About this file

This is a calculation template for self-performed versus subcontracted work required for specialty trade contractors responding to the solicitation for construction renovation work at a Department of Veterans Affairs facility.

The template mandates that offerors with NAICS code 23xxxxx (All Other Specialty Trade Contractors) must demonstrate that at least 25 percent of contract performance costs for personnel will be performed by the prime contractor's own employees. Offerors are required to provide a detailed breakdown of personnel costs and material/equipment costs organized by specification division applicable to the project. The template includes columns to designate whether subcontractors are small businesses (SB Vendor Y or N), with instructions to populate only gray-shaded areas. After calculating subtotals for personnel and material/equipment costs, offerors must add home office overhead, profit/fee, and bond costs. A certification formula calculates the percentage of self-performed work by dividing total prime contractor personnel costs by total personnel costs from both prime and all subcontractors, multiplied by 100. The completed template must be signed and dated by an authorized representative with their typed name and title, certifying the accuracy of all representations provided.
