Question # Reference Questions Responses
1 RFP, Section 1, Page 41
I had a question regarding the above solicitation. 10 USC 7309 allows an exemption for rigid inflatable boats to the prohibition of construction in a foreign yard. Does 14 USC 665 have the same exemption?
In other words, for this class of vessel, would it be permissible for it to be built in a foreign boatyard?
No, it is not permissible. In accordance with 14 U.S.C. 665, no Coast Guard vessel, and no major component of the hull or superstructure of a Coast Guard vessel, may be constructed in a foreign shipyard. See page 41 of RFP 70Z02320RACB0700.
2 RFP, Section 1, Page 41
Company A, is keen to participate in the above mentioned contract opportunity along with Company B in India. However, on scrutiny of the contract opportunity / request for proposal following USC codes, mentioned in Sr (1) of contract clauses and supplemental terms and condition, are applicable to the RFP:
(a) 14 USC-665 - Restriction on Construction of Vessels in Foreign Shipyard.
(b) 10 USC 7309 - Construction of Vessels in Foreign Shipyards: Prohibition
In view of the above, you are requested to confirm whether the construction of vessels can be undertaken in India in the event contract opportunity is awarded to Company A.
No, it is not permissible. In accordance with 14 U.S.C. 665, no Coast Guard vessel, and no major component of the hull or superstructure of a Coast Guard vessel, may be constructed in a foreign shipyard. See page 41 of RFP 70Z02320RACB0700.
3 Attachment 1, Section 660-1.7.1
Section 660-1.7.1 States “All seats shall have armrest”. However, in section 660-1.7.4 it states, “Seats arranged athwartships without armrest shall be mounted so that the center of each seat are no closer than 30 inches apart”. Question: Are armrests required on the 5 shock mitigating seats?
Armrests are required on the five shock mitigating seats. Please see the updates to Specification section 660-1.7.
4 Attachment 1, Section 660-1.7.2
Section 660-1.7.2 “Handholds shall be provided per Section 612-1. The armrest and handholds shall not impede egress. The armrests shall be foldable.” Question: Is the USCG considering the armrests to be the handhold for the 5 shock mitigating seats (if armrests are required) or should there be an additional handhold available to the seated occupant per Section 612-1?
Armrests by themselves are not considered handholds unless they are provided with integral hand grips. Please see the updates to
Specification Section 660-1.
5 Attachment 1, Section 660-1.7.1 For clarification regarding Section 660-1.7.1 Question: Can the USCG please explain what the purpose is for the armrests in terms of ergonomics and/or safety? For example, are the armrests meant to provide lateral stability? A simple elbow/forearm rest for comfort?
Armrests are intended to provide lateral stability as well as be used as a forearm rest for comfort. Please see the updates to
Specification Section 660-1.
6 Attachment 1, Section 070-3.1.1
Per section 070-3.1.1 ”The CB-OTH V shall have working deck space to accommodate the treatment of a survivor in a Stokes litter in the performance weight condition.” Question: Does the USCG expect the Stokes litter to be placed on the deck of the OTH V or is any space on the vessel available to place and secure a Stokes litter (occupied or not) sufficient? Question: Does the USCG have a preference to carry the Stokes litter (occupied) longitudinally vs laterally?
The stokes litter can be placed in any location where the stokes litter can be adequately secured while occupied. There is no preference for longitudinal or lateral placement.
Attachment 1, Section 075-1.2
(Mechanical Fasteners) Are stainless steel "Keenserts" permitted in addition to helicoils or rivnuts?
Yes. Please see the updates to Specification Section 075-1.2 . The key-locking threaded insert should be used in the proper application and in accordance with OEM recommendation.
Attachment 1, Section 078-6.2
(Dissimilar Metals & Corrosion
Protection)
Does USCG require a one-part polyurethane caulking compound to seal joints and crevices that could collect moisture?
Yes, unless the pocket is too large, than it should be treated as a faying surface (Section 631-3.1)
Attachment 1, Section 079-1.1 (Stability and Buoyancy)
079-1.1.2
079-1.1.2.1
Does the Coast Guard interpret ISO 12217:2015 Annex F, section F.4.4 to be a requirement in lieu of compliance with the swamped buoyancy test in F.4.1-F.4.3, or as an additional stand-alone requirement?
Follow Up 1: If the Coast Guard interprets F.4.4 as a stand-alone requirement, and in accordance with
Specification sections 079-1.1.2 and 079-1.1.3, is the Coast Guard’s intent for OTH-V to contain sufficient solid foam buoyancy in the fendering and within the hull to exceed the full load displaced volume by 33% (i.e.
1.33*mLDC/1000)?
Follow up 2: If this is the Coast Guard’s intent, may the volume of the fuel tanks count toward the total required flotation volume, given that the mass of the fuel is included in mLDC?
Follow up 3: Is 079-1.1.2 meant to exclude air filled chambers from specifically the physical tests in Annex F or all parts of Annex F including the requirement demonstrated through calculation in F4.4?
The buoyant volume requirement of ISO 12217-1, Annex F.4.4 does not have to be met for the CB-OTH V. Please see the updated
Section 079-1.
Attachment 1, Section 079-1.1 (Stability and Buoyancy)
079-1.1.2
Please define the USCG's use of the term "flotation bag".
Flotation bag is defined by ISO 12217 Annex G as "inflated bag". The Specification Section 079 has been changed to replace all instances of "flotation bag" with "inflated bag."
11 Attachment 1, Section 085-6.9 (3D TDP) Can we eliminate the requirement to model all threads? Is there a particular reason for modeling if the information on the hardware is already specified?
Specification Section 085-6.9 allows for fasteners to be depicted as a block with attributes describing it and "shall NOT be depicted as a solid with all threads modeled" [emphasis added]. The attributes of small items do not need to be repeated in each location, but should be repeated as necessary to prevent needing to search for the information.
Attachment 1, Section 443-1.5 (Loud
Hailer/Siren/Horn/Whistle) Are the knobs, switches, and/or toggles used to emit audible alarms required to be IP65 or IP67?
There is no specific requirement for the knobs, switches, and/or toggles used to emit audible alarms to be IP65 or IP67. Section 400-
1.1 establishes the minimum standard for all components. Components should be selected based on suitability for the intended purpose consistent with the intent of section 076.
Please confirm that the deadrise and hull bottom of the CB-OTH-V need to conform with the existing stern ramp bunking arrangements laid out in Appendix D.
The USCG is not establishing the deadrise of the CB-OTH V. The CB-OTH V shall interface with the existing stern ramp bunking arrangements laid out in Appendix D.
14 Attachment 1, Section 044-1.12 Specification Section 044-1.12 states that the CB-OTH V will be employed to perform vessel escort missions for up to 8 hours. Is there information that can be provided for what speeds & sea states will be expected during the 8 hour escort mission?
The fuel capacity for the CB-OTH V is established by the range requirement in section 051. Section 044-1.12 is not intended to establish the fuel capacity. Escort missions would typically include varying speeds and sea states, with mission duration potentially limited by fuel, exposure, sea state, or other factors. An 8 hour escort mission would be the limit of crew endurance.
15 Attachment 1, Section 581-1.2
Specification Section 581-1.2 calls out the configuration of the anchor system fittings; however, it does not specify the use/location of the 5/16” captive pin shackles or the 5/16” SS jaw eye. What is the intended purpose of these fittings in the system and are they attached the anchor line/fittings or kept loose/unattached, requiring storage?
The 5/16" shackles and jaw eye swivel should be attached to the anchor system. The 3/8" swivel and shackles should be provided for crew preference and should be provided as loose items not requiring stowage on board the CB-OTH V.

RFP No. 70Z02320RACB00700 Amendment A00001 CB-OTH V
United States Coast Guard 1
16 Attachment 1, Section 910-1.8 Specification Section 910-1.8: Are there any lifting point height requirements of the boat/trailer single unit lift? What is the lifting mechanism of the boat/trailer single unit lift?
There is not a limit on the height of the boat / trailer lift rigging system. In this configuration, a crane would be used to lift the boat while on the trailer. The most frequent use of this will be during deliveries of the boat trailer configuration, where the contractor is responsible for delivering the boat on the ground. See section 084-3.
17 Attachment 7, Page 21 Attachment 7, 16) Evaluation, Phase One (i) Mission Effectiveness (pg 21) states that evaluations will consider the ability to perform
"mission critical operations". Can you please clarify what operations are considered "mission critical"?
Section 044 provides perspective on CG-OTH V operations. Mission critical operations are actions undertaken by the crew during routine and emergency situations to carry out the missions described in Specification Section 044 Concept of Operations. Such actions may include but are not limited to.
-safe operation of the boat at all speeds
-moving around the boat during transit
-performing damage control
-transferring cargo/personnel to and from the boat
-recovery of a person from the water.
18 Attachment 7, Page 21
Attachment 7, 16) Evaluation, Phase One (i) Mission Effectiveness (pg 21) states that "The Mission Effectiveness evaluation will result in two separate ratings, one for technical and one for risk-related findings." Can the Government please clarify the risk definitions and how they will be rated/evaluated?
The rating definitions and how they are applied are source selection sensitive information in accordance with FAR 3.104-4. The evaluators will review proposals for compliance with the solicitation and apply risk ratings of high, medium or low based on the likelihood a delivered boat will conform to the proposal.
19 Attachment 1, Section 075-1.2
075-1.2 states that "No mechanical fasteners shall be directly threaded into aluminum alloys. 316 stainless steel helical coil inserts or
316 stainless steel pressed-in threaded inserts shall be used when direct threading is required." 078-3.4 states that 302 or 304 stainless steel may be used inside hatches. Can 304 SS inserts be used when sealed to the interior and not exposed to saltwater or saltwater spray?
No, 316 stainless steel inserts are required.
20 Attachment 1, Section 076-1.2 076-1.2 requires the Contractor to consider "mean time between failures (MTBF)". 042-1 provides a definition for MTBO but does not define MTBF. Can the Government please define Mean Time Between Failure?
There is not a CB-OTH V specific definition of MTBF (Mean Time Between Failure) and the accepted industry definition applies.
MTBF refers to the failure rate of a component, with a higher MTBF generally indicating a more reliable (lower failure rate) component.
21 Attachment 1, 075-1 075-1 states requirements for fasteners while 078 provides general material requirements. Can two-part epoxies be used to attach non-structural items of trim and outfit?
Two-part epoxies conforming to Section 078-7 may be used.
22 Attachment 1, Section 167.1.1
167.1.1 limits hatch size/type and availability. Will the Government consider expanding this to 0.375"? Alternatively, would the
Government consider changing this to "All hatches in the walking area of the working deck or on a walking surface, shall be of the flush type, watertightness degree 1, and extend no more than 0.2 inches above the deck."
Flush hatches shall extend no more than 0.2 inches above the deck. All hatches on the working deck or walking surfaces shall be flush hatches.
23 Attachment 1, Section 582-5.3.5 582-5.3.5 states that "Sling assemblies shall be synthetic web material." Can synthetic rope be used instead of synthetic web? Section 582-5.3.5 has been updated to allow the use of synthetic rope.
24 Attachment 1, Section 320-1.6 Can the government please clarify the intent of 320-1.6? Is this intended to provide protection from rain or spray?
Electrical panels should be located and oriented to reduce the likelihood of water entering through either rain or spray. Spray is the more likely and common source of potential water intrusion.
25 Attachment 1, Section 582-5.3.4 582-5.3.4 gives the requirements for the lifting ring. Can the Government please clarify how slings should be attached to the lifting ring? Can these be attached with shackles or are they required to be sewn or spliced onto the lifting ring?
Slings may be attached with shackles or be sewn or spliced onto the lift ring.
26 Attachment 1, Section 600-1 600-1 (10) does not state the color required for the throw bag, please clarify. The throw bag should be orange. Table 600-1 has been updated to specify the bag should be orange.
27 Attachment 1, Section 600-1 600-1 (10) limits availability of vendors for the throw bag. Will the Government also consider 3/8" rope? The SOLAS convention allows for 3/8", 7/16" or 1/2" line for throw bags. Table 600-1 has been updated to allow any of the above.
Attachment 1, Section 602-4.3 and
Section 602-4.4
Due to the timing of deliveries the requirements of 602-4.4 are difficult in high-volume production. Can the variable characters required in 602-4.3 be punched?
Section 602-4.4 has been updated to allow punched letters for variable characters.
29 Attachment 1, Section 631-2 631-2 provides methods for protecting faying surfaces. Will the government consider the use of isolation tape as an acceptable alternative?
Isolation tape is not an acceptable coating for a faying surface.
Attachment 1, Section 660-1.7.4 and
Section 660-1.7.1 It seems the requirements of 660-1.7.4 are irrelevant due to the requirements of 660-1.7.1. Please advise. Section 660-1.7.4 updated to remove the conflicting requirement.
Appendix A (31) states the one-time tests required. Does the Government intend to repeat any of these tests on the first boat of the second delivery order?
No. The USCG does not intend to repeat the one time tests listed in Appendix A (31) on the second delivery order.
Attachment 1, Section 079-1.1, 079-1.1.2 and 079-1.1.2.1
Further to our questions on sections 079-1.1, 079-1.1.2, and 079-1.1.2.1:
This requirement would involve significant changes from the parent craft design, therefore a timely response from the USCG is essential to ensure we are able to appropriately respond to the solicitation.
Acknowledged. Please see answer to 9.
33 Solicitation Form 1449
Solicitation form 1449, continuation sheet form 336- Please confirm that the unit “JB” is synonymous with the “each” unit. For example, one barge delivery with five boats will be invoiced as 5 JB’s and not considered 1 shipping job for delivery.
Yes, a JB is synonymous with "each" unit for shipping CLINS.
34 Attachment 1, Section 041-6.3 Attachment 1, Section 041-6.3 - Is it intended that “… documentation shall be revised at the contractor’s expense…” after the USCG takes responsibility for configuration control?
Yes, if the change is due to obsolescence and a new component is needed during the contract execution, the Contractor is responsible for updating the technical data package. Section 041-6.4 provides the exception to this for USCG specified parts.
35 Attachment 1, Section 051-6
Attachment 1, Section 051-6- Can you please clarify how “limits defined” in reference 051-2.1 relates to towing? Is it expected that the vessel be able to tow another vessel at the speeds and range defined? Section 051-2.1 would seem to be an appropriate reference for towing.
Section 051-6 has been updated. Towing requirements are consistent for boats of similar size and weight.
36 Attachment 1, Section 078
Attachment 1, Section 078 – Is the use of composite components for non-hull outfit items and components prohibited? We can potentially reduce weight, and improve fatigue and corrosion properties with an engineered composite.
Composite components are allowable for "non-hull" outfit items and non-structural components.
37 Attachment 1, Section 079-2.2 Attachment 1, Section 079-2.2 – can you please confirm if the 2 degree of heel requirement is limited to the straight-ahead running condition only?

38 Attachment 1, Section 085 Attachment 1, Section 085- Are changes to drawings and 3-D model revisions due once changes are approved or upon final acceptance of all configuration data?
Revisions to the product drawings and the 3D model as a result of Engineering Changes will be addressed during the approval process of the Engineering Change.
United States Coast Guard 2
39 Attachment 1, Section 582-5.2
Attachment 1, Section 582-5.2-On the dual point davit system lift points, is there any requirement for free movement of the lifting connection when attached? Is the “can’t fall more than 45 degrees from the vertical position in athwartship direction” the only requirement?
The intent is to ensure the lift hook can freely move to a vertical orientation (falls tensioned) from any possible orientation once connected, without binding. Video Attachment 2-2 GFI 12 at minute 1:38 demonstrates hook movement when falls have not been tensioned. The video does not show binding. Attachment 9 provides pictures of the hook connected to the lifting ring of the CB-OTH
IV in orientations that could cause bending of the lifting ring.
40 Attachment 1, Section 086 Attachment 1, Section 086 – Is there a template to be provided for COTS manuals (front matter, cover etc.) for format.
No, the COTS manuals should be in OEM format with the marking outlined in Section 086-1.6.1.
41 Attachment 1, Section 086-1.7
Attachment 1, Section 086-1.7- What material is copyrighted material in technical manuals that require manufacturer consent? What section of the FAR and DHS Acquisitions Regulations pertains to this?
Any copyrighted material that is included in an Offeror's technical manual must contain the owner's consent. Copyrights are covered in FAR 27.4 and specifically 52.227-14 in the solicitation.
42 Attachment 1, Section 089-1
Attachment 1, Section 089-1-Is it reasonable to assume that the on-site training sessions required with each boat delivery will be at shore-based locations and not on a deployed cutter? And will any special credentials be required for the instructors to access the USCG facility where the training will take place?
Crew familiarization training should be planned to take place at the cutter while the cutter is in port. Shore side facilities may be available for classroom instruction depending on the delivery location.
There are no known needs for special credentials: driver's license, date of birth, and home address information should be sufficient.
The need for additional credentials beyond what is identified here should not be planned.
Some locations may have more stringent requirements, which will be coordinated as they are identified (alternate sites, earlier submission of credentials, additional credentials are all possible mitigations).
43 Attachment 3
Attachment 3 - There is a typo in the excel sheet of Attachment 3. The value of the replica model on the Pricing Worksheet tab in cell E33 does not carry over to the Evaluation Worksheet tab cell
E40 and the Contract tab cell E36.
Attachment 3 has been updated. The revised attachment 3 is attached to amendment A00001.
44 Can the overall beam requirment be met by deflation of an inflatable collar? Section 051-1.3 revised to allow deflation of an inflatable collar to meet an alternative maximum beam of 8.5 feet when deflated.
As a matter of interest, are there any important stipulations, such as required annual turnover or size of company which are required for participation in this RFP?
In accordance with page 3, box 10 of the SF-1449, this is a small business set aside under NAICS 336612, which comprises companies under 1,000 employees.
