REQUEST FOR PROPOSAL

SOLICITATION NUMBER 70Z02320RACB00700

ATTACHMENT 7

SOLICITATION PROVISIONS

For this CB-OTH V solicitation, the Government will conduct a two-phased evaluation process, with an in-water demonstration event completed between the two phases. Phase One will involve a source selection based on evaluation of written proposals. Phase One written proposals will be evaluated based on four factors: (1) Mission Effectiveness, (2) Supportability, (3) Past Performance, and (4) Total Evaluated Price. The Source Selection Authority (SSA) will select up to four Offerors for award of an IDIQ contract, with the intent to award 1 boat (the minimum) to each IDIQ contract awardee to be used for the in-water demonstration event. All other Offerors will be eliminated from further consideration of award and debriefed accordingly. A debriefing, of the Phase One written proposal evaluation, will be offered to each awarded IDIQ Contractor.

Once up to four IDIQ awards are issued and the guaranteed minimum of one boat is ordered, delivered, and accepted (subject to the terms of each contract), the Government will perform in-water demonstrations on each boat, resulting in a report documenting each boat’s performance capabilities and characteristics. This report will be used in Phase Two of the evaluation to validate or revise the Phase One technical evaluations. The ordered boats will be delivered 180 days following issuance of the delivery order. Following delivery, the boats will be verified as conforming to the contract, and if acceptable, will be accepted. The in-water demonstration event will be initiated following acceptance.

The in-water demonstration is scheduled for up to 90 days. The in-water demonstration event will primarily take place at the Naval Surface Warfare Center, Combatant Craft Division, 1052 Pocahontas Street, Naval Station Norfolk Bldg. V-47, Norfolk, VA 23511. If there is a need to transport boats for some of the demonstrations, the Coast Guard will arrange transport (may need to transport to interface with a National Security Cutter).

Each boat, operated by Coast Guard boat crews, will demonstrate performance in the following scenarios: (1) calm-water, (2) seakeeping, (3) trim sensitivity – dockside, (4) maneuverability, (5) slow-speed maneuverability, (6) alongside, (7) stern ramp launch and recovery, (8) davit launch and recovery, and (9) maintenance evolutions based on the 300-hour maintenance list. Some scenarios identify sea states. The sea states are defined below and are derived from the Bretschneider Spectrum:

Sea State (SS) Significant Wave Height (feet)

Modal Wave Periods (seconds)

0-1 <0.3 0 2 0.3 to <1.6 3.0-15.0 3 1.6 to <4.1 5.2-15.5 4 4.1 to <8.2 5.9-15.5 5 8.2 to <13.1 7.2-16.5 6 13.1 to <19.7 9.3-16.5 7 19.7 to <29.5 10.0-17.2 8 29.5 to <45.5 13.0-18.4

Greater than 8 >45.5 20.0

For each trial, the boats will be instrumented with data acquisition equipment to capture the boats performance with measures being used to document attributes such as rpm, boat speed, static and dynamic trim, fuel consumption, accelerations, etc. In addition subjective qualities such as ride quality, usability, communication effectiveness, and other human factors will be documented (i.e.

Specification 088 Human Systems Integration). The events and sequencing of the in-water demonstration events will be flexible to take advantage of weather conditions, scheduling, and cutter availability. To the extent practicable, the four boats will be operated at the same time and in the same conditions using four rotating Coast Guard crews.

1. Calm-Water Performance Demonstration: Each boat will perform drills such as emergency stops, backing, and timed measurement events such as zero to maximum speed. This demonstration will be done at SS1.

2. Seakeeping Demonstration: At various sea states from SS3 to SS5, each boat will be operated to demonstrate seakeeping capability, speed, deck wetness, seats/ride quality, and human engineering factors (e.g. console layout usability). This demonstration will be performed in various weight conditions, various speeds, and at multiple headings in a seaway (head seas, beam to, quartering, etc).

3. Trim Sensitivity – Dockside Demonstration: Each boat will be loaded with up to six-hundred

(600) pounds placed five (5) feet aft of the forward most point of the bow along the centerline to demonstrate the static change in trim and freeboard.

4. Maneuverability Demonstration: Each boat will be operated in SS1 to demonstrate maneuvers similar to ABYC H-26 8.3.1 and 8.3.2 guidance.

5. Slow-Speed Maneuverability Demonstration: Each boat will be operated in SS1 to demonstrate the ability to precisely maneuver the boat at slow speed (under nine knots). This will include performing slow-speed turns, backing, coming alongside other vessels, approaching and maneuvering to recover a person in the water, approaching and maneuvering around a buoy or a pier.

6. Alongside Demonstration: Each boat will be operated in various sea states from SS1 to SS3, to demonstrate the ability to interface with another vessel (e.g., coming alongside) such as a cutter or ship, and conduct operations such as transferring 600 pounds of personnel or cargo.

This includes transfers of personnel and cargo in multiple packages of varying sizes and weights (e.g. 6 at 100 pounds or 3 at 200 pounds) from the boat (typically from the bow area) to the cutter while operating on a sea-painter or station keeping alongside, and interfacing with a Jacob’s ladder or cargo net arrangement.

7. Stern Ramp Launch and Recovery Demonstration: Each boat will be operated to demonstrate launch and recovery using the stern notch of a cutter at various weight conditions. The demonstration will be performed on both the National Security Cutter (NSC) and Fast Response Cutter (FRC) dockside and underway in seas up to SS5.

8. Davit Launch and Recovery: Each boat will be operated to demonstrate launch and recovery effectiveness with the davit of the cutter at various weight conditions. This will be performed on a NSC and a Medium Endurance Cutter (WMEC) with single-point and dual-point davits, dockside and underway in seas up to SS5.

9. Maintenance Evolution – Each boat will go through a variety of the 300-hour maintenance activities to complete preventive maintenance evolutions, with consideration given to the ability to complete corrective maintenance. These activities are anticipated to incorporate routine maintenance such as fuel, air, and lube oil filter maintenance, lube oil changes, inspections, and other recommended or common maintenance activities.

A report will be created based on the above demonstrations that will be utilized to validate or revise each awardee’s Phase One technical evaluation ratings of (1) Mission Effectiveness and (2) Supportability. The Government reserves the right to consider damage experienced during demonstration, including from stern launch and recovery, as reflecting an inability to meet the service life. During the in-water demonstration event, the Contractor will be limited to providing warranty support to return their boat to the as accepted condition. Contractors will not be allowed to modify or make improvements to the delivered boats following acceptance. Boat builders will not participate in the demonstrations; however, they will conduct crew familiarization and be expected to meet warranty needs, in accordance with the Specification. The in-water demonstration event will be within ninety (90) days of acceptance of the four (4) boats.

Phase Two will involve a source selection limited to the Phase One selected contractors, using the results from the in-water demonstration event to validate or update the findings from the Phase One technical evaluation. Mission Effectiveness and Supportability will be evaluated; the other evaluation factors will flow-down from Phase One, unchanged by the Phase Two evaluation. The revised evaluations will be used by the Source Selection Authority to determine which one of the proposed boats will be selected as the CB-OTH V, and represents the best value to the Government. This selection will be based on the same best value guidance as Phase One.

The Contractor selected for production will be notified, in writing by the Contracting Officer, as the sole recipient of future delivery orders. The other Contractors will receive notice that no additional orders will be issued under the remaining contracts, except for spare parts that may be needed to support the one boat accepted. Phase Two evaluations will conclude within ninety (90) days of the end of the in-water demonstration event.

Addendum to FAR 52.212-1:

The Offeror shall document in the proposal whether or not the past performance reference contract(s) identified have records in the Contractor Performance Assessment Reporting System (CPARS) or if a Past Performance Questionnaire (PPQ) shall be submitted.

Each description shall provide enough detail for the Government to determine the relevance of this program or project; address the complexity of the contract/order effort and the overall technical risk associated with accomplishing the effort. Each description must also ensure acronyms are identified. The Offeror shall also provide a complete description of the contract/order effort, identifying key technologies, components, subsystems, and requirements.

Annual production quantity shall be addressed. For task/delivery order contracts, state the number of orders issued during the period, the number of orders completed during the period, and the number of orders that remain active.

The references shall be for efforts of similar annual production quantity of boats with a similar design to the boat proposed, or similar annual production quantity of boats within a family of designs to the boat proposed. Offeror’s may provide information on problems encountered on the identified contracts and the Offeror’s corrective actions.

Offerors shall submit the PPQ (RFP Attachment 5) for reference contracts which do not have records in CPARS. The references (not the Offeror) shall return the completed questionnaire to the e-mail address shown on the PPQ no later than the closing date of this solicitation. The Offeror is solely responsible to ensure that the questionnaire is completed and returned by the respective references to the e-mail address on or before the deadline. The PPQ and the instructions for processing the PPQ are in Attachment 5 to the RFP. If the past performance contract(s) has/have already been evaluated in CPARS, a PPQ is not required for that effort.

b. IDIQ Pricing Worksheet and the Schedule (SF 1449)

Attachment 3, Pricing Worksheet, shall be completed with unit prices, rates, and the Offeror’s name. The Offeror is to only input prices in the “Pricing Worksheet” tab of the Excel file. All other calculations are embedded as formulas in the other two worksheets for purposes of calculating the total evaluated price and contract prices. These formulae shall not be altered.

Attachment 3 will not be a part of the resultant contract. The information inserted into Attachment 3 will be used, by the Government for evaluation purposes and for purposes of inserting price information into the Schedule SF-1449. Below is a detailed breakdown of how Attachment 3 will be utilized in the evaluation process:

Pricing Worksheet Tab: The pricing worksheet tab is for an Offeror’s input of unit prices for each Contract Line Item Number (CLIN) for each ordering period. The inserted unit prices are automatically put into the evaluation worksheet and contract worksheet tabs. At award, the unit prices, inserted into the Pricing Worksheet tab, will be entered into the SF-1449, establishing the contract’s maximum value.

Evaluation Worksheet Tab: The evaluation worksheet tab utilizes unit prices inserted by Offerors in the pricing worksheet tab. The evaluation worksheet displays the estimated ordering quantity for each ordering period. It also provides a unit price based on the inputs from the pricing worksheet tab. The evaluation worksheet calculates the total amount per CLIN and then a total evaluated price. For CLINs that have economic ordering quantities, the estimated quantity for that ordering period and the resulting unit price is used. This allows the USCG to evaluate pricing based on what the USCG anticipates ordering.

For the CLIN XX13 series, a USCG provided ceiling amount is utilized for anticipated materials and subcontracts cost associated with logistic support needs. This amount is used for evaluation and will be applied to the overall contracting value. Loading rate percentages will be added to the USCG provided ceiling amount. The CLIN XX13 series also has labor rates, which will be evaluated and applied to the overall CLIN value and the total contract value. Please note: The loading rate percentages will be added to the USCG provided ceiling amounts for anticipated materials and subcontract costs.

Contract Worksheet Tab: The contract worksheet tab utilizes the Offeror’s unit price inputs from the pricing worksheet tab to establish the total CLIN value and the total contract value/contract maximum. The contract worksheet tab utilizes the maximum unit price that can be ordered multiplied by the anticipated unit quantity for each CLIN, creating a CLIN maximum amount.

This value will establish maximum contract value and this information will be inserted, by the USCG, into the SF-1449 upon award.

The Schedule in the SF 1449 shall be filled out, signed, and dated in block 30. Upon award, the totals (box 24/column F) in the “SF 1449” will be filled in, by the USCG, based on the Offeror’s inputs on Attachment 3. A breakdown of the Schedule in the SF-1449 is below:

1. Description of ordering period;

2. Description of the item/service, including specification reference;

3. The estimated quantity ordered during the ordering period;

4. Product or service code;

5. Contract type;

6. The unit price based on the estimated quantity;

7. The unit price for economic ordering quantities; and

8. The estimated value.
