Architectural Existing Conditions
INTERIOR
The intent of this Title 1‐A is to explore the feasibility of renovating and constructing an addition to the Main Gate Visitor Center Building (B1512). All base passes are now processed at this gate and keeping up with the demand is difficult at best. Current wait times sometimes exceed 1 hour. A renovation to the existing
Waiting Room is nearly complete and will provide additional processing capabilities. However, this effort will not fully accommodate the need to quickly accommodate visitors and their pass requests.
The existing facility has one restroom that is shared by both staff and visitors. It is a unisex restroom and according to one of the staff, it is greatly desired to have a
Men’s and Women’s Room. The Restroom has a janitor sink inside and is large enough to accommodate ABA requirements. But one restroom is being taxed by the current volume of use.
There is one private office that is being used to process long term passes. At this time, we understand that there is no need to accommodate more than one private office.

The remaining spaces include a Mechanical Closet accessed from the exterior at the South end of the building and a small I.T. Closet, (small by typical base standards). It is nowhere close to 10’x10’ in size which is the usual requirement when renovating or adding onto a building.
The building is not sprinkled and is not required to be, given its occupancy type and occupant load. But the building does accommodate the handicap and appears to be fully ABA compliant at this time.
EXTERIOR
The building has been added onto at least one time. The original gate house is where the new base pass processing area has been built out. It is original to the base and is under the protection of SHPO. No physical modifications can be made to this portion of the structure. The original portion of the building has a red clay tile roof with the rest of the building having the standard red metal standing seam roof. Both new and old exterior walls are covered in EIFS, however the original walls may be plaster. Further inspection will be done if necessary but no work to the original part of the building is anticipated.

The building’s main entrance is situated right between the original building and the newer addition along the East side of the building. Currently we anticipate leaving the entrance in its current location continuing to utilize it as the primary entrance.
SITE
There is parking along the East and South side of the existing building.
Additional parking was provided to the South a few years back, but it is not enough to accommodate peak parking needs. Additional parking is currently part of the requested scope of work, however we request further discussion on this topic. If part of this project increases the number of pass‐processing stations then in theory more parking may not be needed – if you are getting people in and out of the visitor center faster, the parking lot won’t be as stressed. Something to consider.
The latest parking addition buts up to the perimeter fence along the South. If parking is added the only logical place to add is inside the secure perimeter of the base.
The existing gates at Wilbur Wright Drive and the corresponding fencing to the West would need to be removed and relocated to the south by approximately 75’.
There is also a “sniffer” on a concrete pad just inside the secure perimeter that would need to be relocated or demolished. We have received word that the sniffer is no longer in use and can be abandoned or demolished, be we are asking for re‐ confirmation prior to calling for its removal.

Architectural Proposed
INTERIOR
The end user has requested enough space to accommodate six individual pass‐ processing stations. These stations ideally would be behind a counter but generally open to the public area (not inside of a private office). At least one private office was requested along with new restrooms, one each male and female, and a waiting Room large enough to accommodate k loads.
We are providing a schematic floor plan and site plan in this package. If you refer to the floor plan you will see, we are proposing a complete gut of the interior and a small addition to the building. The center portion of the new building foot print would accommodate a long processing counter large enough to hold six people and all their printing equipment, cameras, etc. The old Waiting Room (the one recently converted to processing) would be converted back to Waiting. The new addition would house new
Restrooms, a Private Office, Mechanical Room, I.T. Closet, and a second Entrance/Exit.
We are not showing a Janitors Sink or Janitor’s Closet at this point. If one is needed, we can accommodate between the two restroom or in another location.
EXTERIOR
The proposed addition would require losing three to four parking spots to the
South of the existing building but would fit well within a fairly confined site bound by the parking lot, a transformer and light poles.
Aesthetically, the addition would match the existing building’s materials and colors with a new red metal standing seam roof and beige EIFS on the walls. New windows and doors would match the existing dark bronze finished aluminum systems.

SITE
We propose adding a parking lot in what is currently part of the secure perimeter of the base. We recommend relocating the fence and gates along Wilbur
Wright Drive to accommodate approximately 14 additional parking spots. With the building addition, we lose four spots, so the new parking lot would yield a net gain of 10 parking spaces. Refer to the site plan that is attached as part of this submittal.
ABA
The Facility will meet all ABA requirements. Level landings will need to be provided at all exterior doors.
Life Safety
The existing building and its addition will fully meet all required life safety criteria.
ATFP
We currently can’t meet the requirements for construction defined by ATFP. The vehicle set back distance at our site will be close to zero and the ATFP charts indicate a minimum distance of 16’‐0” to be maintained if the building is constructed of reinforced concrete.

Existing Conditions
Mechanical
The existing building is served by a single electric/electric DX split system. The system is a vertical unit located in an exterior mechanical room and consists of a 3.5T air handling unit with supply air ducting routed throughout to ceiling devices within the building spaces. The unit is installed on a platform with a through‐wall return air arrangement with the return air filter grille located in the corridor of the existing building. There is no outside air provided to the unit currently. There is a 3T, R410 condensing unit located on the west side of the building. The HVAC system is controlled by a thermostat located over the unit’s return air grille. The building’s system is not currently connected to the existing campus wide Johnson Controls Metasys control system.
The existing plumbing system is fairly common and standard for a comparable building of its age. The water piping system is copper. The waste/vent system is service weight cast iron and PVC. There is a single restroom with a flush‐tank toilet and drop‐in lavatory. There is a single water cooler with bottle filler and also a small janitor closet with a floor‐mounted mop sink. The water heating systems appears to be a single wall‐ mounted point‐of‐use heater located on the wall above the mop sink and serves the mop sink and restroom lavatory. There is also a lift station on the west side of the building.
The facility is currently not protected throughout by an existing automatic sprinkler system.

Electrical
The existing building is served by a small pad mount transformer. The electrical panel is a 225A, 120/208VAC 3‐PH panel. The existing panel shall be replaced to support the power requirements of the new expansion in addition to the existing building.
Existing lighting generally consist of a mixture of recessed cans, and recessed troffers, fluorescent type fixtures with T8 lamping in most occupied spaces.
The facility is served by an existing Monaco Series M addressable fire alarm.
The facility is served by an existing mass notification system.
The existing facility is served with communication system outlets through‐out.
New Construction
Mechanical
The HVAC system will serve the renovated areas and new addition with a single new DX split with electric heat sized for the new space configuration and occupancy loading of the renovation. Ducting serving the existing renovated areas will be reused revised and replaced as need to properly serve all areas of these spaces and duct systems will be added to serve the building addition portion. A new mechanical ventilation system will be provided for the new restrooms and janitor closet providing the required exhaust rate for the spaces. The new COMM closet will be conditioned by a standalone DX heat pump system.
The new restrooms and janitor’s closet will be provided with new fixtures. The existing single station water cooler with bottle filler will be relocated to the new building addition. Water and waste piping will be extended as needed to the new fixture locations. A new electric tank‐type water heater will provide for the new fixtures.

The existing is not protected by an automatic fire sprinkler system and is not required to be by code. As of now, the scope of the project is to not provide for a sprinkler system in this renovation.
Electrical
Electrical systems will be designed using the applicable editions of currently enforced federal, military and commercial codes, criteria and guidelines.
Electrical Distribution
Due to floor plan changed, the existing panel serving the building will need to be replaced. A new panelboard will be provided to serve the new facility loads. Branch circuit breakers will be group mounted, manually operated type. The new panelboard will be provided with a separate ground bus, full‐size neutral and integrally mounted transient voltage surge suppression equipment. All panelboard bus shall be copper.
Wiring System
Wiring systems will consist of insulated conductors installed in raceways. Existing power outlets and associated branch circuiting shall be relocated as needed in the area of work. Existing branch circuits will be used as much as possible. Where new branch circuits are required, raceways will be run concealed in finished spaces and may be run exposed in mechanical equipment spaces. Interior raceway will be electrical metallic tubing (EMT). Above grade, exterior raceway will utilize rigid steel galvanized conduit. In ground raceway will be Schedule 40 PVC with pvc coated, rigid steel elbows. Flexible metal conduit will be used for equipment connections with liquid tight flexible conduit used outdoors and other wet location areas.
Branch circuit and control wiring shall be type THHN or THWN, copper, 75deg C rated with 600 volt insulation. Aluminum conductors will not be allowed. Minimum conductor size will be #12awg. A separate, insulated, equipment ground conductor will be run with all branch circuits in addition to the raceway system ground.
All conduits (new and existing) shall be fire‐caulked, as required, to maintain the integrity of the fire rated assembly.
Short Circuit
It is assumed that short‐circuit calculations were performed to establish the expected maximum short circuit current at each point of the distribution system during the original facility design and that the existing equipment was specified

accordingly. Therefore, unless the electrical service transformer is required to be changed and upsized, short‐circuit calculations are not planned.
Interior Lighting
The entirety of the interior lighting shall be replaced with new LED type fixtures. The fixtures will be a mixture of recessed cans and 2x4 recessed troffers.
Special Systems
Interior Communications
Additional comm outlets will be added in the expanded portion of the building as well as the renovated existing portion to serve the new computer stations.
Fire Alarm/Mass Notification
New fire alarm and Mass notification devices will be added to the expanded portion of the building and existing devices will be relocated per the floor plan changes to the existing portion of the building. All new devices will match the existing systems. The existing FACP shall be relocated to the new Elec/Mech room.

OUTLINE SPECIFICATIONS Construct VCC Expansion, Building 1512
PROJECT SUMMARY
The project consists of the construction of additional office space at the West Gate Visitor Center (B1512). The new building addition will be constructed of similar construction as the existing visitor center. Construction shall include but not be limited to partial renovation of the existing structure and an addition structure that matches the existing construction.
DIVISION 1 – GENERAL REQUIREMENTS
01732 Selective Demolition – Selective demolition shall consist of removal of an existing reception counter, toilet rooms, I.T. closet, and Mechanical Room. Also some existing exterior walls may need to be removed depending on what construction type is acceptable. It shall be the responsibility of the Contractor to notify the Owner and provide for the abatement and disposal of all asbestos materials in a legally authorized method approved by Barksdale Air Force Base.
DIVISION 3 – CONCRETE
Concrete work will include a new slab, partial sidewalk extension, and expanding the parking lot. If a high level of blast protection is required, then reinforced concrete walls will need to be included.
DIVISION 4 – MASONRY
04200 Unit Masonry - Masonry work will consist of a split faced CMU wainscot if required. There is no wainscot to match at this time.
DIVISION 5 – METALS
05120 Structural Steel Framing – Steel will be required depending on the level of blast protection that is acceptable. If a high level of blast protection is required then we will need to use steel as part of our roof structure. If a low level of blast protection is required then we will need to use metal stud wall framing as part of the overall construction.
DIVISION 6 – WOOD PLASTICS AND COMPOSITES
Section 06100 Rough Carpentry - Carpentry includes blocking, furring, and bracing.
Wood species shall be fir or southern yellow pine no. 2 grade. Fire retardant lumber for blocking shall be used in areas requiring fire-rated construction.

DIVISION 7 – THERMAL AND MOISTURE PROTECTION
Section 07210 Building Insulation – Concrete masonary unit wall insulation shall be poured loose fill perlite insulation placed in the hollow cavity of each CMU block.
Sound attenuation insulating batts shall be placed between studs at interior walls where indicated and as specified.
Section 07242 Exterior Insulation and Finish Systems – EIFS will be used as an exterior finish system for this project.
Section 07610 Sheet Metal Roofing – Sheet metal roofing shall be standing seam snap lock type. Roof deck insulation shall be 3” polyisocyanurate composite board with OSB material attached to the exterior face Provide all necessary roofing accessories, trim and flashing for a complete watertight installation. Color shall be base standard “Colonial Red”.
Section 07620 Sheet Metal Flashing and Trim – Sheet metal flashing and trim shall consist of custom fabricated roof and wall flashings, roof drainage systems, reglets and through-wall flashing of sizes and shapes indicated on Drawings and as specified. Provide gutter and downspout as specified and where indicated on Plans.
Exposed surfaces shall match Base Architectural Standards “Colonial Red”.
Section 07841 Through-Penetration Firestopping – Firestopping shall consist of approved UL systems specifically designed for each individual condition for fire-resistance rated walls, horizontal assemblies, and smoke barriers.
Section 07920 Joint Sealants – Elastomeric sealants applied to the juncture of similar and dissimilar materials compatible to adjoining substrates. Manufacturer’s recommended primers and sealant backers shall be provided where necessary for a complete sealant installation. Sealants shall be paintable. resistance rated walls, horizontal assemblies, and smoke barriers.
DIVISION 8 – OPENINGS
Section 08110 Hollow Metal Doors and Frames – Exterior doors shall be flush galvanized face hollow metal doors factory primed and prepared to receive specified hardware. Exterior doorframes for hollow metal doors shall be one piece welded hollow metal frames of heights, thicknesses, and gauge specified and indicated on the plans. Exterior frames shall be galvanized factory primed and prepared to receive specified hardware. Interior doorframes shall be one piece welded hollow metal frames of heights, thicknesses, and gauge specified and indicated on the plans.
Frames shall be primed and factory prepared to receive specified hardware.
Section 08410 Aluminum Entrances and Storefronts – new windows will be provided for each new office to match existing aluminum window system. if blast protection is required then we will need to have a structural engineer design the connection details from the window to the exterior walls.

Section 08710 Door Hardware - Hardware sets shall be specified for each door complete with all items necessary for code compliance and proper operation.
Provide lever type handles on door opening devices to comply with ADAAG requirements. Provided electronic hardware at specific door locations as called for and specified. Coordinate electronic locks and strikes with base security operations.
Keying shall be in accordance with Owner’s established keying system.
DIVISION 9 – FINISHES
Section 09250 Gypsum Board - Gypsum board shall be 5/8" Type X gypsum wall board screw attached to metal stud framing, taped and floated to receive final finish as specified, and indicated on the plans. Gypsum board ceilings where indicated shall be same thickness as wall board installed on specified grid system supported from structure above.
Section 09511 Acoustical Panel Ceilings – Suspended acoustical ceiling shall be mineral felted type with fissured pattern as specified. Ceiling panels shall be set in 2 foot x 2 foot metal lay in grid. Grid and panels shall be set at height indicated on Plans and set level with floor surface. Provide and install acoustical sealant as specified for sound attenuation in acoustic ceilings.
Section 09651 Resilient Floor Tile – Vinyl composition tile shall be 12 inch by 12 inch by 1/8 inch size with full through color patterns. Installation shall be with manufacturer approved adhesive over prepared concrete slab with approved moisture content per manufacturer’s warranty requirements before installation.
Section 09653 Resilient Wall Base and Accessories – Rubber base shall be 4-inch high top set cove at VCT installation and straight toe installation where called for at carpet areas adhered substrate with manufacturer’s approved adhesive. Provide and install rubber nosings, treads and floor tile for the steps and landings at new metal stairs. Install with adhesive for indicated substrates that is recommended by specific manufacturer. Color shall be as selected by Owner’s Representative.
Section 09912 Painting - Finished painted surfaces where indicated shall be composed of suitable substrate primer, and two finish coats of paint of type specified for the environment in which the finish will be exposed. Paint for each individual substrate shall conform to the Master Painters Index to insure proper VOC contents are followed and in accordance with jurisdictional authorities.
DIVISION 10 – SPECIALTIES
Section 10431 Signage – Interior signs shall be provided for each individual area of size and type to be in compliance with ADA and other regulatory requirements.
Mounting shall be by concealed method for the substrate to which it shall be attached. Exterior signs shall be of material, size, and lettering style indicated on the Plans. Exterior signage shall be installed per method specified and at location indicated on Plans.

Section 10522 Fire Extinguisher Cabinets – Cabinets shall be semi-recessed porcelain coated steel construction to hold fire extinguisher of size and type required.
Cabinets shall be designed for installation in fire rated walls where necessary.
Cabinet faces shall be aluminum with glass fronts and identification lettering.
Mounting height shall be no higher than 48 inches to the center of the cabinet.
Section 10523 Fire Extinguishers – Extinguishers shall be 10 lb. nominal capacity for use in extinguishing A, B, and C type fires.

DIVISION 16 – ELECTRICAL
Section 16010 General Provisions -- Electrical equipment coordination, submittal requirements, sleeves and sleeve seals for raceways and cables as well as common electrical installation requirements
Section 16050 Basic Materials and Methods -- All wire shall be copper, minimum 95% conductivity. Insulation to be THWN or THHN, rated 600 volts, 75deg C, minimum. Number 10awg and smaller shall be solid or stranded copper, larger conductors shall be stranded copper. Minimum conductor size shall be #12awg. All interior and exterior equipment shall be labeled as to its’ designation and feeding circuit. Wiring device plates shall be provided with clear labels indicating the connected branch circuit.
Section 16060 Grounding and Bonding –An insulated equipment grounding conductor shall be included with all circuit runs, in addition to the raceway system as a grounding conductor.
Section 16130 Raceways and Boxes – In office and administrative areas, interior raceway shall be electrical metallic tubing (EMT). In hangar areas and above grade, exterior, raceway will utilize rigid steel galvanized conduit. In ground raceway will be Schedule 40 PVC with pvc coated, rigid steel elbows. Flexible metal conduit will be used for equipment connections with liquid tight flexible conduit used outdoors and in wet locations. Cable trough/basket wireway and/or j-hooks shall be used for communication wiring homeruns.

Section 16140 Wiring Devices – All receptacles will be specification grade, duplex type, 20amp, 120volt service. All switches will be specification grade, quiet type snap switches, rated for 20amp service, 120/277volt. Fluorescent dimmer switch/ballast combinations shall be capable of smooth dimming down to 10% of the full brightness.
Wall plates shall be stainless steel.
Section 16145 Lighting Control Devices – Indoor occupancy sensors shall be ceiling or wall-switch mounted, dual-technology type.
Section 16442 Panelboards – Panelboards shall be surface mount, NEMA 1 type.
All panelboard bus shall be copper. Branch circuit breakers shall be full-module, bolt on type. Circuit breakers shall be fully rated with an interrupting rating equal to that of the panelboard. Panelboards will be provided with main circuit breakers unless located within line of sight of the serving source, in which case, main lug only panels will be specified. Panelboards shall have an integral surge protective device.
Section 16511 Interior Lighting – Linear fluorescent fixtures shall utilize 4ft, 32watt, T8 lamps with NEMA premium ballasts, PS, NBF, except where dimmable ballasts are required. All interior fluorescent fixtures to have an LER greater than 77. Lamps shall be 3500K with a minimum CRI of 80. Exit signs shall have integral, maintenance free batteries for emergency service and be internally lit with LED lamps.
Section 16721 Fire Alarm System – The fire alarm system shall be a Monaco non-coded, digital, addressable system in accordance with NFPA 72, NFPA 70 and UFC 3-600-1 with wireless reporting to the base fire station.
