About this file
This document is a Bid Response Form (Attachment 1) for a Massachusetts State Police (MSP) towing services contract. The form provides a comprehensive checklist of required documents and information for tow service providers bidding to provide Category I and Category II towing services across various Massachusetts State Police barracks and zones. Bidders must submit detailed documentation including business information, corporate officer details, insurance certificates, zone preferences, operating authority proof, driver and vehicle information, training certifications, and additional submission documents. The bid process involves multiple verification phases, with awards determined by complete driver and vehicle packet submissions.
The contract requires extensive documentation demonstrating operational capabilities, including proof of roadside payment processing, Department of Public Utilities involuntary tow certification, RMV repair plate registration, business licensing, facility ownership or lease documentation, hazardous materials handling procedures, and comprehensive driver qualifications. Financial stability is assessed through a Certificate of Good Standing from the Massachusetts Department of Revenue and a bank letter attesting to credit worthiness. Insurance requirements include specific liability coverage minimums, and drivers must meet multiple training and certification standards, including CORI background checks, medical certifications, tow operator training, and traffic incident management training. The bid emphasizes thorough vetting of towing service providers' operational, safety, and professional capabilities.
