About this file
This is a Construction Statement of Work for an elevator upgrade project at the VA Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois. The contractor shall provide all tools, materials, labor, quality assurance, and supervision to complete a full renovation and upgrade of eight elevators across multiple buildings (P4, P5, and S6 in building 131; P21 in building 66; P22 in building 7; P23 in building 4; P25 and P26 in building 195) and cart lifts in the OR/Sterile Processing area in buildings 133/133CA. The project must result in a complete, compliant, and fully functional system.
The Statement of Work establishes a 548-day performance period with specific milestone requirements that work backward from the longest lead-time item delivery date to establish a mobilization date, then forward to project completion. Key milestones include Division 01 submissions due by Day 14 with VA review by Day 35, Division 02+ submissions by Day 70 with review by Day 91, longest lead item procurement by Day 92, mobilization and demolition by Day 114 (contingent on approval of pre-construction submittals), construction completion and closeout approvals by Day 547, and final contract closure by Day 548. The contractor must submit the factory ship date commitment and baseline schedule to the VA, optimizing field time to minimize disruption and costs. The project emphasizes expedited planning, robust quality assurance and safety planning, and adherence to the project manual and drawings. All contractor inquiries must follow the formal RFI process; direct contact with the AE or VA facilities engineering staff during solicitation is prohibited.
