RFI-

The project geotechnical report contains recommendations requiring that the geotechnical engineer of record (or their

Please see div 01 Spec section 01 45 29 Testing Laboratories and 01 45 35

No. Pre-Bid Question Response authorized representative) be present to observe and approve all foundation and post-hole excavations prior to placement of concrete or backfill. This recommendation is standard practice to verify bearing capacity, moisture conditions, and suitability of subgrade at each footing location, particularly given the variable soil conditions (loose granular soils, groundwater encountered in B-1 at approximately 15 feet) documented in the report. However, Specification Section 01 45 29, §3.1 Earthwork, does not expressly require contractor-retained geotechnical inspection of individual footing or post excavations, nor does it assign responsibility for that inspection to either the Contractor or the VA. This creates a contractual ambiguity: if the geotechnical report's recommendation is treated as a contract requirement, the Contractor bears the cost of retaining the geotechnical engineer for potentially hundreds of individual post and footing locations across the project. If the specification governs and no such inspection is required, bidders who carry this cost are at a competitive disadvantage. Please confirm whether the Contractor is required to retain the geotechnical engineer of record for footing and post excavation observation and approval prior to concrete placement, or whether the VA will provide this inspection through its own quality assurance program.

If contractor-retained inspection is required, please confirm whether this applies to all footing/post locations or only to those in areas of concern identified in the geotechnical report.

Special Inspections for the Geotechnical inspection requirements. Testing and Inspection. Third party testing and inspection agencies to be hired by the General Contractor.

Recommend spot checks are provided at every 10th post and at all critical locations, such as corner posts, at all gates, and at new concrete wall. These inspections and costs should be the responsibility of the GC.

RFI-

Please confirm whether bidders should carry an allowance for over-excavation/engineered fill/lean concrete/CLSM where unsuitable or loose granular soils are encountered.

VA construction contracts typically dictate that unsuitable soils, latent defects, and differing site conditions encountered during excavation are handled via Differing Site Conditions Clauses. If loose granular soils or poor subgrade are found during

No. Pre-Bid Question Response fence post installation, an RFI should be submitted to the COR.

RFI-

Groundwater was encountered in B-1 at approximately 15 feet. Please confirm whether dewatering is anticipated or whether bidders should carry dewatering allowance.

Groundwater is not anticipated to be encountered in this project.

Dewatering is not anticipated.

RFI-

Please confirm whether mow strip dimensions and reinforcement shown in CD501 apply continuously around the entire fence except barrier/gate interruptions.

Confirmed.

RFI-

Please confirm expansion joint material, dowel requirements, and whether expansion joints at approximately 200 feet must align with fence post/control joint locations.

ASTM D1751,

Specifications 03 30 53 and 32 05 23, and Detail 3, Dwg

CD502.

Dowel requirements: Per Detail 3, Dwg CDCD502 and Specification 03 30 53.

Joints to be located per Detail 2, Dwg CD502, including at fence post locations.

RFI-

For trenching in roadway/parking areas, please confirm required asphalt section, base course, sawcut limits, lane patch width, and whether full-lane restoration is required.

Any replacement of AC pavement is to match existing conditions and conform to Specification 32 12 16. Asphalt work is limited to new construction area and does not require full-lane restoration unless damaged during construction.

RFI-

Please provide a lighting fixture schedule with manufacturer, model, wattage, CCT, optics, pole height, finish, controls, and mounting details.

See Luminaire Schedule on sheet EG001

RFI-

Please confirm pole base dimensions, reinforcement, anchor bolts, grounding electrode requirements, and whether pole bases are included in Division 26 or concrete scope.

See Specifications Section 26 56 00 Section 2.2 Poles.

RFI-

Please confirm available panel capacity, breaker spaces, outage requirements, and

Capacity, breakers and spaces are currently shown.

No. Pre-Bid Question Response whether existing panels require arc-flash label updates after modifications.

Arc-flash updates are not part of the scope.

RFI-

Please identify any overhead/underground power poles, guy wires, or utility facilities that VA/public utilities will relocate before construction and provide expected dates.

None are anticipated prior to construction. It is the contractor’s responsibility to work with “pole” owner if relocation or reworking is necessary. Work with COR and plan ahead. e.g. There is a guy wire on the north side of Bldg 2 that might be in the way of the new fence.

Contractor to work with Clark PUD if necessary to alter this guy wire.

RFI-

Please confirm whether lighting and security conduits may share trench routes and whether separation requirements apply between power and low-voltage/security conduits.

Reference spec section 26 05 19

RFI-

Please confirm required conduit burial depths for electrical, security, and irrigation crossings outside roadway areas.

Reference spec section 26 05 41

RFI-

The plans indicate that 1-2 existing light poles may be in conflict with the new fence line. Please confirm whether each conflicting pole is to remain in place, be protected in place, be relocated by others prior to construction, or be removed and replaced under this contract. If relocation or replacement is within contractor scope, please confirm whether new foundations, conduit extensions, and reconnection to the existing circuit are included.

Please clarify the following: (a) Camera Basis of Design — Please identify the specified manufacturer and model number for the perimeter fence cameras. If no basis-of-design product is named, please confirm the minimum resolution requirement (megapixels or pixel dimensions) for fixed cameras, as the specification references CCD/NTSC formatting but does not state a minimum resolution. Without a named product or resolution floor, bidders cannot price cameras consistently. (b) VMS Platform — The VMS feature description in Section 28 23 00 (Smart Client, MxPEG, Matrix Monitor, Sequence Explorer, PDA Server) describes a specific commercial product but does not name it. Please confirm the required VMS manufacturer and product name so that contractors can obtain accurate per-camera licensing quotes. If the platform is existing VA-furnished software, please confirm whether the contractor is responsible for any licensing, integration, or expansion costs.

No attic stock is required for this project. Extra materials at end of project might be accepted, work with COR.

RFI-

Please confirm whether final acceptance requires successful full-perimeter security system operation before substantial completion or may be phased by area.

Final acceptance requires substantial completion of project and marks the beginning of the punch list phase. Phasing of the “fence” work is determined by how much “fence” work can be performed in 90days.

It is not the government’s intention to have the entirety of the work in the “phased area” completed prior to phase progression. e.g. if the contractor wants to return to the area to install light fixtures and cameras, that is acceptable. That said, I remind you that the grounds will have to be tidied and any exposed soil remains the contractor’s responsibility. The area will remain the contractor’s “work area” until final acceptance or partial acceptance. Work with

COR.

RFI-

If work is phased, please confirm whether partial turnover/beneficial occupancy will occur by area and what temporary/permanent security measures are required at each turnover.

Please confirm whether the contractor is responsible for furnishing all Physical Access Control Systems (PACS)/Video Surveillance Systems (VSS) equipment, including servers, cameras, and software.

Also confirm who is responsible for programming, final integration, IP / network provisioning, and coordination with the existing VA security system. Essentially, will this be a cabling hand off at the demarcation point in the telecommunications rooms, or will Cable Dogs be responsible for the full integration?

Q1: Yes, provide all equipment.

Q2: Yes provide all programming.

Q3: Integrate with VA assistance.

Provide a fully operational and function system without VA assistance.

RFI-

Please confirm whether the existing VA security head-end has sufficient server, storage, licensing, network, and controller capacity for the new perimeter systems. If upgrades are required, confirm whether those upgrades are part of this contract.

Please confirm the exact access-control requirements for all gates. Scope of Work (SOW) on G100 shows there being one motorized access gate and one non-motorized, but electrical security sheets show circuits being installed to both gates.

The details for the swing gates on CD502 show no motor. Will raceways with circuits need to be installed with junction boxes per sheet EY010, or will this simply be red-lined off later as unnecessary? The big concern here, for bidding reasons, is that it looks like directional boring might need to happen. This could be a very costly install if not needed.

The requirements on EY010 are to be provided. The contractor must decide means and methods.

See RFI-083 response for boring.
