ATTACHMENT 4
Supplemental Proposal Instructions
Attachment Five (5) in Section J of this Request for Proposal(RFP) provides samples of Small, Medium, and Large meetings as discussed in the Statement of Work (SOW). These samples are to assist Offerors in developing their Business and Technical Proposal. Offerors should consult Section J of the RFP for links to other attachments to the RFP.
Some attachments to the RFP are linked and referenced within Section J of the RFP. Please consult Section J of the RFP for details. Attachment 1 to the RFP includes details on proposal submission requirements within the electronic Contract Proposal Submission (eCPS) website.
Proposals must comply with the page limitations and format specified for each volume. Page size shall be 8.5 x 11 inches with 1-inch margins. Paragraphs single spaced. The font must be legible. Information submitted beyond the limitations specified will not be evaluated. The following chart provides the specific information required for each volume:

No more than 30 pages, excluding resumes and table of contents.
1. Business Proposal
Offerors are expected to propose complete, estimated costs for the work prescribed in the SOW, including any other direct costs (i.e., travel, materials, supplies, subcontracting, etc). Section F in the Statement of Work outlines the breakdown of estimated meetings. Offerors should use the samples of the Small, Medium, and Large meetings for purposes of developing their estimated costs. For example, the SOW provides for an estimated 26 small meetings, 12 medium meetings, and 3 large meetings - per performance year. Offerors may elect to extrapolate their estimated costs of the sample meetings to determine their estimated costs in performance of all prescribed work in the SOW. Offerors are not prescribed a sample of a Teleconference/Webinar meeting, but are expected to include those estimated costs in their Business Proposal.
The Business Proposals shall include the offeror’s proposed cost for each performance period under Section B of the RFP (i.e. Base Period and Option Periods 1-4). The Offeror shall also include its proposed cost for each Quantity Option specified in Section B of the RFP.

To support the Offeror’s estimated costs, Offerors should include in their Business Proposals the estimated proposed costs and Staff Loading Charts/Staffing Plans for each of the sample meetings.
2. Technical Proposal
Offerors’ Technical Proposal will be evaluated based on the Technical Evaluation Factors specified in Section M of the RFP.
Offerors should include Staff Loading Charts for the sample meetings provided in Attachment Five
(5) in Section J of this RFP. Estimated costs specified for these sample meetings shall only be provided as part of the Business Proposal.
Technical Proposals shall be limited to 30 pages, excluding table of contents and resumes. Resumes should be no more than 2 pages for each individual.
