Section L - Instructions, Conditions, and Notices to Offerors

1. PROPOSAL DELIVERY INSTRUCTIONS

1.1. Offerors must follow the instructions contained herein. Offerors are cautioned that noncompliance with any of the terms and conditions of the RFP may result in their proposal being deemed ineligible for consideration or award. Offerors shall submit only one proposal and the Government will review only one proposal per offeror. Proposals must be received no later than the date and time specified in Block 13 of the RFP. Proposals delivered after the exact date and time for receipt of proposals will not be considered.

1.2. Electronic bidding will be utilized for this acquisition. Prospective offerors SHALL deliver proposals through the Procurement Integrated Enterprise Environment (PIEE). The web link is posted in the solicitation.

1.3. In order to submit proposals via PIEE, offerors must create an account, identify a Proposal Manager and be logged in. Instructions have been posted with the solicitation package.

2. VOLUME INSTRUCTIONS

2.1 General. Prospective offerors SHALL organize electronic proposals in the following volumes:

2.1.1 Proposals shall be in the English language and all monies in US Dollars.

2.1.2 Volumes (i.e. files) shall be separated and easily identified (ex. Volumes I, II, & III).

2.1.3 Only the SF 1442, Past Performance Fact Sheet, Past Performance Questionnaires (PPQs) received from the applicable Points of Contact (POCs), and bonding information will be considered part of the offeror’s proposal. Additional proposal documentation will not be considered.

2.1.4 Each page containing proprietary information should be marked:

2.2 Volume I – Completed SF 1442 (RFP)

The offeror shall submit the SF 1442 with all required fill ins. Complete blocks #14, #15, #16 (if different than block #14), #17, #20a,#20b,#20c, and block #19, if amendments have been issued. An authorized official of the firm must sign block 20b of the SF 1442. Complete pricing information on all Contract Line Items (CLINs). Complete all appropriate and applicable Representations and Certifications.

2.3 Volume II – Past Performance Fact Sheet

The Offeror shall submit a minimum of three (3) Past Performance Fact Sheets. Information on each Past Performance Fact Sheet shall closely relate to the scope, size and complexity of the proposed work under this solicitation. To demonstrate relevancy, the offeror shall compare the past performance work completed with the work description in the Statement of Work. Provide the most current information for the Points of Contact (POCs) identified on the Past Performance Fact Sheets. At least two of the following (in descending order of availability) should be identified as current POCs:

(a) Procuring Contracting Officer/Contract Negotiator or equivalent

(b) Program/Project Manager, or equivalent

(c) Administrative Contracting Officer/Contract Administrator or equivalent

(d) Other (As specified in your Past Performance Fact Sheet)

The Past Performance Fact Sheet information is intended to assist in determining relevancy of a given project and will not, by itself, be evaluated for performance.

2.4 Volume III - Bonding: The Offeror shall submit proof of bonding capacity for 100% of the proposal price. To be considered, the contractor must have a letter from an approved surety that states the contractor has a relationship with the company and required bonding capacity has been obtained or will be obtained upon award. Letters must be notarized and signed by someone who can represent the surety.

Letters signed by agents are unacceptable unless accompanied by a Power of Attorney granting proper authority to the agent.

2.5 Past Performance Questionnaire (PPQ): The Past Performance Questionnaire (Attachment 7) is a key method used by the Government to obtain past performance information and validate the Past Performance Fact Sheet. Each Past Performance Fact Sheet should have a corresponding PPQ. The offeror shall send out and track the completion of the PPQ with the POCs identified. The responsibility to send out and track the completion of the PPQs rests solely with the offeror. Offerors shall exert their best effort to ensure a PPQ is returned for each Past Performance Fact Sheet submitted. A completed PPQ must be submitted directly to the Government not later than the date and time established in the RFP for receipt of proposals. Completed PPQs submitted by the offeror will not be accepted nor evaluated.

Past Performance evaluation is not limited to review of the information provided in Volume II or PPQs received. The Government reserves the right to review all available past performance information in the integrated assessment.
