About this file

This document is a Technical Questions and Responses Tracking Sheet for a federal construction contract solicitation (36C77626R0048) for an NRM Elevator Upgrade project at a Veterans Affairs facility in North Chicago, Illinois (Project 556-24-115). The document contains 86 contractor questions with corresponding VA responses addressing technical specifications, operational requirements, and contractual terms.

The project is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract awarded as Firm Fixed Price (FFP) with no economic price adjustment provisions. Key requirements include elevator modernization across seven buildings on an 86-acre medical campus, involving both traction and hydraulic elevator upgrades, dumbwaiter installations with specified capacities (50-pound counter height and 500-pound floor loading), and comprehensive system upgrades including video surveillance, emergency power integration, and advanced control systems. Critical operational constraints specify that no more than one elevator per building can be out of service simultaneously, with Buildings 7 and 66 elevators unable to be removed from service concurrently. The contractor must employ a full-time Quality Control Manager, hire an independent third-party scheduling consultant with specified credentials, provide temporary toilets and site logistics planning, and comply with OSHA 10-hour training requirements for all workers and OSHA 30-hour training for supervisory personnel. Payment methodology utilizes progress payments under FAR 52.232-5, with no advance payments permitted. Additional requirements include infection control barrier installation subject to VA approval, Oracle Submittal Exchange software utilization (provided by VA), and coordination with existing building systems vendors including Johnson Controls (fire alarm/protection) and Automated Logic Corporation (BAS/BMS).

TECHNICAL QUESTIONS AND SOLICITATION #: 36C77626R0048

RESPONSES TRACKING SHEET PROJECT TITLE: NRM Elevator Upgrade – North Chicago, IL Project 556-24-115

# CONTRACTOR QUESTION VA RESPONSE

1 Will the Government provide detailed written requirements for contractor badging? Please clarify the process for obtaining PIV badges, including required documentation, background checks, and estimated processing timeframes.

All contractor staff shall comply with facility access and identification procedures in effect at the North Chicago facility, as directed by the

COR.

2 Will the government pay for materials stored per VAAR 852.232-70 and FAR 52.232-5? We have experienced PCAC Contracting Officers refusal to pay for materials stored on site during these periods of material shortages and the need to expedite procurement of materials when available to meet schedule obligations and prevent project delays. This is an important factor in preparing Price proposals.

In accordance with contract terms and conditions, Contractors should not submit an offer assuming the Government will approve monthly progress payments for material and/or equipment procured by the Contractor and stored on the construction site, as space is available, or at a local approved location off the site. Payment of stored materials and/or equipment is at the Contracting Officer’s discretion and will be handled on a case-by-case basis during the contract and under such terms and conditions as the Contracting Officer approves.

3 Please confirm that any designers or consultants who provided professional services for the construction documents, including reports, are precluded from pursuing this project as a Prime contractor, Mentor- Protégé partner, or subcontractor.

Any member of the design team of this project is not permitted to be part of the construction team.

4 Please confirm that this project is a competitive SDVOSB set-aside and that any bonding provided by a contractor must be through a SDVOSB or SBA/VA APPROVED Mentor-Protégé partnership under the SBA/VA Mentor-Protégé program in which the partnership has been approved prior to the due date.

This project is set aside for SDVOSBs. The bonding requirements must be met for this project per the applicable clauses, provisions, and instructions to offerors.

5 When visiting the link, I noticed the project was “set aside for Service- Disabled Veteran Owned Small Business” – does this mean that General Contractors cannot bid the project unless they meet that requirement?

Yes, this project is a 100% set-aside for SDVOSBs. The prime contractor submitting the offer must be certified as such in the SBA Small Business Search database.

6 Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

This will be awarded as a Firm Fixed Price (FFP) contract and all escalation should be factored in your FFP. Additionally, FAR 52.216-4 “Economic Price Adjustment – Labor and Material” is not included in the solicitation and will not be added.

7 Will the VA allow deviations to Buy American Act if the noted products are not available?

The process of requesting exceptions to the Buy American Act is detailed in the provision at FAR 52.225-12, Notice of Buy American Requirement—Construction Materials Under Trade Agreements, and the clause at FAR 52.225-11 Buy American—Construction Materials under Trade Agreements, in the solicitation. Any items not compliant must be specifically listed in the offer.

8 Is this project tax exempt? If the project is sales tax exempt will the government/VA provide a sales tax exemption certificate?

Yes. See Special Note regarding FAR 52.229-3 Federal, State, and Local Taxes in the solicitation.

9 Please advise if video surveillance cameras will need to be installed inside elevator cars. If yes, will the video surveillance feeds from these cameras be monitored by the existing video monitoring system at VA Police Service dispatch center in Bldg 133? Currently the drawings do not show any such video cameras.

Video surveillance cameras should be installed in all elevator cabs with communication infrastructure to the controller. Essentially, the cameras and infrastructure should be installed by 556-24-115 to the extent that future connection to the FHCC site security camera system can occur at the elevator controller.

The existing video monitor system does not have capacity for elevator cameras. A separate project is in design to upgrade site wide security camera system. The elevator cameras will interface with that new camera system at the elevator controller at a future date to be determined but outside the confines of this contract.

10 What capacity is required for the dumbwaiters? • Counter Height Dumbwaiter with a maximum capacity of fifty

(50) pounds

• Floor Loading Dumbwaiter with a maximum platform size of 9 square feet and maximum capacity of 500

11 The dumbwaiters have two stops and two openings. Are the openings inline or opposite?

In line.

12 What is the travel distance of the dumbwaiters? Travel distance was not measured during surveying. Contractor to field verify.

13 What is the depth of the dumbwaiters? Depth of dumbwaiter was not measured during surveying. Contractor to field verify

No notes on the referenced sheets appear to match the question.

Refer to Sheet B131-E400 for electrical demolition scope of work.

17 Will the VA allow advanced payments (down payments) for any materials or equipment to be procured under this project, or will invoicing be restricted to when the physical materials and/or equipment have been delivered to the project site?

Advance payments are not included in this contract. The payment method for this contract is progress payments under FAR 52.232-5

18 Can the VA please assist in better clarifying the asbestos and lead abatement activities required for the project? Was a pre-alteration survey completed that could be shared with the bidding contractors? The construction drawings and specifications do not provide a clear understanding of the extent of the asbestos and lead abatement scope of work and bidding contractors will need a more detailed scope of work to properly bid these aspects of the project.

No lead or asbestos surveys were conducted as part of the design for 556-24-115. The expectation is that, post-award, the prime contractor conduct a hazardous material survey of construction areas prior to demolition to determine if lead or asbestos is present. If survey results indicate that asbestos or lead abatement is required, the prime contractor will coordinate with the CO, CS and COR to request a change order for the required abatement.

19 Field Staff Clarifications:

a) Please confirm the VA’s intent for the Prime Contractor to have a full-time QCM on site for the entirety of the project.

a. Can the QCM double or Triple hat?

The intent of the VA is for a Quality Control Manager to be on site during the entirety of the project. The QCM cannot double or triple hat.

20 Can the VA please clarify who will be handling the QEI Inspection? QEI inspections will be conducted by a third party elevator inspector under contract with the VA.

21 Per Specifications 01 32-16.15-5 – 1.3 Contractor’s scheduling consultant:
