About this file

Summary: General Decision WA20260120

This is a Davis-Bacon Act wage determination document issued by the U.S. Department of Labor establishing prevailing wage rates for building construction projects in Clark and Skamania Counties, Washington. The determination is effective January 2, 2026, and supersedes previous General Decision WA20250120.

The wage determination applies to building construction projects excluding single-family homes and apartments up to four stories. It establishes hourly wage rates and fringe benefit percentages for numerous construction classifications including heat and frost insulators ($62.02 base + 22.36% fringes), bricklayers ($49.60 + 25.18%), electricians ($63.50 + 29.73%), carpenters ($54.69 + 16.81%), ironworkers ($48.31 + 34.52%), plumbers ($42.47 + 19.17%), and multiple laborer, operator, and truck driver classifications. Rates vary by equipment size and capacity for certain operator and truck driver positions. Special wage determination provisions apply under Executive Order 13706 regarding paid sick leave and Executive Order 13658 regarding minimum wage rates for 2025 (at least $13.30 per hour or the applicable rate listed, whichever is higher). The document includes explanations of rate identifiers (union rates, weighted union averages, survey rates, and state-adopted rates) and wage determination appeals procedures, directing inquiries to the Department of Labor's Branch of Wage Surveys or Branch of Construction Wage Determinations.
