1. PROJECT DESCRIPTION

1.1 OVERVIEW:

This is a “Design Build” project intended for the replacement of existing In-Pavement Approach Lighting System at 06L/24R North Runway, Andersen Air Force, Guam. The work shall include the replacement of existing Crouse-Hinds light fixtures flush mounted in-pavement approach lighting system, outer ring adaptors, 5 KV underground cables, ground wires, heat shrink cable splices, isolation transformers (IL) and other appurtenances for a system complete and ready for use. All other design and construction provisions shall be included to ensure a completely operational and energy efficient facility complying with all environmental issues.

1.2 EXISTING OPERATIONS:

The construction work activities will be performed in a manner as to NOT negatively impact the existing operational capabilities of the building occupants. Contractor shall minimize interruption to the on-going operations. Contractor shall coordinate for interruption of utility services. All other actions not involving interruption of services can be conducted during regular working hours. In the event work/project activities other than what is indicated in this project program is to occur simultaneously, contractor shall verify, coordinate and may be required to phase such work/project activities.

1.3 LOCATION OF WORK:

The project is located at 06L/24R North Runway, Andersen Air Force Base. Guam. See attachments - Overall and Partial Site Plans

2. PROJECT OBJECTIVES

2.1 SCOPE OF WORK:

The contractor shall provide all necessary labor, materials, equipment, permit and clearances, architectural and engineering services, transportation, supervision, and other incidental work required for the project. Other incidental work required includes any and all items and considerations necessary to ensure a complete and usable final product, including, but not limited to, the necessary design and construction considerations not specifically stated elsewhere in this statement of work. Complete and usable final product means that the completed final product is finished throughout and can be used to fully satisfy the requirements and the intended purpose of the project.

2.2 WORK PHASING AND RELOCATION WORK:

The work shall be phased as the current 06L/24RNorth Runway is operational and will require minimal impact to their operations. Contractor shall provide a work phasing plan/schedule that includes the temporary relocation work; it must include power outages which supply the facilities and other adjacent equipment/facilities. Contractor power outage request will have associated cost. Identify on Phasing work building affected by power, safety or health standards issue so proper advice can be given to personnel within the building.

2.3 DEMOLITION AND REMOVAL:

a. Contractor shall protect all existing construction to include but not limited to parking areas, Grass/landscaping, and buildings, from potential damage that may result from construction activity. Any damage caused by construction activities shall be repaired and restored to its original condition or better by the contractor at no expense to the Government.

b. Remove and dispose of existing Crouse-Hinds light fixtures flush mounted in-pavement approach lighting system, outer ring adaptors, 5 KV underground cables, ground wires, heat shrink cable splices, IL, other related appurtenances and accessories.

2.4 REPAIR AND CONSTRUCTION WORK:

The scope of work includes, but is not limited to, the following:

06L NORTH RUNWAY:

1. Existing Crouse-Hinds light fixtures flush mounted in-pavement approach lighting system, outer ring adaptors, 5 KV underground power circuit cables, ground wires, heat shrink cable splices, IL, other appurtenances and accessories to be removed from fixture to fixture up to nearest manhole that homerun or connect to the other Airfield Lighting (AFL) system.

Existing light fixture canisters/cans buried on the ground including underground conduits to remain and to be reused.

2. Furnish and install new light fixtures flush mounted in-pavement approach lighting system, splices, IL, other appurtenances and accessories shall be in accordance with the Latest UFC 3-535-01 Visual Air Navigation Facilities, UFC 3-535-02 Design Drawings for Visual Air Navigation Facilities, FAA Advisor Circular 150/5340-30 Design Installation Details for Airport Visual Aids, UFGS 34 43 00.00 20 Airfield Lighting, NFPA 70 National Electrical Code and all other applicable Codes and Regulations.

a. Furnish and install a total of Fifty Eight (58) each of new Threshold Lights from NW1 to NW 58 including its associated IL, outer ring adaptors, in-pavement light fixtures, 5KV heat shrink cable splice, 5 KV power circuit cables and ground wires from fixture to fixture to the nearest manholes, MH-56 and MH-N2 and other related materials and accessories.

b. Furnish and install a total of Eighty Two (82) each of new Threshold Lights from AW

1 to AW 82 including its associated Isolated Transformers (IL), outer ring adaptors, in-pavement light fixtures, 5KV heat shrink cable splice, 5 KV power circuit cables and ground wires from fixture to fixture to the nearest manholes MH-56 and MH-N2 and other related materials and accessories.

c. Furnish and install a total of Ten (10) each of new Displaced Runway Approach End

Lights from N-1 to N-5 and from N-134 to N-138 including its associated IL, outer ring adaptors, in-pavement light fixtures, 5KV heat shrink cable splices 5 KV power circuit cables and ground wires from fixture to fixture to the nearest manholes MH-N56 and MH-N2 and other related materials and accessories.

d. Existing manhole concrete cover for MH-N56 and MH-N2 and related accessories and hardware to be removed. Furnish and install new manhole concrete covers which are comparable in size and structure to those being replaced and which are compatible with the existing manhole.

e. All new circuit grounding system conductors and in-pavement approach light fixtures shall be bonded inside the terminal lug for each of the existing canister/can terminal lugs.

24R NORTH RUNWAY:

3. Existing Crouse-Hinds light fixtures flush mounted in-pavement approach lighting system, splices, IL, other appurtenances and accessories to be removed from fixture to fixture up to nearest manhole that homerun or connect to the other Airfield Lighting (AFL) system.

Existing light fixture canisters/cans buried on the ground including underground conduits to remain and to be reused.

4. Furnish and install new light fixtures flush mounted in-pavement approach lighting system, splices, IL, other appurtenances and accessories shall be in accordance with the Latest UFC 3-535-01 Visual Air Navigation Facilities, UFC 3-535-02 Design Drawings for Visual Air

Navigation Facilities, FAA Advisor Circular 150/5340-30 Design Installation Details for Airport Visual Aids, UFGS 34 43 00.00 20 Airfield Lighting, NFPA 70 National Electrical Code and all other applicable Codes and Regulations.

a. Furnish and install a total of Forty Two (42) each of new Thresholds Lights from NE

9 to NE 50 including its associated IL, outer ring adaptors, in-pavement light fixtures, 5KV heat shrink cable splice, 5 KV power circuit cables and ground wires from fixture to fixture to the nearest manholes MH-56 and MH-N2 and other related materials and accessories.

b. Furnish and install a total of Eighty Two (82) each of new Thresholds Lights from

AE1 to AE82 including its associated IL, outer ring adaptors, in-pavement light fixtures, 5KV heat shrink cable splice, 5 KV power circuit cables and ground wires from fixtures to fixtures to the nearest manhole MH-N21 and other related materials and accessories.

c. Furnish and install a total of Ten (10) each of new Displaced Runway Approach End Lights from N-65 to N-69 and from N-70 to N-74 including its associated IL, outer ring adaptors, in-pavement light fixtures, 5KV heat shrink cable splices, 5 KV power circuit cables and ground wires from fixture to fixture to the nearest manholes MH-N24 and MH-N27 and other related materials and accessories.

d. Existing manhole concrete cover for MH-N21, MH-N24, MH-N27, MH-N31, or MH- 32 and all other related accessories and hardware to be removed. Furnish and install new concrete cover with sizes, associated hardware and structural design compatible with the existing to be replaced.

e. All new circuit grounding system conductors and in-pavement approach light fixtures shall be bonded inside the terminal lug for each of the existing canister/can terminal lugs.

GENERAL NOTES:

a. All new In-pavement light fixtures shall be made by ADB Airfield Lighting System or approved equal and the color of the light shall be compatible with the fixtures to be replaced. 5 KV underground power circuit cable 1/C cross link polyethylene (XLP) copper conductors and copper green-jacketed ground conductors sizes and quantities shall be compatible to the existing cable circuits to be replaced.

b. Furnish and install retro-reflective labels on every In-Pavement Approach Lighting fixtures and cable tags for each cable or wire at duct entrance entering or leaving of manholes, handholes and at each light fixtures.

c. Furnish and install watertight gasket underneath and around the mounting flange of the fixture and match missing stainless steel bolts to secure the fixture into the can housing.

d. Perform all the required Operating and Electrical Acceptance tests after the installation has been completed. All test shall be in accordance with the Latest UFC 3-535-01 Visual Air Navigation Facilities, UFC 3-535-02 Design Drawings for Visual Air Navigation Facilities, FAA Advisor Circular 150/5340-30 Design Installation Details for Airport Visual Aids, UFGS 34 43 00.00 20 Airfield Lighting, NFPA 70 National Electrical Code and all other applicable Codes and Regulations.

e. This facility shall remain operational throughout the construction of the project and the contractor shall schedule his construction activities closely with the airfield facility manager or his designated representative/s. In the event an outage needs to happen, submit a temporary power plan to maintain continuous power supply to affected areas 3 weeks in advance.

f. Pre-Final Inspection: The contractor shall conduct a pre-final walk through inspection with base personnel and publish the pre-final inspection findings in a pre-final inspection report. Contractor shall coordinate with government personnel no less than 14 calendar days prior to scheduled pre-final inspection. Submit pre final DD1354 to go with the pre final inspection. This should be handed in to construction Management Engineer (CME) prior to start of pre final inspections.

g. Final Inspection: The contractor shall conduct a final inspection with base personnel and publish the findings in a final inspection report in accordance with the format specified at the pre-construction conference. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final report. A final inspection will not be performed until the punch list has been resolved. The final inspection report shall certify that all items of the design have been implemented and that the construction is complete. Contractor shall coordinate with government personnel no less than 14 calendar days prior to scheduled final inspection. At the final inspection, the contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the Base Civil Engineer (BCE) for signature and acceptance.

h. See Attached Partial Site Plans:

Contractor shall be responsible for all costs associated with final layout, selection and installation of all equipment, cables and appurtenances.

Contractor shall ensure that all equipment, cables and appurtenances provided can fit into the allocated spaces and shall have enough space and clearance required by the manufacturer for proper operation and maintenance, and to meet code requirements.

Contractor shall be responsible for field verification to verify on site all dimensions, elevations, utilities, power source, archive data, and all other requirements necessary for the successful completion, and adequate design, and satisfactory construction of the project. The contractor shall visit the project site and consult 36 CES/CENM drawing archives to collect all available data on the existing infrastructure and to verify actual existing conditions.

2.8 HAZARDOUS MATERIAL ASSESSMENT:

Hazardous material assessments are required at all areas to be affected by the new work.

Contractor shall perform hazardous material assessment and testing prior to start of repair work including demolition work and submit final report to the government with recommendations for abatement and remediation if needed. Areas containing hazardous materials that will not be affected by the new work must be left in place, undisturbed or encapsulated if directly exposed to personnel.

Environmental Requirements: Contractor shall ensure that all required permits are obtained before construction begins. The contractor must abide by Occupational Safety and Health Act (ACM abatement, lead-based paint abatement, noise, confined space, etc.) or others as applicable. Coordinate with Contracting Officer with regard to consultations with NFM Environmental group regarding environmental requirements.

Comply with the following requirements:

a. Coordinate with the installation Asbestos Program Manager (APM) and Region Asbestos Program Coordinator (APC) for any previous asbestos and lead based paint surveys.

b. Coordination must be established with APM and APC for tenant notification of abatement or sampling and work schedule which may impact the tenants.

c. Provide copies of all AHERA certifications: (asbestos worker, contractor supervisor, asbestos monitor, asbestos project designer).

d. Provide copies and proof of medical surveillance monitoring.

e. Provide copies of abatement plans, hazard communication plan for APM and APC approval.

f. All asbestos samples must be taken by a certified and current AHERA asbestos inspector.

g. All asbestos samples shall be analyzed by an accredited NVLAP lab.

h. NESHAP notification shall be provided to GEPA and copy to the Installation APM and Region's APC.

i. Waste shipment records (WSR) shall be provided to GEPA and copy to installation APMs and Region's APC.

j. Waste manifests with receipt signatures from permitted disposal facility must be provided to the APMs and APC.

2.10 SUBMITTALS:

a. SUBMITTAL REQUIREMENTS (After Award and Before Start of

Construction):

1. Activity Hazard Analysis (AHA)

2. Design Quality Control Plan (DQC)

3. Contractor’s Quality Control Plan (CQC)

4. Accident Prevention Plan (APP)

5. Construction Schedule

6. Munitions Response Explosive Safety Submission (MRESS) – Not Used

8. Design Construction Documents: Prepare, organize, and present Design Construction

Documents. Contractor will not be allowed to start construction without the Government approved documents listed below.

Design Drawings: Prepare using AutoCAD 2016 formatted for ANSI D (22” x 34”) sheets.

The Ready for Construction submission shall be stamped and signed by the Designer of Record (DOR).

Submit all CAD files for the final drawings on CD-ROM or DVD disks in AutoCAD 2016 format. Drawing files must be full files, uncompressed and unzipped.

Basis of Design: Each submission shall include a basis of design with all proposed materials including Design Analyses and Calculations to substantiate the design meets the RFP and all applicable codes.

Specifications: Shall be Unified Facilities Guide specifications submitted in Construction Specification Institute (CSI) 2010 format edit with SpecIntact software in accordance with UFC 1-300-02 Unified Facilities Guide Specifications (UFGS) Format Standard.

Contractor shall submit the number of copies as requested as defined under each required submission identified below. The basis of design, design drawings and specifications shall be included on a CD-ROM in addition to the required hard copy for each submission. Each submission shall be submitted to the Contracting Officer or their representative for Government review and RFP concurrence.

The Contractor shall submit a copy of the Governments review comments from each prior submission with each subsequent submission. This document shall indicate the corrective action taken for each comment and or other proposed solution. Incomplete submissions will be returned to the Contractor with no additional time added to the performance period.

Electronically seal and sign all Acrobat PDF drawings, specifications, and other documents. The electronic signatures shall be printable and viewable in Adobe Acrobat Reader with no additional software.

Provide the following Design Submittal Packages:

a. 60% Design Documents Submittal: 45 calendar days following the date of delivery order. Submit three (3) hard copies and three (3) electronic PDF format copies on CD- ROMs of the following: 11” x 17” half-scale drawing sets, Specifications, Construction Schedule and Basis of Design. Allow 21 calendar days for Government review.

b. 100%/Pre-Final Design Documents Submittal: 45 calendar days following receipt of

Government review comments on the 60% design submittal. Submit two (2) hard copies and two (2) electronic PDF format copies on two (2) CD-ROMs of the following: 11” x 17” half-scale drawing sets, completed specifications with cleared Section and Bracket Verification reports, Construction Schedule, Basis of Design, annotated review comments, and submittal register. Allow 21 calendar days for Government review.

c. FINAL “Ready for Construction” (RFC) Documents: 14 calendar days following receipt of Government review comments on the 100% design and notice to proceed with Ready for Construction documents. The RFC documents include all documents required for the Final Design Documents. Submit electronic PDF format copies on three (3) CD- ROMs of the following: Sealed and Signed 11” x 17” half-scale Drawings, Sealed and Signed Specifications, Construction Schedule, Sealed and Signed Basis of Design, annotated Review Comments, and submittal register. Allow 7 calendar days for Government review.

The following requirements apply to the CD ROM:

1. Provide native and pdf files for all documents included on the CD-ROM.

2. The .pdf file(s) of the final documents shall be provided in the following formats:

The entire document shall be provided as a single combined pdf file. The pdf file shall have bookmarks for each item identified in the document's table of contents, including tables, figures, captioned photos, and appendices. The bookmark shall use the same description as provided in the table of contents. If the bookmark is lengthy, abbreviate as needed. Bookmark to the second level (i.e. 1.1, 1.2, 1.3, etc.). Do not bookmark signature page or the list of acronyms. Each appendix, regardless of size, shall be provided as an individual pdf file. All maps, figures, and pictures shall be provided at a useable resolution. All color maps, figures, and pictures shall be provided in color.

d. DD-1354 Transfer and Acceptance of Military Real Property:

Submit Interim DD Form 1354 to the Government for approval a minimum of 60 calendar days prior to the Beneficial Occupancy Date (BOD). If modifications to the Interim DD Form 1354 are required by the Government, the corrected version must be submitted prior to the BOD.

e. Closeout Submittal Requirements:

1. Submit Record Drawings to the Contracting Officer or their representative in ANSI D (22” x 34”) size sheets and two CD-ROMs containing native CADD files, electronically stamped and signed PDF of drawings, specifications, calculations, basis of design, submittal register, Periodic Maintenance Inspection (PMI) plan and other (photos, support files, etc.) as applicable.

GIS Requirements: Site Map record drawings must be in standard coordinates system, in both Guam Geodetic Network and Universal Transverse Mercator (UTM) Zone 55 North, WGS84. All new and existing utilities, driveways, concrete curb, sidewalks, roads, paved and unpaved surfaces, buildings, structures, poles, signs, and primary features including supporting facilities of the project within the project’s limit must be accurately noted, both in AutoCAD and GIS format.

3. SITE ANALYSIS

3.1 EXISTING SITE CONDITIONS:

The site is located on 06L/24R North Runway, Andersen Air Force Base, and Guam. All sites contains existing utilities include water lines, sanitary gravity sewer main, sanitary pump station, sanitary force main, storm sewer, steam, underground electric and underground telephone.

3.2 SITE DEVELOPMENT:

Not applicable.

3.3 EXPLOSIVE SAFETY SUBMISSION (ESS) REQUIREMENTS:

Not Used.

3.4 HISTORICAL, ARCHAEOLOGICAL AND CULTURAL RESOURCES:

Not Used.

4. BUILDING / FACILITY REQUIREMENTS:

4.1 DESIGN AND CONSTRUCTION REQUIREMENTS:

The design and construction shall be in accordance with the latest revision/edition of applicable current codes, standards, and regulations requirements of this statement of work and include Energy Star efficiency initiatives. The term "Latest Revision/Edition" is defined as the version as of the project Solicitation Date. In case of conflict between codes, standards, regulation, and specifications, the most stringent requirements shall apply. The contractor shall ensure that all required permits are obtained before construction begins.

q. UFC 3-501-01 (Oct. 6, 2015), In accordance with the latest UFC 1-200-01 DoD Building Code (General Building Requirements), IBC structural criteria shall be used for seismic and wind load requirements.

All design drawings, specifications and calculations shall be done by/or under the direct supervision of a Professional Engineer with current National Council of Examiners for Engineering and Surveying (NCEES) registration issued from a state within the United states of America (USA) or one of its territories who shall stamp all design drawings, specifications, and calculations. The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings and other services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings and other deliveries.

The contractor shall verify all existing site conditions, dimensions and other requirements necessary to complete the project prior to commencing construction activities. The contractor shall notify the contracting officer immediately upon discovery of any expected changes required to suit conditions not identified in the contract. Restoration of damages borne by the contractor in the performance of this contract shall be made at no cost to the Government. Contractor shall be responsible for proper handling and disposal of all materials removed and/or demolished from construction site.

Neither the Government review, approval or acceptance of, nor payment for the services required under this contract shall be construed to operate as a waiver of any rights under this contract of any cause of action arising out of the performance of this contract, and the Contractor shall be and remain liable to the Government and in accordance with the applicable law for all damages to the Government caused by the Contractor’s negligent performance of any services furnished under this contract.

The Contractor is required to submit a work schedule for this project. The schedule should be developed to identify task descriptions, start and completion dates of each task, design reviews, material procurement, construction work, testing, correction if required, final testing, acceptance, utility outages if required, and other requirements necessary to deliver a complete and usable facility. The work under this task order requires special attention to the scheduling and conduct of work in connection with the existing facility operations. Identify on the construction schedule each factor that constitutes a potential interruption to the facility operations. Utility outages (power, water, air conditioning, etc.) shall be approved by the Contracting Officer.

4.2 SUSTAINABLE DESIGN:

Not Required.

4.3 ENERGY CONSERVATION:

Comply with the UFC 1-200-02 High Performance and Sustainable Building Requirements and ASHRAE/IESNA Standard 90.1-2013 “Energy Standard for Buildings Except Low-Rise Residential Buildings” in accordance with ECB 2014-02. Building systems replaced under this project shall comply with the current requirements for that building system even where not required by the standard. For example, a constant volume air handing unit shall be replaced with a variable air volume air handling unit where a variable air volume air handling unit is required by the standard for a new building.
