About this file

This is an Architect-Engineer (A-E) IDIQ Ordering Guide designed to support contractors awarded under the FY 27 A&E IDIQ contract (FA561326R0004) issued by the 86th Civil Engineering Group at Ramstein Air Base and 52d Civil Engineering Squadron at Spangdahlem Air Base.

The ordering guide provides procedural instructions and requirements for contractors to follow when responding to task orders issued under the IDIQ contract. It establishes the framework for how contractors will receive, process, and deliver architect-engineer services throughout the ten-year ordering period. The guide covers administrative processes, submission requirements, and operational procedures that awardees must adhere to when performing work for the Government. As a supporting document to the main solicitation, this ordering guide clarifies expectations and standardizes the process for task order issuance and contractor performance across the multiple-award IDIQ awardee pool, which is anticipated not to exceed eight firms. Contractors should refer to this guide in conjunction with the primary solicitation documents and all attachments to fully understand their obligations and the procedures governing contract administration and task order execution.

1. INTRODUCTION

Each Task Order (TO) awarded under the FY27 A-E contract will include a statement of work (SOW) tailored to the specific requirements of that effort, and the Contractor will perform all work in accordance with the master IDIQ Statement of Work in addition to each individual TO SOW. The Contractor will furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, and incidental to, the performance of work set forth in this guide and as identified within the SOW for each TO.

1.1. KEY PERSONNEL (DISCIPLINES)

The firm will employ the specific key personnel (disciplines) required and identified within the SOW for each TO.

Primary technical services will be performed by, or under direct supervision of, individuals who are credentialed members of the architectural, planning, scientific, and/or engineering professions. Generally, a credentialed professional:

· Is licensed to practice in Germany, and

· commands the necessary expertise, in terms of knowledge and experience, to undertake the general tasks identified in this SOW and specific tasks to be identified at the TO level.

A–E firms will control access to ensure only design team members have access to all as-built and design information.

1.2. REQUESTS FOR INFORMATION

All requests for technical information will be made to the Contracting Officer (CO) and the Contracting Officer’s Representative (COR) by email.

1.3. ESTIMATED CONSTRUCTION COST

The Government’s estimated construction cost will be clearly stated in the Request for Proposal (RFP) for each TO. If the Contractor determines the estimated construction cost is too low, they will alert the Government no later than the closing date of the specific RFP. The Government’s estimated construction cost, and any Contractor generated cost estimates performed under this contract, are competition sensitive information authorized for release only to individuals with a justifiable need to know in performance of their work under this contract.

1.4. OTHER A-E SERVICES

Additional specific special design services, documents, reports and/or testing may be required for specific TOs beyond the minimum A-E service requirements stated in the SOW. In the event other A-E services are required, the Government will notify the Contractor if unique qualifications and experience need to be submitted for evaluation.

1.5. SELECTION OF ARCHITECTS AND ENGINEERS STATUTE

The Selection of Architects and Engineers Statute, as codified in 10 U.S.C. Section 9540 and in accordance with Revolutionary FAR Overhaul (RFO) 36.202, limits the contract price for A–E services for the preparation of designs, plans, drawings, and specifications to ten percent of the estimated construction cost of a project. The ten percent limit applies only to that portion of the contract price attributable to the preparation of designs, plans, drawings, and specifications. If a contract also includes other services, the part of the price attributable to the other services is not subject to the ten percent limit.

2. ORDERING PROCEDURES

Each firm awarded an IDIQ contract under the FY27 A–E program will have its SF330 retained on file for the duration of the contract. All awardees must submit their current SF330 annually to the contracting officer (CO) during the first week of October and whenever changes occur that may affect the firm’s qualifications, including changes to key personnel or disciplines. For such changes, the firm must provide the CO a written justification and an updated SF330. The SF330 will be used by the A–E Evaluation Board to evaluate each firm’s qualifications against the needs of each individual project.

The evaluation criteria for determining the most highly qualified firm for individual projects will consist of:

· Professional Qualifications

· Specialized Experience and Technical Competence in the type of work required

· Capacity to accomplish the work in the required time

· Location of the Firm

· Past Performance on TOs under the FY27 A–E contract

The A–E Evaluation Board will use the evaluation criteria listed above to rank all FY27 A–E awardees for each particular project, with 1 being the most highly qualified and the highest number (i.e., 6, or the total count of all FY27 A–E contractors) being the least qualified.

The three (3) most highly qualified firms for each project will receive a request for information (RFI) with a summary description of the project and the opportunity to provide feedback regarding concepts and alternative methods for providing the required services. The responses to the RFI may be incorporated into the TO Statement of Work (SOW) and insight gained from the RFI responses may be sufficient for the A–E Evaluation Board to reevaluate which firm is the most highly qualified for that project, and change the ranking order accordingly, prior to a request for price proposal being issued to the top ranked firm.

NOTE: If a particular project has unique experience or qualification requirements that are not represented in any of the SF330s on file, each FY27 A–E contractor will be provided with a summary of the project and a request to provide their qualifications and experience for that unique requirement (in a format to be identified at the time of request) which will be used to evaluate Specialized Experience and Technical Competence instead of their SF330. The RFI regarding concepts and alternative methods for providing the required services will be provided to each FY27 A–E contractor concurrently with the unique request for qualifications. The above procedures will then be used to evaluate and rank the contractors prior to a request for price proposal being issued to the top ranked firm.
