About this file

This document is a compliance matrix for the Cutter Boat, Over-The-Horizon V (CB-OTH V) procurement. The United States Coast Guard seeks to procure CB-OTH V boats that will meet various technical requirements outlined across hundreds of specification sections in the matrix. Offerors must complete the matrix by indicating how their proposed boat designs will meet each requirement or threshold. Where thresholds and objectives are provided, offerors must specify whether they will meet, exceed, or objectively state how they will comply. Related documents include the specification and appendices with additional interface details.

Instructions

CB-OTH V Compliance Matrix Instructions
The compliance matrix allows the Offeror to indicate it will meet each requirement – and allows the Offeror to provide information on how a requirement will be met. In most cases, a simple indication that the requirement will be met is sufficient. In other cases, the USCG requires the Offeror to indicate how a requirement will be met, in which case simply restating the requirement is not sufficient.
These instructions shall be followed while filling in every line of Column D of the compliance matrix.
There are four categories of possible responses (see Example Tab):
1. An indication that the Offeror will meet the requirement without any explanatory information.
2. An indication that the Offeror will meet a requirement, with explanatory information provided at the Offerors discretion.
3. The USCG requires the Offeror to provide explanatory information on how the Offeror will meet a requirement.
4. The requirement has a threshold and an objective associated with it. The Offeror must clearly state one of the following:
a. Will meet the threshold – with explanation on how.
b. Will exceed the threshold – with explanation on how.
c. Will meet the objective – with explanation on how.
d. Will exceed the objective – with explanation on how.
The compliance matrix is built from the specification. To reduce the size of the matrix, not all requirements have been included in the spreadsheet, and in some cases only section numbers appear.
You are encouraged to reference (by page #, paragraph #, etc.) specific sections in your narrative, calculations, and drawings in your compliance matrix responses.
The matrix has four columns:
1. “SECTION” – Specification Section number
2. “SPECIFICATION CONTENT” – Either blank to reduce the size of the matrix – or specification language
3. “X” – An X in this column identifies it as a requirement that requires a detailed response (category 3 or 4 from above)
4. “OFFEROR RESPONSE” – Space for the Offeror to provide a response.
A completed matrix shall have a response in every cell in column D and shall be no longer than 80 pages when printed on 8-1/2” x 11” paper in landscape orientation. Do not change column widths, margins, fonts, or font sizes. Offeror shall adjust row height to fit text of response.

Example

This is an example. The Compliance Matrix is on the next sheet.

000-1.1See Specification example. This an example of a specification section that does not require additional detail to be provided, but the offeror chose to provide more information We will meet this requirement by providing 3 blue sticks capable of being used to push a ball about the deckCategory 2 example: Offeror shall review the noted requirement in the specification and has chosen to provide additional information that may be beneficial to the government.
000-2.1[Orig] This an example of a specification section that does not have an objective value, but we are still interested in how you have met the specification. In this case, the specification is the threshold.XWe will meet this requirment by responding to each section of the compliance matrix marked with an "X" in enough detail to communicate the method by which we will meet the specification. Additionally, we have referenced drawings, calcs, and our narrative.Category 3 example: Offeror shall review the noted requirement of the specification and shall provide additional detail as to how the requirement will be met.
000-3.1[Orig] This an example of a specification section with a threshold and objective.

THRESHOLD: 10

OBJECTIVE: 11 X [OBJECTIVE] - Our boat will meet the objective of 11 because we have included an extra blue stick in addtion to the 10 required, for a total of 11. This claim is supported on page 1 of our calculation that indicates 10 + 1 = 11 Category 4 example: This requirement has a threshold and objective requirement. Offeror's shall explain whether they will meet or exceed the Threshold/Objective requirement and explain how.

Safe and controllable operation shall constitute operation where boat orientation, motions, and accelerations do not pose a hazard to the crew or passengers and the desired course can be maintained.X
051-4.3[Orig] The CB-OTH V shall have positive course stability. With the CB-OTH V in the performance weight condition, at the most economical planing speed, heading up-wind into the current and with trim devices in the fully retracted position, the CB-OTH V shall be able to maintain a course heading within 3 degrees when the helm is released for a period of 15 seconds.X
051-4.4[Orig] In turns, at all turning rates, at all speeds, and in all loading conditions, the CB-OTH V shall maintain a steady turn rate without skidding. In calm water, at speeds in excess of 12 knots, inboard heel shall be maintained throughout the turns. In exiting a turn, the boat shall respond to the steering command without the need for excessive force.X
051-4.5[Orig] The astern performance in calm conditions shall be such that the CB-OTH V can be maneuvered in reverse at up to one-third of the rated engine horsepower on a straight course and perform backing turns to port and starboard. No evidence of deck or cockpit flooding shall be evident under the conditions of this paragraph. Special platforms used for the recovery of people or material from the water are excluded from this requirement. During this evolution, the steering mechanisms shall be fully operable from hard left to hard right with no damage or necessity for excessive force by the coxswain.X
