About this file
This document is a Questions and Answers (Q&A) file for the GAOA Orovada Fire Engine Cover & Crew Quarters project in Nevada, solicitation number 140L0625R0006, issued by the Bureau of Land Management. The Q&A covers critical details for potential contractors, including site specifications, environmental considerations, and submission requirements. Key points include: the project involves a 5-acre parcel with GPS coordinates, requires underground electrical service, has specific stormwater drainage and channel protection requirements, and mandates coordination with the Contracting Officer's Representative (COR) for construction staging. The site has no identified endangered species, but contractors must adhere to migratory bird nesting season restrictions.
Submission details are precise: Past Performance Questionnaires and Phase 1 proposals are due on Friday, May 09, 2025, at 2 PM Mountain Time. The project emphasizes sustainability, with HVAC solutions to be controlled by ASHRAE requirements, and while VRF systems are mentioned, they are not preferred over conventional HVAC systems. Contractors are advised to consult additional documents like the NEPA DNA and the "Orovada WFC Sustainable Doc" for comprehensive guidance. The site includes provisions for earthwork, with specific instructions on material placement and drainage, and the nearest disposal facility is the Humboldt County regional landfill.

Questions and Answers
1. Is it acceptable to use CPARS to satisfy the past performance requirements?
A: The Government has access to CPARS and encourages the contractor to submit
PPQ’s as directed in the solicitation.
2. We are currently reviewing the solicitation and have a quick question regarding the past performance requirements. Specifically, we would like to confirm whether
CPARS evaluations may be submitted in lieu of Past Performance Questionnaires
A: The Government has access to CPARS and encourages the contractor to submit
PPQ’s as directed in the solicitation.
3. Is there a haul away requirement for onsite excavation?
A: There is no haul away requirement. Contractor will need to ensure positive drainage onsite. Any earthwork that contains organics shall not be placed underneath any finished surfaces onsite. Any excess material could similarly not go underneath the future proposed admin or crew quarter site. Some possible placements would include the north of the stormwater channel, the south of the stormwater pond, or incorporating any material into the landscaping portion of the site to create visual interest. The closest dump for other items is the Humboldt County regional landfill.
4. Where does the parcel begin and what size is it?
A: Please use the official documents for exact and legal locations for the parcel. For the unofficial location provided for your convenience see the four GPS coordinates which are approximately the points on the edges of the five allowable acres:
Point 1: 41.558658° -117.792136°
Point 2: 41.559940° -117.792152°
Point 3: 41.559954° -117.790424°
Point 4: 41.558653° -117.790430°
5-acres are available of the 40-acre parcel. Please see the DNA document
5. Is the electrical service overhead or underground?
A: The electric service is to be underground.
6. Is VRF required or preferred?
A: The HVAC Solution will be controlled by sustainability guidelines including
ASHRAE requirements. Any reference to VRF in the specifications is only applicable if VRF is the technical solution the DBC elects to use to meet requirements.
The reference to VRF does not imply that the government prefers solutions including
VRF or that those solutions will be viewed more favorably than conventional HVAC systems.
7. Does the channel require protection and is it a perennial stream?
A: The channel is a drainage way typical in high desert environments and not a perennial stream. Please provide armoring to prevent rapid channel erosion. Channel to be protected with riprap, gabion baskets, or other armoring.
8. Is there a designated staging area?
A: Coordinate with the COR to select a construction staging area on the BLM Parcel.
Construction equipment and operations shall be contained within the work limits and staging areas. The site has generous allowance for staging and the Government intends to allow the contractor to utilize the space without being overly restrictive.”
The BLM parcel for staging is limited to the 5-acres identified by the NEPA document: “DOI-BLM-NV-W010-2013-0034-DNA”.
9. Is the project required to be LEED certified as stated in the NEPA DNA?
A: No, the project is not required to be a LEED Certified Project. Refer to the document “Attachment 9 - Orovada WFC Sustainable Doc” for implementation of sustainability actions.
10. Have there been any cultural items found on the site?
A: Please note that a class III cultural resource inventory was completed for the site and did not have any findings.
11. Does the waterline run under Kunkle lane?
A: The waterline is shown on the SEH feasibility drawings and SBCC reference drawings and runs along the south side of Kunkle lane outside of the asphalt pavement at 4” in size.
12. What is the hinge for stormwater drainage?
A: The site is crowned near the center of the site in a east-west direction which causes stormwater that falls on the site to drain to either side of the existing site before flowing westward. The reference plan set developed was able to capture the stormwater, run it along the curb, and then drain into the channel all without using underground stormwater conveyance.
13. Do Endangered Species exist on the Site Parcel?
A: Endangered Species: See DNA document. Endangered species have not been identified onsite.
Please note the following condition: “Wildlife – Migratory Birds: For any proposed actions that are not performed outside of the migratory bird breeding season (March 1
- August 31), a migratory bird nesting survey will be conducted in potential habitat areas no more than 10 days and no less than 3 days prior to initiation of disturbance.
If active nests are located, a minimum 260 ft. protective buffer will be established or activities delayed until the birds have completed nesting and brood-rearing activities.”
14. On the Past Performance questionnaires, the submission date is dated last year. What date do you need them by??
A: Attachment 11 has been updated. Past performance questionnaires are due on
Friday May 09, 2025, at 2pm Mountain Time
15. When are the Phase One bids due?
A: Phase 1 proposals are due on Friday May 09, 2025, at 2pm Mountain Time (Local
Denver Time, Daylight Saving Time).
