About this file

This is a Quality Assurance Surveillance Plan (QASP) that establishes performance standards and acceptable quality levels for contractor performance under the Norfolk Naval Shipyard coolant maintenance contract. The QASP defines surveillance methods and rating criteria (SAT/UNSAT) for key performance tasks including machine coolant cleaning, continual maintenance, and coolant performance tracking. For machine cleaning operations, the contractor must coordinate arrival with the Contracting Officer's Representative (COR) with zero failures to meet agreed-upon dates or perform successful cleaning, subject to 100% inspection. For continual maintenance operations, the contractor must supply clean-out data sheets within 10 calendar days of completion with a maximum of two allowable failures in submission timeliness, monitored through 100% COR inspection.

The QASP identifies two formal deliverables with defined submission requirements: Clean-Out Data Sheets (CDRL A001) due within 10 calendar days after each machine maintenance with two copies required in electronic format, and Coolant Laboratory Analysis reports (CDRL A002) due within 10 calendar days after each coolant sample with two copies required in electronic format, both submitted to the COR. Additional notes specify safety requirements including the mandatory use of a spotter with a whistle during forklift operations per Norfolk Naval Shipyard Occupational Safety and Health Environment (OSHE) standards. The surveillance method for coolant laboratory analysis tracking involves COR inspection of laboratory reports to verify coolant performance when Hocut 795 products are not utilized.
