About this file

This document provides instructions to potential offerors for a federal contract solicitation. The Space Systems Command (SSC) Assured Access to Space (AATS) organization intends to publish a total small business set-aside competitive solicitation using the General Services Administration (GSA) Occupancy Agreement Space Inventory System (OASIS) Small Business Pool 5B vehicle. The solicitation will seek advisory and assistance services that are non-personal in nature to support SSC/AATS under the Acquisition and Financial Support Task Order 2.1, with a period of performance beginning in fiscal year 2025 as a firm-fixed-price contract. Only offerors holding prime contracts in GSA OASIS SB Pool 5B will be eligible to submit proposals as prime contractors. Subcontractors may team with multiple prime contractors. The incumbent contract is SSC/SAFS-2, which utilizes the same GSA OASIS SB IDIQ vehicle and has a period of performance from May 2020 to May 2025. Potential offerors are requested to submit comments on the draft solicitation by March 18, 2024 to assist the government's planning.

The Proposals submitted in response to this Fair Opportunity Proposal Request (FOPR) must comply with the terms and conditions of the General Services Administration (GSA) Occupancy Agreement Space Inventory System (OASIS) master contract, the requirements as stated in the FOPR, related attachments, and the Performance Work Statement (PWS). All proposed capabilities to meet the requirements are subject to verification by the Government. By submission of its offer, the Offeror agrees to all solicitation requirements including the terms and conditions and technical requirements.

Non-conformance with these instructions may result in rejection of the proposal, an unfavorable proposal evaluation, or being deemed ineligible for award. Notifications to unsuccessful Offerors and debriefings, if requested, shall be accomplished IAW FAR 16.505.

2.0 Proposal Preparation and Instructions

The Offeror’s proposal must include all data and information required by this Request for Proposal (RFP) and must be submitted IAW these instructions. In developing the proposal, the Offeror shall ensure that its proposed offer complies with all the requirements contained in the RFP; to include, the PWS, all its appendices, and Contract Data Requirements Lists (CDRLs). Any submitted proposal that does not adhere to the requirements in this RFP may be eliminated from the competition and ineligible for award.

Clarity of Proposal. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated capability. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal.

Discrepancies. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Procuring Contracting Officer (PCO) in writing with supporting rationale as well as the remedies the Offeror is asking the PCO to consider as related to the omission or error.

2.1 Point of Contact

The PCO, Mr. Kevin Hobbs, is the sole point of contact for this acquisition. Address questions or concerns to the PCO at Kevin.Hobbs.3@spaceforce.mil; (310) 653-3913.

2.2 Alternative or Multiple Proposals

Alternative proposals will not be considered. Each Offeror may only submit one proposal.

3.0 Interchanges

The Government intends to make an award based on initial offers received; however, the Government reserves the right to conduct interchanges. Proposals shall set forth full, accurate, and complete information as required by this solicitation package.

4.0 Proposal Format

The Offeror shall prepare the proposal as set forth in Table 4-1 below. The titles and contents of the volumes shall be as defined in this table and must adhere to the required page limits. The Volumes identified in the table shall be separately bound in three-ring, loose-leaf binders, plus each Volume’s electronic copy shall be saved on a separate compact disc (CD) or digital video disc (DVD) for a total of two total CDs or DVDs.

Offeror shall use page separation tabs for each Factor and Subfactor for the Volume binders. The Offeror shall provide four hard copies of the proposal and two electronic copies of the proposal on CDs or DVDs (unclassified only). The contents of each proposal volume are noted in the table below:

The Offeror shall submit a hard copy proposal package which shall include one (1) “original” paper format copy, and three (3) additional paper copies, and two (2) electronic media copies, unless specified differently in Table 4-1. In the event of any discrepancies between the electronic and paper proposal copies, the submitted “original” paper copy shall take precedence. See Scenario #1 in Attachment 4-5 and see Scenario #2 in ITO Attachment 4-6.

7.0 Volume III – Cost/Price

General Instructions: The Contracting Officer has determined there is a high probability of adequate price competition for this acquisition, which is expected to support an affirmative determination of reasonableness of proposed prices. Therefore, the information submitted by the Offeror in its proposal will be considered Data Other Than Certified Cost or Pricing Data (reference FAR 15.403). If adequate price competition is not obtained, the Government may require the submission of Certified Cost or Pricing Data.

If Certified Cost or Pricing Data are required to be submitted, the Contractor shall submit a Certificate of Current Cost or Pricing Data as described in FAR 15.406-2.

7.1 Tab 1 – Cost/Pricing Matrix

Cost/Pricing Matrix Instructions requires a complete Cost/Pricing Matrix provided as Attachment 4-7 to the FOPR ITO. Ensure your Cost/Pricing Matrix is consistent with your proposed Model Task Order.

Complete the yellow-highlighted cells as instructed below:

a. Input the Prime Contractor name and date of proposal submission.

b. For the Labor CLINs, the Offeror will input Firm-Fixed Prices for the base and all option years that identifies the breakout Prime dollars and any Subcontractor(s) dollars.

c. Note that the cells for the ODC CLINs are pre-populated with Government amounts. Do not alter these amounts. All ODCs will be Cost-Reimbursable with no fee.

d. Note that the cells for the GSA Contract Access Fee (CAF) are pre-populated with formulas. Do not alter these formulas. The Air Force has negotiated a Contract Access Fee at 0.1%, per Memorandum of Understanding dated 13 December 2016 between the Air Force and GSA. The CAF for each period is 0.1% of the sum of the Labor and ODC CLINs for the associated period. All CAF CLINs will be Cost-Reimbursable with no fee.

e. Note the cell for Total Evaluated Price (TEP) is already populated with a formula. Do not alter this formula. TEP is the sum of the Labor, ODC and CAF CLINs for the base and all option periods.

f. In the Limitation on Subcontracting section, input the proposed costs for the prime contractor and for any subcontractors by period. The pricing data shall demonstrate compliance with FAR 52.219-14, Limitations of Subcontracting and with the OASIS terms and conditions, whereby the Offeror must demonstrate that at least 50% of the proposed labor charges will be incurred by the Prime Offeror’s employees.

g. Complete the CLIN table by inputting your proposed prices for the base CLINs and option CLINs.

h. The Offeror may submit printed Cost/Price Matrix on 11x17 paper.

i. Any other alterations to the Government provided matrix not expressly stated above are not permitted.

The Offeror shall verify all formulas within the Pricing Matrix are accurate and reflect the Offeror’s accurate TEP. The Pricing Matrix will be used to evaluate Reasonableness, Limitation on Subcontracting, and the absence of Unbalanced Pricing as described in the Evaluation Criteria. The TEP in the Pricing Matrix will be used by the Task Order Decision Authority in making the best value determination.

7.2 Tab 2 - All Cost/Pricing Ground Rules and Assumptions

The Offeror shall explain any cost/pricing ground rules and assumptions and rounding that go into its price calculations in a separate Word document entitled “Offeror Ground Rules, Assumptions and Rounding” within the price volume.
