About this file
Attachment 3 is an additional evaluation components document for a towing services contract issued by the Massachusetts State Police (MSP), covering two bidding categories (Category I and Category II) for towing zone services. The document provides optional evaluation components that bidders can include to potentially receive additional points during the bid assessment, with specific supporting documentation requirements for each component. Key optional evaluation components include company experience, average driver towing experience, expanded business/shop hours, USDOT out-of-service rates for drivers and vehicles, quick response/staging capabilities, and for Category II an additional option for indoor commercial vehicle secure storage.
The document specifies that while these additional evaluation components are optional, bidders must provide precise supporting documentation to be considered, such as business certificates, training certificates, resumes, employment verification, and written certifications. For certain components like USDOT out-of-service rates, MSP will independently calculate scores using the FMCSA Safer program's 24-month reporting data. The minimum business hours requirement is consistent across categories: Monday through Friday 8am-5pm and Saturdays 8am-12noon, totaling 49 hours per week. Bidders are instructed to clearly mark which components they are requesting evaluation for and provide corresponding documentation in order.
