Site Visit Instructions
An organized site visit has been scheduled at Ice Harbor Lock and Dam for:
Date: Thursday, November 13, 2025
Time: 11:00 AM
Location: Ice Harbor Lock and Dam
Address: 2339 Monument Drive Burbank, WA 99323
The offeror is urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
Site visit attendees will arrive and meet at the North side of Ice Harbor Lock and Dam (see the screenshot below for reference). Attendees can park on the North earth embankment outside the North entrance gate.
Example directions to the North side of Ice Harbor Lock and Dam are as follows:
• South 395 heading towards Pasco, Washington.
• Take U.S. Route 12 towards Walla Walla, Washington.
• Take E. Lewis Street Exit.
• After using E. Lewis Street, head East on Pasco Kahlotus Road for approximately 8.9 miles.
Parking Attendees’ personal vehicles can be parked in this area outside the security fence.
• Turn right onto Ice Harbor Road.
• Drive approximately 2.8 Miles to reach the North entrance of Ice Harbor Lock and Dam.

There will be only one site visit offered. Offeror planning to attend the site visit must e-mail Mary.L.Seiner@usace.army.mil or call (509) 527-7228 no later than 1:00 p.m. Wednesday, November 12, 2025. Site visit attendees must provide the following information when emailing or calling:
(1) the name of the company being represented and company cage code;
(2) the number of people in the party;
(3) the names of each person in the party.
Everyone attending the site visit shall have picture identification on his/her person while visiting the project site. There shall be no substitutions of one individual for another. If an individual arrives for the site visit without having called ahead of time and/or without picture identification, that individual may not be allowed on the project.

Participants of the organized site visit must abide by the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1, latest version) in accordance with Section 5, “Personal Protective and Safety Equipment.” It is the responsibility of the site visit participants to wear personal protective and safety equipment as required by this regulation. Failure to comply will result in denial of access to site visit location.
Access for Foreign Nationals: Due to time constraints, there will be no foreign nationals attending the site visit.
Security clearance for foreign nationals to perform onsite work requires a minimum of 5 weeks.
Acceptable forms of documentation for foreign nationals, post contract award, include: AUS passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
