About this file

This is a Past Performance Questionnaire (PPQ) template designed to evaluate Architect-Engineer (A-E) service providers for the FY 2027 Architect and Engineering IDIQ contracts being solicited by the 700th Contracting Squadron for the United States Air Forces in Europe. The questionnaire must be completed electronically by references/past clients and submitted to three designated contracting personnel (sibel.wright@us.af.mil, fatima.berlitz.de@us.af.mil, and jonathan.brekken.de@us.af.mil) no later than 18 October 2026. Once received, completed questionnaires become source selection information protected from unauthorized disclosure.

The questionnaire collects contractor-provided information (name, project title, contract number, and role) along with customer evaluation data across multiple performance categories. Customers rate firms on design services competencies, technical expertise, schedule management, cost control, and quality of deliverables using a five-point scale (Exceptional, Very Good, Satisfactory, Marginal, or Unsatisfactory). Discipline-specific evaluation sections address General Architectural Services, Interior Design and Space Planning, Landscape Architecture, and various engineering disciplines (Electrical, Civil, Structural, Mechanical, Fire Protection, Environmental, and Cyber Security). The questionnaire also includes program relevancy indicators, contract type details (pricing and schedule performance), and an overall assessment of whether the firm would be recommended for future engagements. Narratives are required to support any Marginal or Unsatisfactory ratings.

PAST PERFORMANCE QUESTIONNAIRE (PPQ)

***Please DO NOT send the completed PPQ back to the contractor.

This questionnaire is provided to assist the 700th Contracting Squadron (700 CONS) in the performance evaluation of offerors pertaining to the solicitation for the fiscal year 2027 Architect and Engineering IDIQ contracts which will result in the award of a federal contract. Therefore, it is important that your information be as factual, accurate and as complete as possible to preclude the need for follow-up queries by the evaluators.

The questionnaire must be filled out electronically and emailed to sibel.wright@us.af.mil, fatima.berlitz.de@us.af.mil, and jonathan.brekken@us.af.mil no later than 18 October 2026. Please email if you have any questions. Your completed questionnaire, once received, will become Source Selection Information in accordance with RFO 2.101 and RFO 3.104-4 and shall not be disclosed to unauthorized persons.

Your assistance is greatly appreciated, and your prompt response will be one of the keys to the successful and timely completion of this Source Selection.
