STATEMENT OF WORK

Project Title:

Logistical Support Contract for the National Institute of Neurological Disorders and Stroke

Period of Performance:

The period of performance for the base year of this Contract will be 06/06/2024-03/05/2025 (9 months). Additional option years will be available for the following periods of performance:

Purpose:

The purpose of this requirement is to acquire a logistical support contract to support the fulfillment of requirements for the planning and implementation of scientific conferences, workshops, meetings, Data and Safety Monitoring Boards (DSMBs) and other NINDS hosted, sponsored, or co-sponsored events; here-on referred to as “events”, unless otherwise referred to individually.

Background Information:

The National Institute of Neurological Disorders and Stroke (NINDS) conducts, fosters, coordinates and guides research on the causes, prevention, diagnosis, and treatment of neurological disorders and stroke, and supports basic research in related scientific areas. In support of this mission, the Institute host, sponsor and co-sponsor scientific conferences, workshops, meetings, research training, career development programs and other scientific related events which encourage collaborations among members of the research community, voluntary and advocacy groups, and other stakeholders on the advancement of neurological research. The dramatic progress in advances against brain disease in recent years has led to a significant increase in the number of initiatives supported by NINDS.

In support of the mission, it is important to promote the timely dissemination of scientific discoveries and their implications for neurological health to the public, health professionals, researchers, and policymakers. NINDS provides a platform for dozens of events that brings together scientists, researchers, clinicians, educators, patients, advocates, and other members of the community so that they have an opportunity to inform, collaborate and engage each other on the latest scientific findings. NINDS has identified a requirement for an Institute-wide logistical support services contract. The support requirements include, planning and management of conferences, workshops, and meetings; assistance with automatic data systems and processing;

writing, editorial and document preparation; queries and information/publication dissemination;

typing, editing, and proofing of documents; development of slides, graphics, and design materials.

Scope of Work:

The contractor shall, independently and not as an agent of the Government, furnish all necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the

Government to provide logistical support services for NINDS hosted events on a scheduled, and as needed, basis. The contractor must be able to provide recurring services for events that vary in size and complexity. Events range from a few hours up to three days and can take place in-person, hybrid or virtually.

A. Technical Requirements:

This requirement will support all event-related activities from the early planning stages to finalizing all the pre-event details, including, but not limited to, potential last-minute changes, oversight, support and staffing of the event and post event activities, all while maintaining close interaction and communications with the NINDS COR throughout the process.

The NINDS Contracting Officer’s Representative (COR), in partnership with the Contracting Officer (CO) will provide a list of approved events to the contractor at the beginning of each option period, NINDS will provide periodic updates to the contractor for workload planning purposes.

All tasks shall be completed in accordance with the National Institutes of Health and Federal Government policies, rules, and regulations. As such, the contractor shall develop or procure and maintain registration pages, websites, recordings, PDF documents and other resources in accordance with 508 compliances.

Registration, polling, and surveys shall be prepared in accordance with the Paperwork Reduction Act of 1995. Venue searches and other accommodations shall comply with The American with Disabilities Act.

Travel arrangements made under this contract shall be prepared in accordance with the Federal Travel Regulations (FTRs).

NINDS Sponsored Event Types:

NINDS estimates that approximately sixty-three (63) events will be held annually, which consist of approximately twenty-five (25) scientific events and thirty-six (36) Data and Safety Monitoring Board (DSMB) meetings. Below are the types of events to be anticipated; however, the estimated number of events and size will fluctuate to meet the needs of NINDS during each performance period. Therefore, the estimates provided below should be used for estimating cost proposal only.

Small Scientific Events: Approximately twelve (12) per year, (2 In-Person (1-day), 7 In-Person (2-day), (1 Virtual (1-day), 2 Virtual (2-day), (1 Hybrid (1-day), involving up 110 attendees each.

Medium Scientific Events: Approximately ten twelve (10) per year, (2 In-Person (1-day), 5 In- Person (2-day), 1 Virtual (2-day), 2 hybrid (2-day), involving approximately 120 – 350 attendees each.

Large Scientific Events: Approximately five (5) per year, (1 In-Person (1-day), 2 In-Person (2-day) 2 Virtual (2-day), involving approximately 350 -500 attendees each.

DSMB/OSMB Meetings: Approximately thirty-six (36) meetings per year (36 virtual, ), ranging from 1 to 6 hours and can involve up to 40 attendees.

B. General Requirements:

For each scientific event the contractor shall provide services which may include, but are not limited to, activities such as:

Pre-Planning and Logistical Support Services:

The contractor shall schedule a kick-off call and subsequent planning calls, as appropriate for each sponsored event. Calls may be weekly, bi-weekly, or at the frequency agreed upon with NINDS Program staff. The contractor shall also develop the planning call agenda, provide meeting notes after each call, and update the project plan on a routine basis, highlighting upcoming deliverables and deadlines. The contractor may also be asked to assist with scheduling planning committee or working group calls.

During the pre-planning stage the contractor may be asked to assist with date selection, which can include polling key participants for availability, create invitations, and save the date and other announcements.

Coordinate speaker communications in which the contractor will communicate important meeting details, coordinate speaker orientation sessions, arrange for speakers pre-recording sessions, coordinate and track speaker presentations, poster abstracts and speaker’s bios.

The contractor may be asked to design, develop, and monitor a registration website, which shall have the functionality to collect up to four (4) multipage documents and six pages to display related event details and material, as well as the ability to conduct financial transactions ensuring compliance with Section 508 of the Rehabilitation Act. The contractor shall routinely update the event website to reflect the most accurate information. Standard updates shall be completed within two business days.

The contractor may be asked to prepare, format, and disseminate materials such as agendas, folders, program booklets, name badges, name tents and signage. This task could require graphic design and production for event materials, including but not limited to agenda, name badges, posters, website, registration or banner displays, pamphlets, folders, signage, and abstract books. The contractor may also be required to liaison with NIH Videocast, which includes testing the virtual connection, audio and hosting virtual events.

Within two weeks of the event, the contractor shall develop a run of show and finalize all event details with NIND program staff.

Additional services for In-Person/Hybrid scientific events may include, but are not limited to, activities such as:

Assistance with site selection, which can include a site search and/or visits, coordinating with the venue or hotel to develop a letter of intent or contract for lodging, facilities, and services, such as audio-visual (A/V), along with the associated equipment. The contractor shall review contract terms and ensure that they are favorable to the government if the government shall need to cancel or reschedule the event.

The contractor shall provide travel support for sponsored meeting attendees including drafting and disseminating sponsored traveler’s logistics letter, securing lodging and transportation that will be direct billed to the contractor’s master account and issuing per diem and reimbursement for allowable travel expenses such as ground transportation, parking, and laundry within thirty days following the event. The contractor shall liaison between the airline, meeting venue, and the sponsored traveler. This includes assisting with any travel complications or last-minute changes that may require after hours support. The contractor shall have an after-hours point of contact. The contractor shall also coordinate attendees’ arrival and departures with NIH Security, venue, or hotel staff.

Note: Honoraria are limited to $200 per day for nongovernment attendees of workshops, meetings and conferences held primarily to exchange scientific information, and services provided by nongovernment members of review groups or advisory committees. Honoraria are limited to $400 per day for guest speakers and lecturers unless advance approval has been granted in accordance with Acquisition Delegation of Authority No. 05, “Rates of Compensation.” The final honorarium payment amount will be determined by the meeting organizers but shall not exceed the limits outlined above.

The list of approved/sponsored travelers will be provided by the COR or event point of contact with the COR’s authorization.

The day of the event the contractor shall staff the registration or welcome desk, disseminate name badging and other event related materials as necessary and assist meeting attendees with requested accommodations.

The contractor shall coordinate and confirm event room set-up, audio visual equipment needs and testing, place directional signage and manage traffic flow for the event. The contractor may be asked to coordinate on site speaker coordination, collecting and loading speaker presentations, overseeing the speaker ready room, serve as vendor point of contact and onsite coordinator, and oversee break and lunch arrangements.

Additional services for Virtual/Hybrid scientific event may include, but are not limited to, activities such as:

The contractor may be asked to assist with the virtual platform selection, which can include pricing platforms, providing a cost analysis, and selecting the vendor. The contractor shall develop a registration site or website for the event, which may include the built out, testing, and hosting.

The day of the event, the contractor shall open the event at least one hour prior to the start of the event for audio visual testing. The contractor shall provide technical support to assist with announcements, displaying presentations and other assigned tasks, identify and troubleshoot software and connection issues and assist with break-out rooms and assignments.

Additional services for Data and Safety Monitoring Board Meeting (DSMB) or Observational and Safety Monitoring Board Meeting (OSMB) may include, but are not limited to, activities such as:

The contractor shall assist with updating and disseminating meeting materials such as rosters and meeting charters, recording the meeting attendance, assist with moving attendees between open and closed sessions, host meetings using a secure, call-controlled conference line interface, ensuring compliance with Section 508 of the Rehabilitation Act for all shared information with the ability to share files, mute attendees- and move them to sub rooms, provide audio files, video recordings, and attendee lists to program staff by close of one business day following the DSMB meeting, and issuing honoraria payment to DSMB members.

Management of Subcontracts:

NINDS sponsored events may require additional services, the contractor shall establish subcontracts with other vendors, as needed, to provide allowable third party services and oversee budgets, timelines, and deliverables from the subcontractor. All subcontractors must be approved by the COR and CO. As needed, upon request, the contractor shall prepare a status report, including but not limited to a list of current subcontracts, work order assignments, budgeted dollar amounts for each project, status of projects, and expiration dates. Subcontractor invoices shall be included in the supporting documentation along with the monthly invoices. Where possible, small, disadvantaged businesses should be prioritized in the selection of subcontractors.

The contractor may be asked to coordinate subcontracted services such as poster board rental, which can include obtaining vendor quotes, payment, and onsite coordination of deliverables. Shuttle services, which can include obtaining vendor quotes, payment, coordination of schedule, pick-up and/or drop off time, and coordinating with NIH Security. Transcription, which can include obtaining vendor quotes, payment, and coordination of materials, and inspecting final deliverable(s) to ensure accuracy before closing out the task. Science writer services, which can include soliciting for a professional writer, crafting, drafting, and editing articles, publications, abstracts, manuscripts, white papers, executive summaries, and other marketing material. Photography, or video recording, which can include obtaining quotes, payment, coordination of event program, and onsite assistance. Facilitator Services, which can include obtaining vendor quotes, resumes, payment, coordination of event program, and onsite assistance. Individual pay lunch options, which can include identifying meal selections, collecting fees, processing orders, arranging delivery and set-up, and overseeing distribution of orders.

Post Planning and Event Close-Out Activities:

After each event, the contractor shall initiate event close out activities which can included but not limited to scheduling a debriefing with program staff, receive, review and process hotel and vendor invoices, issue travel voucher instructions no later than three (3) business days after the event and process the traveler’s reimbursement within thirty (30) days of receipt of expenses, process honorarium payment for identified meeting attendees within thirty (30) days of the conclusion of the event and provide post meeting deliverables such as meeting summary, final reports, evaluation, survey or polling results, audio files, recordings, and science writer deliverables.

C. Specific Requirements:

For each scientific event the contractor shall provide services which may include, but are not limited to, activities such as:

Quality Control:

The Contractor shall produce high-quality, accurate, accessible, well-written and designed, error-free content and materials. The Contractor shall develop effective procedures to ensure that the quality of materials received from all contractor staff and posted online meets editorial and design specifications.

The Contractor shall produce materials that adhere to HHS and NINDS regulations and guidelines, including those pertaining to 508 compliance standards and accessibility, and use of approved fonts, colors, templates, and logos.

Websites, Registration and Meeting Content Management and Maintenance:

The Contractor may be asked to develop meeting, conference, or workshop websites in support of NINDS sponsored events. These websites would support the event by providing a place for participants to access more information about the event, register for the event, and access post-meeting summary materials related to the event. This task encompasses work performed on public-facing websites and meeting and workshop registration sites. The contractor shall provide the services required to keep websites compliant and functionally useful to customers including visual design, user interface/experience design, content strategy and updates. Requested updates shall be made within two business days unless otherwise communicated.

Content Management and Collaboration Tool:

The Contractor may be asked to set up and configure a collaboration space on Huddle, or other collaboration tool, for the various NINDS sponsored/hosted events. External users shall be vetted prior to receiving access to the account and no external users are permitted to invite or manage any collaborative workspace.

Training:

The contractor shall provide staff training which shall include, but not limited to the NIH Information

Security Awareness & Privacy Training. Additional training shall be identified by the contractor and or government staff.

Personnel Requirements:

In accordance with HHSAR 352.237-75 Key Personnel (December 18, 2015), the key personnel specified in this contract are considered essential to work performance. At least 30 days prior to the contractor voluntarily diverting any of the specified individuals to other programs or contracts the contractor shall notify the Contracting Officer (CO) and shall submit a justification for the diversion or replacement and a request to replace the individual. The request must identify the proposed replacement and provide an explanation of how the replacement's skills, experience, and credentials meet or exceed the requirements of the contract. If the employee of the contractor is terminated for cause or separates from the contractor voluntarily with less than thirty days’ notice, the contractor shall provide the https://ocio.nih.gov/ITGovPolicy/NIH508/Pages/Resources.aspx maximum notice practicable under the circumstances. The contractor shall not divert, replace, or announce any such change to key personnel without the written consent of the Contracting Officer. The contract will be modified to add or delete key personnel as necessary to reflect the agreement of the parties.

The contractor shall provide personnel having the minimum levels of professional and technical experience and education specified herein for each labor category. Specialized experience and qualifications shall have been obtained in the areas indicated in each labor category identified in the statement of work. Prior to assigning new personnel to the contract, the contractor shall submit a request to the contracting officer with supporting documentation to allow the contracting officer to evaluate the proposed personnel qualifications against the minimum labor category qualifications. The contractor may not assign new personnel until written consent is provided by the contracting officer.

Labor Categories:

1) Project Director (Key Personnel)

Minimum of four (4) years of management experience, ten (10) years of experience coordinating federal government meeting and/or conferences. Planning experience to include project management skills, knowledge of Federal Government Regulations pertaining to contracts, Federal Travel Regulations, and Accessibility Requirements. Two years of experience/familiarity with online registration systems and virtual meeting platforms.

2) Senior Meeting/Conference Director (Key Personnel)

Minimum of eight (8) years of experience coordinating meeting and/or conferences. Planning experience to include project management skills, knowledge of Federal Travel Regulations, at least two

(2) years of experience with on-line event registration systems, virtual meeting platforms and coordinating federal government meetings. Intermediate knowledge of MS Office, Adobe and graphic design. CMP/GCMP (preferred).

3) IT/Virtual Technician (Key Personnel)

Minimum of five (5) years of IT desktop/support related experience, web content management, ability to identify, troubleshoot and resolve software issues. A minimum of three years of knowledge and experience with a variety of on-line website/registrations systems and virtual meeting platforms.

Knowledge and experience with Federal Information Security Management Act (FISMA) and Authorizations to Operate (ATO) reporting requirements.

D. Option Periods of Performance:

In accordance with Article B.2. of the contract, the NINDS may exercise option items to increase the number of acquisition hours to support a wide range of events. However, the estimated number of events and sizes will most likely fluctuate to meet the NINDS’s needs during each performance period.

Option Period 1 through 4 – Option to Extend the Term of the Contract

This option consists of an additional one (1) year period of performance during which the Contractor will perform the work as set forth in the Statement of Work and the associated schedule.

This option may be exercised four (4) times during the life of the contract. Each option is estimated as follows:

Acknowledging the fluid nature of event planning in today’s environment, optional ODCs, such as travel and supplies, will be available each year of the contract. The Contractor shall submit a request listing the specific ODCs required and the event(s) for which they are required. If exercised, each of these ODC options would be used to cover the specific ODCs listed in the request, such as travel and supplies.

E. Required Resources:

Government Furnished Property:

NINDS shall not provide any government furnished property, equipment, or materials for this contract.

NINDS will provide the assigned contract personnel access to government facilities , as required on an as needed basis.

Contractor Furnished Items:

The contractor shall, independently and not as an agent of the Government, furnish all necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by NINDS, to provide logistical support services for NINDS host, sponsored or co-sponsored events on a scheduled, and as needed, basis.

G. Contract Deliverables:

H. Invoicing:

Invoicing should occur on the monthly bases. Additional provisions and instructions will be provided at time of award.

I. FISMA Requirements:

Schedule of NIH FISMA Deliverables:

The Contractor shall comply with all current NIH requirements for satisfying the Federal Information Security Management Act (FISMA). The Federal Information Security Management Act (FISMA) is United States legislation that defines a framework of guidelines and security standards to protect government information and operations. This risk management framework was signed into law as part of the Electronic Government Act of 2002, and later updated and amended.

Current NIH FISMA requirements include, but are not limited to, the following deliverables:

The Contractor shall furthermore understand and acknowledge that NIH FISMA requirements evolve over time. The Contractor shall be responsible for obtaining the latest NIH FISMA requirements from the Contracting Officer and ISSO throughout the duration of the contract period of performance. The Contractor shall also understand and acknowledge that NIH compliant Authorizations to Operate (ATO) is required by NIH and DHHS to satisfy the FISMA.

J. Evaluation Criteria:

The Government shall award a task order in reference to this requirement on the basis of best value in consideration of technical factors and price/cost. Technical factors shall be considered slightly more important than price/cost and technical evaluation actors are detailed below in order of importance.

Factor 1: Technical Approach

The offeror's proposal will be evaluated in terms of how well it demonstrates understanding of the requirements, including the degree to which they understand the goals, objectives and purposes of the tasks to be performed. A discussion of potential problems and recommended possible solutions will also be evaluated as a reflection of the offeror's understanding of the project.

The offeror's proposal shall include a technical approach for accomplishing the major tasks in the Statement of Work and this will be evaluated for its completeness and thoroughness. The offeror will also be evaluated on the systems employed to accomplish the various tasks such as convening meetings and conferences, producing materials, and efficiently arranging for support and technical services. In describing their methodology, the offeror will be evaluated on how they plan to assure completion of each task, including a discussion of their capability and system to promptly reimburse participants.

Factor 2: Key Personnel

The offeror’s proposal shall be evaluated for the proposed key personnel’s level of conformance to the key personnel qualifications identified in this statement of work. Offeror proposals must contain a resume/CV for all proposed key personnel.

Factor 3: Past Performance

The offeror shall provide a list of three (3) contracts completed during the past five (5) years, similar in size and scope to the requirements outlined in the Statement of Work. Experience must be specific to meeting support logistics services. Offerors shall include the following information for each contract or purchase order listed:

a. Name of Contracting Organization

b. Total Contract Value

c. Description of Requirement and Specific Responsibilities of the Offeror

d. Contract Period of Performance

e. Customer POC Name and Contact Information Past performance shall be evaluated for relevance to this requirement with especial consideration for familiarity with Federal Travel Regulations and Timely Participant Reimbursement.

K.J. Contractor Performance Evaluation:

Final Evaluation of Contractor performance will be prepared for the resulting contract in accordance with FAR Subpart 42.15. The final performance evaluation will be prepared at the time of completion of work.

Final evaluation will be provided to the Contractor as soon as practicable after completion of the evaluation. The Contractor will be permitted thirty days to review the document and to submit additional information or a rebutting statement. If agreement cannot be reached between the parties, the matter will be referred to an individual one level above the Contracting Officer, whose decision will be final. Copies of the evaluation, Contractor responses, and review comments, if any, will be retained as part of the contract file, and may be used to support future award decisions.
