1) Overview

This document outlines the core performance requirements for the Bureau of Land Management (BLM) Fire Station Building (FSB). The core requirements outlined are the minimum requirements and are not intended to limit the means and methods of construction. These requirements are to be provided to the DBC for their team to create Construction Documents These requirements are based on the provided schematic floor plan and the BLM’s Standard Fire Station Design Requirements Updated 12/13/2024.

This building is one part of a larger project known as the Orovada Wildland Fire Complex.

This document covers the core requirements of the Fire Station Building. The provided reference drawings are meant to demonstrate the basic layout and features of the Fire Station Building as a simplified version of a prototypical BLM 4-Bay Fire Station’s engine bays. This document contains the requirements and salient features specific to the Fire Station Building to be provided in the final project to be turned over to the Government.

Some adjustments may be necessary after evaluating site conditions, geotechnical data, site views, and building code review. Any changes to the concept site plan must be reviewed and approved by the government’s Contracting Officer Representative (COR) before significant work on any design documentation is completed.

2) Background

This project is for a single story, 4-bay plus building, with an approximately 5,000 SF footprint, (4) overhead doors to allow for the parking of wildland fire trucks within the facility. There are additional spaces within the building for storage, cleaning of gear, restroom and bathing, and general operations pertaining to the fire trucks and the fire crews. This is only one of the buildings to be placed on the site.

Placement is as per the concept site plan or approved conceptual site plan equal with engine bays facing west.

The design of the Fire Station Building prioritizes a safe work environment of the fire crew members, recognizing the importance of mental health in high-stress environments. By incorporating windows, clearances between activities, safety features and thoughtful orientation, the FSB will create a safe working atmosphere that can help reduce stress and allow for an efficient workspace within and around the facility.

3) Codes, Regulations and other Requirements

Items constructed or purchased as a result of this statement of work shall follow BLM-adopted building codes and regulations. Refer to the attachment BLM Building Codes and Standards for current applicable laws, standards policies, etc. In addition to, the project shall also comply with local AHJ regulations, codes, and laws, with the stricter requirements taking priority, as needed to tie into various utilities.

To prioritize the mental health and well-being of the fire crew, materials should be selected that are environmentally friendly, responsibly sourced, and minimize the emission of volatile organic compounds (VOCs). If a FBB is to be procured, the FBB shall be provided with sustainable materials as outlined within 48 CFR 52.223-23 SUSTAINABLE PRODUCTS AND SERVICES (May 2024).

3.1) Project Licensing Requirements:

Refer to the Orovada Wildland Fire Complex General and Site Statement of Work document for Design Professional requirements.

4) Fire Station Building Performance Requirements – Overview

This section defines the core performance requirements for the Fire Station Building. The core performance requirements outlined are the minimum requirements and are not intended to limit the means and methods of construction except that a pole barn type structure is not permitted. These requirements are to be provided to the DBC’s design team for use to create the design and shop drawings.

The provided schematic floor plans are consistent with the BLM prototypical fire station design as well as accommodating for a future Administration Building connecting to the Fire Station Building. Placement of the FSB is to allow space, consider utility placement, etc., for the future Admin Building. The DBC is to use the schematic floor plans to design and construct the FSB. Any adjustments need to be coordinated and approved by the Government.

The provided schematic site plan layout indicates future placement of a roughly 3,700 SF Administration Building adjacent to the Fire Station Building. The future admin building will be situated approximately 20’ apart connected via a future, enclosed, conditioned breezeway.

Performance requirements include those necessary for both the FSB and integration into the overall Orovada Wildland Fire Complex site. Best efforts have been made to ensure a complete list; however, it may not be exhaustive. Initial design charrettes and meetings with local BLM representatives must be conducted to ensure a comprehensive and complete design.

4.1) Fire Station Building Performance Requirements – Substructure A10 Foundation

• The minimum depth below grade must comply with local regulations and the geotechnical report requirements as well as building requirements as determined by the DBC design team.

• There is to be a minimum 6” exposed foundation between the finished floor elevation and the wall sill plate.

4.2) Fire Station Building Performance Requirements – Shell B10 Superstructure

Floor:

• Primary floor slab: Reinforced concrete slab designed of minimum 6” deep to withstand the driving and parking of fully loaded three-axel wildland fire trucks (60,000 lbs), used by the BLM.

Finish surface be sealed (unless otherwise noted) and provided with appropriate jointing pattern.

• Restroom/shower: Ceramic floor tile with an anti-slip rating DCOF ≥ 0.42 minimum to ensure safety for all users.

• Mechanical, Electrical, Communications, Shop and Laundry room to have sealed concrete finish.

• Storage Mezzanine: Provide an epoxy slip-resistant floor coating must be provided, or an approved equal material or method.

Exterior Concrete:

• There are to be 5’x5’ (minimum) concrete pads at the exterior door openings, sloped to drain away from the building.

• Provide a reinforced concrete apron across entire front of engine bays, minimum of 40’-0” long and minimum 6” depth, sloped to drain away from the building. Concrete to be able to support the driving and parking of fully loaded three-axel wildland fire trucks (60,000 lbs).

• Provide a reinforced concrete apron 25’ wide x 50’ long (the width of the building) and minimum 6” depth, along the north side of the building. Concrete to be able to support the driving and parking of fully loaded three-axel wildland fire trucks (60,000 lbs).

• Where there is no concrete pad otherwise noted, there is to be a 3’ wide concrete skirt around the perimeter of the building abutting the foundation with a ½” expansion joint between the foundation and concrete skirt, sloped to drain away from the building.

Roof Construction:

• The roof construction should be determined by the DBC.

• An awning is to be provided above each personnel door into the building.

B20 Exterior Enclosure Windows:

• Provide Energy Star rated, multi-pane, low-e casement or slider type windows provided with a tan color frame. They shall be easy to operate and open to allow for ventilation.

Personnel Doors:

• Provide metal insulated exterior doors with 1/4 vision lites throughout, except in the Mech/Elec room, which shall be solid metal insulated without any vision lites.

• Provide metal door frames.

• Provide mortise-type grade-1 locksets that have interchangeable cores.

• Provide automatic closers and weather gasketing on all exterior doors.

• The exterior finishes shall match or complement the building colors.

Overhead Doors:

• Provide 12’ wide x 14’ tall overhead doors with sight-level windows as noted on the schematic plans. Overhead doors are to be insulated and sealed, metal, sectional overhead acting doors with wall mounted electric operators. Color shall match or complement the building colors.

Exterior Finish Materials:

• The primary exterior wall material is to be a ribbed metal panel, resistant to hail, and have a factory finish. All associated trim, soffits, fascia, etc. shall be metal, provided by the same manufacturer, and coordinated to match.

• The exterior finishes are to be of natural colors and match other buildings on the site. The body of the building is to be a lighter color, the trim and gutter pieces may be of darker, complementary colors.

• Option Item 1- Exterior Finish: Provide minimum 4’ masonry wainscotting around the entire building.

Insulation:

• The insulation value of the exterior shell must comply with the current relevant codes and regulations for Federal building projects. An energy model is required to be completed by the DBC to verify the design meets the requirements of reduced energy consumption.

Bollards:

• Bollards are to be placed at each side of the overhead door openings both on the interior and exterior of the building.

• Provide a bollard at each personnel entrance to the Fire Station Building to prevent vehicle ramming incidents.

• Provide a bollard at each of the exterior building corners.

B30 Roofing Roofing:

• The roofing material is to be a metal roofing system, light in color and have a factory finish.

• The roof is to be sloped sufficiently to properly drain. Roof must be able to support snow loads as noted by relevant codes.

• Roof edge to have gutters with downspouts to direct water out away from building perimeter.

4.3) Fire Station Building Performance Requirements – Interiors C10 Interior Construction

Interior Walls:

• Interior walls shall meet the minimum standards for Sound Transmission Class (STC) as applicable to the function of the room.

• Plywood on wall to up to 8’ AFF to support hanging supplies/tools, painted, in rooms as noted.

• The Mech/Elec, Toilet and Laundry room walls must be insulated to meet thermal and sound isolation needs.

Gypsum Board:

• When required, provide a minimum of 5/8-inch type-X non-vinyl faced gypsum board.

Interior Doors:

• All doors must be equipped cylindrical grade-1 locksets that have interchangeable cores.

• Door to be hollow metal or insulated hollow metal doors (as warranted by use and location) with a painted finish.

• Door sweeps, seals and closer to be used as needed by door use and location.

• Door frames must be metal commercial grade.

C20 Interior Finishes:

Wall Finishes:

• The engine bay, storage and mezzanine areas to have 5/8” plywood sheathing to minimum of 8’ above finish floor, painted with a semigloss sheen. There is to be no floor level space without a solid wall finish.

• Gypsum board must be provided on the walls of enclosed rooms below the mezzanine namely the Corridor, Shop, Laundry, Mech/Elec, Toilet and Tools rooms. Walls to terminate at the underside of the floor structure above. Wall and ceiling textures to be smooth Level 3 finish.

• Provide a gypsum ceiling in the Toilet room.

• Finishes throughout the building should feature light, gray tone colors with a semi-gloss latex paint.

• Four-inch minimum vinyl cove base to be provided throughout, except in areas with ceramic tile.

Flooring:

• Engine Bay: Sealed concrete finish.

• Toilet: Ceramic floor tile with an anti-slip rating DCOF ≥ 0.42 minimum to ensure safety for all users.

• Engine Bay, Corridor, Shop, Laundry, Mech/Elec, and Tools rooms to have sealed concrete finish.

• Storage Mezzanine: Provide an epoxy slip-resistant floor coating must be provided, or an approved equal material or method.

Ceiling Finishes:

• Provide a minimum 8’-0” clear ceiling height throughout unless noted otherwise.

• Provide a minimum 8’-6” clear ceiling height in Shop.

• Provide a smooth, Level 3 ceiling finish.

Window Treatments:

• Provide 2-inch operable horizontal faux wood louver blinds on all exterior windows.

4.4) Fire Station Building Performance Requirements – Services Provide separate utility consumption meters as applicable for water and electricity to monitor building usage.

D20 Fire Station Building Performance Requirements – Plumbing Domestic Water System:

• All fixtures provided shall be EPA WaterSense labeled.

• The selection of the appropriate system should be determined by an assessment of the local water supply and its characteristics. Coordinate with the Government

• Design plumbing systems such that they can be easily maintained. Provide shutoff valves to isolate convenient portions of piping systems (other than drainage systems) so that small portions of the systems may be deactivated for service or repair, leaving the remainder of the system in operation. Provide access doors for all devices, valves, and pieces of equipment that require access for operation, maintenance, or adjustment.

• Maximum design velocity in domestic water supply piping shall be 6 feet per second. Design the domestic water systems to provide a minimum pressure of 20 psig at the most remote fixture.

• Design domestic water systems such that they are easily drainable. Provide accessible drain valves at all low points.

• Domestic Hot Water System: Domestic hot water shall be provided by a hybrid heat pump water heater Minimum 75 gallons of hot water first hour. Insulate all hot water piping.

• A bi-level drinking fountain with water bottle fill station shall be provided.

• Provide cold water and hot water supply distribution systems to all plumbing fixtures, wall hydrants, and all other devices, equipment, and appliances requiring water supply. Provide ASSE rated point-of-use thermostatic mixing valves on all lavatories and sinks.

• Provide appropriate protection devices around under sink items at accessible fixtures.

• Provide 3 freeze-proof wall hydrants on the building perimeter, with mounting height 18 inches above finished grade. As a minimum, one wall hydrant shall be located on the front of the building and one shall be located on the back of the building.

• Provide a wall mounted, tempered water eye wash station easily accessible to the Engine Bay.

• Provide main shutoff valve, strainer, reduced pressure zone backflow preventer assembly, and positive displacement water meter (for domestic water systems connected to municipal water supply) on each domestic water service.

• Only the main building water service will be permitted under slab-on-grade construction. All other domestic water piping shall be installed above grade.

• Provide pressure reducing valve(s) in domestic water service if water supply pressure is greater than 80 psig. Provide domestic water pressure booster pump system if water supply pressure is insufficient to meet domestic water system demands.

• Provide water hammer arresters on all domestic water branches serving fixtures and equipment utilizing automatic closing valves, i.e., water closets, urinals, washing machines, etc. Numbers and sizes of water hammer arresters shall be in accordance with PDI WH 201-17.

• Provide pressure gauges at domestic water service connections and on either side of pressure reducing valves.

• Provide dielectric unions or flanges where ferrous and non-ferrous piping materials are joined.

Sanitary Waste and Vent System:

• Connect sanitary waste and vent systems to all drains, fixtures, and all other equipment requiring sanitary waste disposal.

• Connect building drain to the sanitary sewer service provided for the building. Coordinate the exact service entrance location, size, and invert elevation with site utilities.

• Provide two-way cleanouts at points of connection of building sewer to sanitary sewer service, 5 feet beyond face of building. Extend cleanout access to grade and provide with suitable access boxes or covers.

• All sanitary vent terminations through the roof shall be located within 2 feet of the roof ridge line, a minimum of 25 feet away from any outdoor air intake, and a minimum of 15 feet away from exterior walls.

• Provide floor drains of the types listed and at the locations indicated below, and elsewhere as required for proper drainage:

o Location Floor Drain Type Mech/Elec 8-inch square top floor sink Toilet (outside shower enclosure) 6-inch diameter strainer Laundry (by washing machines) 6-inch diameter strainer

• Provide floor drains with mechanical trap seals, except where floor drains are used as shower drains.

Compressed Air Distribution:

• Provide a compressed air distribution system consisting of a ½” steel pipe primary trunk distribution system; ¼ turn isolation valves at primary components; ¼” quick connects; hose reels; water removal system; and all other necessary components for a fully functional compressed air distribution system. Design to prohibit installation of system oiler in lines and to include appropriate safety valves, shutoff valves, and quick connects. Connect the air compressor via a flexible connection to allow for movement and vibration.

• Set distribution pressure at 120 psi.

• Set regulators at each delivery point for 20-120 psi [30 for gen use (OSHA), 110 for tires].

• Specify black iron pipe for distribution, no galvanized pipe allowed. Layout system to appropriately drain, branch lines shall tee off top of main line.

• Air distribution lines routed to the following delivery locations:

o Each engine bay (specify with drop-down reels).

o Shop – at least two locations at workbench level.

o By all exterior personnel doors in Engine Bay.

D30 Fire Station Building Performance Requirements – HVAC

• Temperature Design Criteria Winnemucca, NV, USA:

o Coordinates: 41.560000°- -117.792000° o Elevation: 4,400’ o Winter Design:

Outdoor Temperature: 9.3°F Indoor Temperature: Minimum 55°F o Summer Design:

Outdoor Temperature, Dry Bulb: 95.8°F Mean Coincident Wet Bulb: 60.5°F Indoor Temperature: Maximum 85°F

• Four equally sized electric unit heaters shall be used in the engine bay to maintain a minimum 55°F. Space heaters shall interlock with a temperature sensor and the bay doors. If a bay door is open the electric heater shall not energize.

• Radiant Ceiling Heaters shall be used in the adjacent shop, tool room, toilet room, laundry room, and mechanical/electrical room to maintain a minimum 55°F.

• The engine bay shall be exhausted with the exhaust fan being interlocked with the temperature sensor used by the electric unit heaters. The exhaust fan(s) shall energize to maintain a maximum of 85°F.

• A vehicle exhaust system shall be installed and monitored by a gas sensor. The exhaust fan shall energize based on the gas ppm in the space.

• Exhaust fans shall be installed in the Shop, Tools, Toilet, Laundry and Mech/Elec rooms.

o Shop room exhaust shall be on a timer switch.

o Toilet room exhaust shall be on a timer switch.

o Tools room exhaust shall be on a timer switch.

o The other spaces shall be continuous or controlled by temperature.

• Engine bay area shall be provided with continuous ventilation AND exhaust system controlled by carbon-monoxide detector and nitrogen dioxide detector AND provided with manual override on a timer for local activation. Exhaust systems shall comply with 2021 International Mechanical Code for an enclosed parking garage. Intent is no motor vehicle operation beyond driving the engine in and pulling the engine out.

• All fresh air intakes shall be positioned at least 8 feet above ground level to prevent contamination and ensure proper airflow.

HVAC Controls:

• Provide a basic locally operated TEC type 7-day programmable networked thermostat/controller.

• Option Item 2 – HVAC Controls: Connect to the BLM’s central Metasys Server located in

Denver, CO. Program it to email the Nevada Facility manager.

HVAC Zoning:

• Provide separate zoning for bathrooms, bedrooms, and the open living space.

Radon:

• Provide a passive radon ventilation system. The passive system should be convertible to an active system by the owner following construction. Provide an electrical circuit and service to the location where a fan would be placed if an active system is later required.

D40 Fire Station Building Performance Requirements – Fire Protection

• Provide a Fire Alarm, capable of monitoring over the telephone system or internet fiber connection, coordinate with the Government.

• Provide fire extinguishers and cabinets necessary to meet code requirements.

D50 Fire Station Building Performance Requirements – Electrical Electrical General:

• One grade-mounted heavy electrical vault to support two multi-pole 40 amp connections, with provisions for future pedestal-mounted electric vehicle charging stations must be designed.

Position the vaults to ensure that future charging cables do not intersect with pedestrian walkways. Each vault must contain one 1-inch empty conduit for IT and one 2-inch empty conduit for future power, terminating within the Fire Station Building.

• A single site entrance for IT delivery, with a site junction vault that provides separate IT and Plain Old Telephone Service (POTS) (verify applicability with site conditions).

• Provide two 2-inch empty electrical conduits stubbed out to 60” out from the building foundation in the direction of the future Admin Building site to support future electrical and IT infrastructure needs.

Electrical Panels:

• Provide electrical panels that are sufficient for the building's capacity and for the future installation of two electric vehicle charging stations.

• Provide capacity for (2) future two multi-pole 40-amp connections including (2) spare conduits from distribution panel out beyond the foundation by five feet to exterior handholes.

• Two 240V circuit openings must be provided for two multipole 40-amp connections. These openings should utilize the empty conduits included in the site deliverables to facilitate easy installation.

• Install separate utility consumption meters as applicable for water, gas, and electricity to monitor usage effectively.

Receptacles:

• Provide electrical cord reels mounted on the exterior walls between, and to each side, of the overhead Engine Bay doors. Cord reels to have a minimum 50 power cord.

• Provide at numerous work bench height electrical receptacles on multiple circuits throughout the

Shop for numerous small shop power tools.

• Provide 240V circuit and receptacle for electric heavy-duty dryer in the Laundry Room.

• Provide a 240V circuit and receptacle for the air compressor.

• Provide multiple receptacles at countertop height in the Laundry Room.

Lighting Fixtures:

• All lighting fixtures shall be LED, with a color temperature of approximately 3500K with an 80+

CRI. The LED fixtures should be capable of dimmable in all rooms, except for the Mech/Elec, and Tools rooms.

• All fixtures shall be operated by walls switches.

• A heat lamp must be installed in the shower of the toilet room and controlled via a timer.

• Provide exterior lighting that is activated by motion sensors and with a digital astronomical clock with automatic daylight savings adjustment. Additionally, DarkSky compliant lighting should be placed above each entrance and exit doors.

D5030 Fire Station Building Performance Requirements – Communications and Security

• BLM Network infrastructure is required

• Provide 3/4-inch fire rated plywood backing board, large enough to accommodate wall-mounted cabinet as well as a future PACS control panel and a future Video Surveillance System (VSS) camera panel. Coordinate location with the Government.

• Install a 12U lockable wall-mounted cabinet with the capacity for fans or future fan installation, featuring ventilation mesh.

• All Cat-6e lines terminate in the 12U lockable cabinet with a 5’ whip.

• Install junction boxes at entry/exit doors, and Mech/Elec room for future card reader installation by Government.

• Provide Cat-6e drops from the cabinet to a junction box with Cat-6e cable running from the communication room to the follow locations:

o Wall:

Corridor near the exterior door.

Shop near the doors.

Mech/Elect room near future wall mounted PACS control panel.

Mech/Elec room near future wall mounted VSS camera panel.

Mech/Elec room near Building Automation System panel.

Engine Bay near the exterior doors and near the Tool room door.

• Provide Cat-6e drops from the cabinet to a junction box with Cat-6e cable running from the communication room to facilitate future Government installation of a WIFI system in the follow locations:

o Ceiling:

Corridor between the Shop and Toilet/Laundry rooms.

(2) locations in the Engine Bay

• Security Cameras: An exterior-rated junction box and communication box with a base mount plate for a future government-installed video surveillance system camera must be provided.

Coordinate locations with Government.

Door Security:

• Provide rough-ins and appropriate passageways to accommodate a future PACS at all exterior doors and door frames. This requirement does not include an electrified mortise or card reader.

Refer to “Access Control Detail” attachment.

• Provide rough-ins and appropriate passageways to accommodate a future PACS at all interior bedroom doors and door frames. Refer to “Access Control Detail” attachment.

Security Camera Mount:

• Provide two exterior-rated junction box with a base mount plate for future government-installed

VSS cameras. Coordinate locations with COR.

Signage:

• Provide signage to identify the FSB as a federal facility. Following BLM sign standards.

Option Item 3:

• Provide a radio mast for radio communication. The radio mast cannot be a monopole as BLM safety standards do not allow for our personnel to climb mono-pole style towers/masts. The radio mast must be tall enough to have a viewshed of the site. A 2x2” dedicated conduit entrance shall be provided into the building with sealing meeting Motorola R-56 requirements. The radio mast and grounding shall meet Motorola R-56 requirements. The mast may be provided on or adjacent to the building or onsite. Cable trays, bus bars, grounding, mast, and the conduit opening will be installed by the DBC. The BLM will install the radio equipment itself. DBC to coordinate with BLM radio staff.

4.5) Fire Station Building Performance Requirements – Equipment and Furnishings E10 Equipment

Appliances:

• All appliances shall be Energy Star certified.

• Laundry room shall be furnished with the following equipment:

o (1) heavy duty front-loading electric washing machine.

o (1) heavy duty front-loading electric dryer which is to vent to the exterior of the building.

Shop Equipment:

• Industrial air compressor with a minimum volume of 50 gallons, 240V. Compressor to be mounted on a vibration isolation rail system.

E20 Furnishing

• Gear Lockers: Lockers shall be minimum 20” deep x 24” wide x 72” tall, wall mounted, power coated tube, and open-air mesh construction.

4.6) Core Room Requirements Engine Bays (No vehicle maintenance, design as parking garage):

• There are to be no floor drains or oil/water separators. Intent of space is for storage of vehicles, not vehicle maintenance.

• Total clear vehicle bay space shall be a minimum of 40’ deep x 14’ wide x 19’-7” tall to allow for space between vehicles and overhead.

• Space for turnout gear lockers for GOV issued fire gear.

• Heavy item storage space along wall in front of vehicles (may include workbenches) outside the footprint of clear bay space noted above.

Shop:

• Double door for equipment access.

• General exhaust operated by switch on a timer.

• Shop area will not be used for welding or running chainsaws.

• Workbenches are intended to be purchased and installed by Fire program.

• Power outlets at workbench height as well as typical floor level.

• Provide plywood backer board in/on at least two of the walls.

Mech/Elec:

• This room is to be insulated and constructed to mitigate sound. Items within this room include, but are not limited to, the air compressor, electrical panels, HVAC equipment, etc.

Mezzanine:

• Storage mezzanine on the south end of the building above the enclosed rooms.

• Provide 4’ clear stairway to the mezzanine. Stairs, handrails, and railings shall meet building code and OSHA requirements. Non-slip/non-trip stair treads. Weather resistant materials. The underside if the stairway shall be protected by a 1-hour fire resistant rating enclosure.

• Floor load shall be designed for minimum of 125 PSF.

• The mezzanine is for storage only, not intended for personnel work/meeting space.

• Open to Engine Bay with railing and OSHA approved gate to allow items to be lifted by forklift and offloaded safely.

Restroom/Shower:

• Unisex, single occupant, accessible

• Toilet, lavatory

• Shower

• Bench

• Robe/towel hooks

Laundry Room Requirements:

• The laundry area must feature 4’ of both upper and lower cabinets, topped with a solid surface countertop and matching backsplash.

• The design must incorporate one very large basin sink to facilitate various laundry tasks.

Janitorial Requirements:

• There must be sufficient shelving and space to accommodate mops, brooms, vacuums, and various cleaning supplies, ensuring organization and ease of accessibility.

• Provide wall mounted mop and broom holder mounted above the mop sink.

• The shelves should be constructed from durable, non-porous materials that are easy to clean.
