About this file

This is an addendum to a Request for Proposals issued by the New Hampshire Department of Health and Human Services, Division for Behavioral Health, for Recovery Navigation and Community Support services for justice-involved individuals with substance use disorder and co-occurring conditions. The addendum modifies key sections of the original RFP-2026-DBH-10-RECOV to clarify service delivery requirements, payment structures, and evaluation criteria. The contractor must provide peer recovery support services to individuals involved in the New Hampshire criminal justice system at any stage, with particular emphasis on pre-release and reentry periods, delivering services in collaboration with the Department of Corrections, ten county correctional facilities, and the Sununu Youth Services Center. The solicitation requires vendors to obtain Memorandums of Understanding or other necessary agreements with these entities and to receive referrals from multiple correctional and community partners. The original RFP was published on February 24, 2026, with proposal submissions due April 6, 2026, at noon Eastern Time. The initial contract term extends through September 29, 2027, with options for up to two additional years of renewal.

The addendum specifies that payment will be made monthly based on approved budgets, with reimbursement prioritized through Medicaid Fee for Service claims, Managed Care Organization agreements, other health insurance billing, and direct billing to the Department for uninsured individuals and operational costs. Vendors must submit completed budgets for Department approval upon award notification and provide monthly invoices detailing expenses and third-party revenue received. The budget proposal will be scored on how well costs align with RFP objectives and proposed services, with scoring ranges of 0–16 points for poor alignment, 17–32 points for some alignment, and 33–50 points for mostly or fully understood alignment. The original solicitation allocates 700 points for technical merit and 300 points for cost, with a 400-point minimum technical score threshold required before cost proposals are evaluated. Funding is provided through the State Opioid Response federal grant (Assistance Listing Number 93.788) with no local match required. No incumbent contractors are identified, and no specific set-asides are mentioned, though vendors must be registered with the New Hampshire Department of State, Department of Administrative Services, and meet federal and state debarment verification requirements.
