VIII. Controls
A. Erosion and Sediment Controls: Short and Long term goals and criteria.
The controls that follow are designed to retain sediment on site to the maximum extent practical and have been selected and will be installed and maintained in accordance with good engineering practices. If periodic inspections or other information indicates a control has been used inappropriately or incorrectly, it will be replaced or modified and noted in Appendix B, the records of inspections. A stabilized construction entrance will be provided. Sediment on the paved street adjacent to this entrance will be removed at a frequency sufficient to minimize off-site impact. Dust shall be minimized.
Stabilization Practices-Existing vegetation will be preserved where practical. Use of impervious surfaces for stabilization will be avoided. Disturbed site areas will establish temporary or permanent vegetation.
B. Temporary Stabilization- Measures will be initiated at the site or portion there of after construction activity has ceased for 14 days unless activity will resume within 21 days. If weather (snow or drought) makes this impractical, then stabilization will begin as soon a practical.

D. Structural Practices-These will be used to divert flows from exposed soils, store flows, or otherwise limit runoff and the discharge of pollutants from exposed areas of the site to the degree attainable. Placement of these structural practices in floodplains will be avoided if possible. Installation of these devices may be subject to Section 404 of the
Clean Water Act.

X. Storm Water Management
A. Good Housekeeping-
As possible, only enough product to complete job will be stored on site
Containers will be stored neatly in their original container with lids closed when not in use.
Substances will not be mixed unless recommended by manufacturer
Materials will be kept under roof when possible
Materials will be disposed of according to manufacturer’s recommendation
Site will be cleaned up each day
B. Hazardous Materials-
Prior to the start of construction, a list of all Hazardous Materials and a copy of each SDS will be put in Appendix C
Products will be kept in their original container and stored in a designated location in a manner that will prevent spills and contamination of run-off
Hazardous materials will be handled and disposed of in accordance with all applicable federal, state, and local laws and regulations
C. Waste Disposal-Regular, Hazardous, Sanitary
All solid waste will be disposed of at a state approved, off-base landfill
Recycling will take place whenever feasible
Prior to the beginning of any process that will generate hazardous waste, 2 CES/CEIE will be notified at 456-4629 and provided with information about the proposed action, duration, and the amount of waste to be generated
All hazardous waste will be managed in strict compliance with federal, state, and local regulations
All hazardous waste generated on the base must be processed through the Central
Accumulation Point (456-8580) for disposal

XI. Potential Pollutant Inventory
A. These products are expected to be on site during the project.
XII. Product Specific Practices
Petroleum-Vehicles will be checked for leaks and repaired if leaks are noted.
Products will be stored in tightly sealed containers.
Asphalt- Products will be applied per manufacturer’s recommendations.
Paints-All containers will be tightly sealed and stored when not in use. No paint may be poured out
Equipment with latex paint must be washed in a sink that discharges to sanitary sewer
XIII. Spill Control Practices
In addition to the Good Housekeeping and Product Specific Practices discussed in the previous sections, the following practices for spill prevention and clean up will be in effect:
A spill kit will be kept at the staging area
The spill kit contents will be sufficient to cleanup a spill from the largest single container on site that does not have secondary containment
Spill debris will be properly containerized and disposed of
Call 911 if there is a spill that causes an emergency
Call 456-5256, 3522, & 2770 to report spills and receive info if needed.
Fines for not complying with this SWPPP can be as much as $15,000/day/violation.

XIV. Maintenance/Inspection Procedures
A. The following are the inspection and maintenance practices that will be used to maintain erosion and sediment controls. If a repair is required, it will be initiated within
24 hours
Disturbed areas, structural control measures, and locations where vehicles enter/exit the site will be inspected at least every 14 days, before anticipated storm events, and within 24 hours of a storm event (≥ 0.5 in) will be inspected
Built up sediment will be removed from silt fences when it reaches one-third the height of the silt fence.
Silt fences will remain properly secured and be inspected for tears
Diversion dikes will be inspected for breaches
Temporary and permanent seeding and planting will be inspected for bare spots, washouts, and healthy growth
An inspection report will be made after each inspection. A form is provided in
Appendix B. The completed report will be filed in this appendix.

A. A copy of this storm water pollution Prevention Plan and all records and reports required by LAR 20000 will be kept by the permittee for a period of three years from the date of final stabilization for the site unless that date is extended by the State

XVII. Report Submittal
A. Once construction is complete and the site has been stabilized, a Small Construction
Activity Completion Report (SCACR) must be submitted within SIXTY (60) DAYS after
COMPLETION of covered activities.
The Small Construction Activity Completion Report is available in the Addendum B of
LAR200000 General Permit which may be downloaded at

A copy is also provided in Appendix D.
