering downstream of the utility meter for each building. (42 U.S.C. § 8253(e))

9) NC&M 2.3 Renewable Energy

This element is not to be pursued. No action required. (42 U.S.C. § 15852(a))

10) NC&M 2.4 Benchmarking

BLM will perform benchmarking after construction. No action required. (42 U.S.C. § 8253(f)(8))

11) NC&M 3.1 Indoor Water Use

Provide WaterSense plumbing fixtures.

12) NC&M 3.2: Water Metering

Provide standard water meter for each building. (Federal Building Metering Guidance)

13) NC& M 3.3 Outdoor Water Use

Xxeriscaping techniques have been maximized for the site to reduce the use of potable water. Drought tolerant planting is encouraged in areas where turf grass would be typically expected. No action required.

14) NC&M 3.4 Alternative Water

This element is not to be pursued. No action required.

15) NC&M 4.1 Ventilation and Thermal Controls

Comply with the most current version of ASHRAE “Ventilation for Acceptable Indoor Air Quality” Standard 62.1 or 62.2 and ASHRAE “Thermal Environmental Conditions for Human Occupancy.” (41 CFR §§ 102-74.195 and 102-74.185).

16) NC&M 4.2 Daylighting and Lighting Controls

Meet illumination levels in accordance with 41 CFR § 102-74.180 and maximize the use of automatic dimming controls or accessible manual controls in regularly occupied spaces. Spaces along exterior walls are provided with shades. (41 CFR § 102-74.180).

17) NC&M 4.3 Low-Emitting Materials and Products

Use compliant products on at least 75% of interior products by cost or surface area, for the following materials and products: composite wood products, flooring and carpet systems, wall panels, insulation, adhesive, sealants, interior paints, and finishes, solvents, janitorial supplies, and furnishings.

18) NC&M 4.4 Radon Mitigation

Passive radon mitigation system is provided in the design No action required. (41 CFR § 102-80.20).

19) NC&M 4.5 Moisture and Mold Control

BLM to implement moisture control strategy after construction. No action required.

20) NC&M 4.6 Indoor Air Quality during Construction

Develop and implement a plan to address indoor air quality during construction based upon “2008 IAQ Guidelines for Occupied Buildings Under Construction.”

21) NC&M 4.7 Environmental Smoking Control

Provide no smoking signs at building entrances. (41 CFR § 102-74.315 and 102-74.330).

22) NC&M 4.8 Integrated Pest Management

BLM to develop and implement Integrated Pest Management after construction. No action required. (41

CFR § 102-74.35).

23) NC&M 4.9 Occupant Health and Wellness

Horseshoe pits, volleyball ay include but are not limited to water bottle-refilling stations, combination bottle-refilling stations and electric water coolers, bicycle racks, picnic tables, fitness areas, etc. Showers are provided as part of the building floor plan. Horseshoe pits, volleyball court, picnic tables, bicycle racks, showers and refrigerator door-mounted filtered ice and water fillers are provided. No action required.

24) NC&M 5.1 Materials – Recycled Content

Use compliant products to the maximum extent possible unless products are not available within a reasonable period of time, fail to meet the performance standards required, or are available at an unreasonable price. (42 U.S.C. § 6962).

25) NC&M 5.2 Materials – Biobased Content

Use compliant products to the maximum extent possible unless products are not available within a reasonable period of time, fail to meet the performance standards required, or are available at an unreasonable price. (The Farm Security and Rural Investment Act of 2002), (7 U.S.C 8102).

26) NC&M 5.3 Products

Use Sustainable Products to the maximum extent possible unless products are not available within a reasonable period of time, fail to meet the performance standards required, or are available at an unreasonable price. (FAR 52.223-23 Sustainable Products and Services).

27) NC&M 5.4 Ozone Depleting Substances

Use compliant products. (42 U.S.C. § 7671k), (42 U.S.C. § 7671l), (40 CFR part 82) (40 CFR Parts 84, 261, 262, 266, 270, and 271) (Phasedown of Hydrofluorocarbons: Management of Certain Hydrofluorocarbons and Substitutes Under the American Innovation and Manufacturing Act of 2020).

28) NC&M 5.5 Hazardous Waste

Comply with all hazardous waste construction or operation activities that are covered by RCRA subtitle C and subtitle I and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). (42 U.S.C. § 9601 et seq. and its implementing regulations at 40 CFR Parts 239-282).

29) NC&M 5.6 Solid Waste Management

Identify markets for recyclables within 50-mile radius of project site. Where markets exist, divert at least 50% of construction and demolition materials from landfills. Where markets exist, identify space within the building for the collection and storage of the following waste streams; paper, plastic, metal, corrugated cardboard, glass, and batteries.

30) NC&M 6.1 Risk Assessment

Use tools to identify hazards, threats, and risks expected at the facility. Determine risk mitigation strategies or products that minimize risk exposure.

31) NC&M 6.2 Building Resilience and Adaptation

Implement cost-effective strategies and products identified in risk assessment.
