About this file
This is an Official Q&A document from the New Hampshire Department of Health and Human Services, Division for Behavioral Health, addressing vendor questions regarding the Recovery Navigation and Community Support for Justice-Involved Individuals RFP (RFP-2026-DBH-10-RECOV). The document clarifies key service delivery requirements, including that recovery navigation services are not required to operate 24/7 and that Peer Support Specialists must provide individualized hours based on participant needs rather than a minimum monthly threshold. The Department estimates serving 300-400 participants statewide and confirms that vendors may provide services at correctional facilities, including the Department of Corrections, county correctional facilities, and the Sununu Youth Services Center, with coordination required with facility staff to arrange both in-person and virtual service delivery. Internet access and designated meeting space within institutions will be determined during contract implementation. Referrals will be processed through correctional facilities and community partners via the Department's closed loop referral system, and staff are required to obtain specific certifications outlined in the scope of services, particularly Certified Recovery Support Worker credentials.
Payment for recovery services will be provided on a cost reimbursement basis, with vendors required to propose necessary costs through the RFP's cost sheet appendix without a specified budget cap. The solicitation does not identify incumbent contractors or regional participant distribution estimates, though the scope indicates vendors must comply with comprehensive service requirements including substance use disorder screening, trauma-informed care, vocational support, employment services, housing and benefits navigation, and family engagement programs. Funding is derived from the State Opioid Response grant (Assistance Listing Number 93.788), a federal source requiring no local match, with the contract effective through September 29, 2027, and extendable for up to two additional years pending Governor and Executive Council approval.
